Sokhumi separatist government in Apkhazia, is supporting the continuation of OSCE mission activities, but with the changed name. By the statement of de facto Foreign Affairs Minister Sergey Shamba, "the mission"s active mandate and its name has to be reviewed, in relation to the changes happened in the Republic; it is impossible to still bear the name "The OSCE mission in Georgia", for we consider that it has to be named "The OSCE mission in Apkhazia", though " we realize that, at this stage, with the respect to the Georgian and its supporting countries" position, it is impossible. Apkhazian side has already presented its ownsuggestion. By the February 18, OSCE security councel will take its final decision".

In Chiatura forest reabilitation works, about 100 local inhabitants will be employed. Environment and Natural Resourses Defence Minister will visit Kakheti region; in Lagodekhi region, he will meet with the local population, accompanied by governor George Gviniashvili and The Nature Defense World Fund representatives. The minister will examine current reabilitation works in Chiatura forest, along with German experts. Parlamentars will visit Lagodekhi together with the environment defence committee representatives. With the support of the Nature Defence"s World Fund, within the boundaries of current one-year program, intensive restoration works of Chiatura forest, will commence from Spring.

Georgia is going to start working actively on the issue of European Union observers" mandate expantion. This is the position of legislative and executing authority"s representatives.  As is believed in Tbilisi, Russian veto was not unexpected. "Russian wish is the working out European defense"s new architeture, the statement about this was made several times by  Russian de facto and de jure presidents. They try to create problems to each active institution, including OSCE", says State Minister in reintegration issues, Temur Iakobishvili. By the statement of deputy Gigi Tsereteli, "Georgia has to work in the direction of activating EU relationship, for, as it has appeared, EU is more effittient than OSCE".  

"Russian Federation was not going to recognise the independance of Apkhazia and South Ossetia; even after the conflict, it was completely ready to conduct negotiations concerrning their status. Russia took the decision about recognition of their independance only after the signals coming from Georgia, according to Tbilisi was going to continue fighting activities",  -this statement was made by Russian Foreign Affairs Minister, at the press conference held in Moscow. Sergey Lavrov declares, that Russian Federation will in any respect hinder all the attempts towards Commonwealth of Independent States breaking off.

State minister in region management issues, David Tkeshelashvili, continues visits of Georgian regions. State delegation is to visit Samtskhe-Javakheti. The meeting concerning problems of the region will be specially held in Akhaltsikhe. It will be attended by Minister of Agriculture, Bakur Kvezereli, deputies and managers of the region. The meeting will discuss current economic projects and priorities considered by the State budget .

On the facts of shooting, realized form the Ossetian separatist’s and Russian occupant’s controlled territories, ended with the Shida Kartli regional police officer, Mamuka Kakhniashvili’s death (born in 1982), Ministry of Internal Affairs have no detailed information at present. The incident happened at the vicinity of Kareli region countryside, Knolevi police department. During the last two months, this is already the elevenths case of murdering person of a Georgian law-enforcement, form the occupied territories.

Concerning the happened, Georgian Foreign Affairs Ministry declares, that “unbridled and purposeful prevocational activities of Russian occupants and marionette regime controlled by them, still continue, leading to more and more deaths. Georgian Prime- minister named an incident as “the succeeding loss cased by Russian aggression” and expressed his condolences to the police officer’s family.

Tskhinvali de facto Ministry of Defense, on its side, rejects Ossetian side relation to the killing of Georgian police officer, and declares the existing information as a provocation-“the nearest Ossetian posts are located in 4-5 kilometers form Knolevi village and at such a distance even sniper shot is impossible”. So called South Ossetian military commandant, Anatoli Tarassov, has proved the fact of murdering Georgian police officer; he has received the information from the EU observers and Georgian Ministry of Internal Affairs.

In the statement of European Union observing mission it is clearly emphasized, that the happened represents the unacceptable violence of 6 paragraph agreement about ceasing shooting. The mission hopes that the fact will be fully investigated  and culprits will be respectively punished.

the Ministry of Foreign Affairs hosted the European Union;s  superior commissar in Foreign Relationships and European neighbouring policy issues, Benita Ferero Valdneris. "The visit represents  the demonstration the EU political support to Georgia, especially- "after the Russian military agression realized towards Georgia"- is said in the statement of The Foreign Body. Within the confines of the visit, between the European Commisssion and  Georgian Government,  in years 2008-2010, the mutual declaration of expanded EU financial support will be signed. "EU is not going to increase the number of observers in Georgia, neither to expand the mandate. Now it is important to strengthen peace in the conflict regions; to help the sides in restoring confidence between each other and  to develop the Geneva negotiations", declared Benita Ferero Valdneris.

In Siberio, village of Gali region, Russian occupants shooted a local resident; the incident happened at the moment, when Manuchar Kobalia was going to pass through to Zugdidi. He was shot twice. The injured was hospitalized to Zugdidi Republic Hospital. According to doctors" saying, the health condition of Manuchar Kobalia is satisfactory by now.

By the statement of the US ambassador in Georgia, with the comming of Barack Obama to the authority, the foreign political course of the county will not change and Georgian-American relationship will deepen even more. John Teft is assured that the new administration will become Georgia"s active supporter- "the agreement was signed, now we have to work to fulfil the terms, considered by this document; this will be the significant part of our mutual relationships".

Parliamentary assembly of European Council accuses Moscow in non-fulfillment of the resolution; the leader of the assembly, Maria de Puchi, considers that Russia has not fulfilled all regulations of the resolution, concerning the, so called, South Ossetia; the statement highlights that Russia is ready to start dialogue with Georgian side within the bouds of the assembly. With the mentioned resolution, the organization claims Russia to abolish the decision on recognition the independence of Apkhazia and, the so called, South Ossetia.

Georgian side has put forwars the issue of human rights" violence, in the occupied territories of Georgia, at the meeting with the OSCE  highest commissar in National Minoritys" issues, Knut Volebek, that, by the statement of State Minister in Reintegration Issues, Temur Iakobishvili, has received the "routine feature". Concerning the mentioned issues, Knut Volebek will visit Apkhazia and try to study the case right at the place. After the arrival to Tbilisi, he will continue meetings with the Georgian legislative and executive governments" representatives. 

By the statement of Greece Parliament vice speaker, George Sourlas, OSCE chairman country, Greece, will try its best to solve the Georgian-Russian conflict in a peaceful way.  The Greek guest has met the Parliament"s vice speaker, Mikheil Machavariani and Majority representatives. According to his statement, in the nearest future, the Greek Parliament friendship group with Georgia, is planning to held the special confrence dedicate to the   Argonauts" voyage; the talks on ancient historical relationships of two countries will assist in planning  future relationships.

"We will act according to how this or that country will behave in the future;  in the case if other countries  continue provisioning Georgia with weapon and other attacking type fighting material, we will make the respective decisions, which will concern the relationships of Russsia to these countries", declared Russian Foreign Affairs Minister, Sergey Lavrov, after the meeting held with, the so called, South Ossetian de facto Foreign Affairs Minister, Murat Jioev.

With the official visit in Georgia, Eurocommissar in Foreign Relationships and European Neighboring Policy Issues, Benita ferrero Waldner, has visited the centre for compact housing of the persecuted, where the mutual project of Eurocommission and the UN Eurocommission for Persecuted-the program of wintering is passing, by now. In the abovementioned centre, there live about 200 persecuters. The program was realized by Denmark council of persecuted. Eurocommissar evaluated the conducted works positively and marked the significance of collaboration to international organizations, with regard to problem solving. UN Highest Eurocommission for persecuted, has received funding from Eurocommssion and will continue caring about the problems of each person in Georgia moved by force.

Deputy Paata Davitaia appraises Gerogian government"s plans concerning "Engurhesi" as the betrayal of the country"s  safety and talks about conspiracy between Apkhazia and Russia; he even presented the plot"s scheme at the press conference, that as the deputy points out, was proved by the statements made at the meeting of Russian "Inter Rao" representatives and  Apkhazian separatists- it was said that Russia will sign the agreement with separatists. What about the scheme, Paata Davitaia considers that the first part of the conspiracy is the reintegration of "Engurhesi" in Sokhumi, then - making the agreement with separatists, according to which their share participation will be drawn up and Apkhazians will receive a certain portion of the electricity without charge; namely, the thing  is that, it will lead to the reception of one milliard kilowatt annualy, that will remain unused by Apkhazia, and be sold by Russia. The sum recieved will be used by separatists.

"New administration of the USA gives a hand to its former enemy, in the case if they are ready to open his fist", -the statement made in the USA"s  44th  president inauguration speech, the context of which was officially directed to the Islamic World - was taken as the indication to Russian Government, in Moscow. New president of The USA, together with the Pentagon leadership and militaries, considers the possibilities of accelerating the withdrawal of troops form Iraq, the promise of which he made at the pre-election program. According to Barack Obama"s order, unrealized instructions issued by George Bush were frozen. The memorandum of The Wtite House pointes out, that it is necessary to cease the realization of all the decisions, until new administration studies them.

Russian Federation has strengtened the control of crossing the borders of river Psou and located new controlling formation. " New controlling formation for crossing the river Psou is created in Adler (Sochi, Krasnodar side) with the target of strengthening control over Russian-Apkhazia border. The Formation at the border will be active during the period of preparation and holding the Sochi 2014 year Olympiad", decalres press service of the Russian "FSB" black and Azovi seas frontier management.

The new format of mandate offered by OSCE to Russia, is acceptable to Moscow; as Russian Foreign Affairs Minister, Sergey Lavrov has stated during the meeting with OSCE"s chairman country"s-Greece"s Foreign Affairs Minister, Dora Bakoiani,- "the new initiative includes far more realistic aproaches and  Russian side is going to commence working on them". The details of OSCE mandate"s new  format are not specified. The meeting of Sergey Lavrov and Dora Bakoian continues; presumably, the more detailed information about the Greek initiative, will become known only after it is finished. 

Georgia will welcome any format of the OSCE activity, if it won"t put the issue of territorial entity under a doubt. As chairman of Committee on European Integration, David Darchiashvli has stated, Georgia is interested to have as many observers in the country, as it is possible-"For us, the realization of OSCE mission activities is of utmost interest not only for the suppression of the agression, but for the development of democratic institutes as well".

To avoid the economical catastrophe in Georgia, an experts" large counil will be established, in which Georgian experts, working inside and outside the country will be involved- stated Mikheil Saakashvili during the meeting with experts and politologists. As he points out,  the meetings like that has to be held systematically- "Government, along with the Opposition, tries to avoid the destructive results that will be caused by the world crisis. My concern is to listen to you-not to do lecturing and read notations to you".

"Georgia had a quite sound argument to refuse Russian military inspection", stated Head of EC Delegation to Georgia. By the interpretation of Per Eklund, The decision of Georgian side concerns only Russia- "according to Vienna Convention, other countries maintain the right for inspection".

Before the deoccupation of Apkhazia and Tskhinvali regions, Georgia has declared force majeure in connection with  Russian Federation. According to Vienna document of the year 1999, that considers negotiations on strengthening the measurements of confidence and insurance, as well as  the demand of one country to conduct the inspection of another"s territories, Russia has claimed Georgian militari forces" inspection. We have  immediately rejected Russian demand; the rejection is documented by force majeure, considered by the Vienna agreement"s 120th paragraph; and the force majeure includes the agression realized by Russia against Georgia.  We really have a guarantee that Russia will use the inspection against Georgian national defence"s  interesets ", stated Foreign Affairs Minister, Grigol Vashadze.

Dora Bakoiani hopes that she will be able to reach the agreement with Russia and will avoid the disruption of OSCE monitoring in Georgia, that West considers as being the decisive factor in ceasing the violence. According to her saying, the West  will not be able to sent the separate mission to the so called South Ossetia, that would be equal to the de facto recognition of separatist region as being the sovereign government. OSCE chairman considers that the issue of the so called South Ossetia"s recognition can be solved; the parallel was drawn by the chairman between the Greece"s participation in the EC mission in Cosovo, in spite of non-recognition of Athen- "we have found out the formula, which made it vivid that we do not recognize Cosovo independence, however,we were still gaven the possibility to be in Cosovo". Dora Bakoiani will announce the details of  her own plan, after she reaches certain progress in Moscow and Tbilisi".  

Georgian gas distributing company-"Itera-Georgia", will transfer natural air to the, so called, South Osssetia in several days; the company has received the respective permission from the Georgian Government. Gas pipeline, that was damaged as the result of the Russian-Georgian conflict, is now repaired; and after solving the technical issues, the so called, South Ossetia will  receive the natural air.

Sergey Bagabsh declares that if foreign countries visas will not be issued to Abkhazian citizens, "The Government will act analogically and will not allow the admittanceof those diplomats, which do not issue visas. The possible prohibition of foreign diplomats admittance toApkhazia, is regarded as the proof of  "self-isolation" by the chairman of territorial entity renewal and temporal parliamentary commission, Shalva Malashkhia-"the statement of Apkhazian marrionate regime is completely out of the context". There is a precept that resident of Georgia, as well as of Apkhazia, has the right to receive Georgian passport, then get the foreign countries visa and travel to any corner of the world.  Separatists are neglecting the position of world commonwealth concerning the recognition of Georgian territorial entity and are showing to all that, they can not talk to anybody without Russia".   

 In Tagiloni  villalge Russian occupants are leading in additional forces to Tailoni. They live in military tents and, with enclosed territories, are ingaged in strengthening the military base. By the statement of Parliamant Forign Relationships Committee chairman Akaki Minashvili, "it is vivid that Russia is violating all the agreements". The solution to the created condition, is the of international endeavor to become more active". The leader of majority, George Gabashvili declares that "Russia"s illegal activities serve the agression aim-occupation of Georgia".

By the organization of Ministry of Culture, within the confines of "Georgian season", in "Cobra", museum of Amsterdam, exibition of contemporary Georgian artist"s works will be opened by Georgia"s First Lady Sandra Rulovs. At the exposition, named "Born in Georgia", more than 100 painting linens will be presented. In the exibition, more than 20 artist of various generations, living inside Georgia and outside its boundaries, will take part. By the funding of Ministry of Culture, in Amsterdam, catalogue portraying Georgian contemporary visual art was published, the presentation of which will be held at the exebition"s opening. Georgian exibition will be one of the most widespread and long-lasting ever planned at museum  in the year 2009; the exibition will last 6 months.

8 million Euros, endowed by German Government, will be used for building the dwellings for Russian-Gerogian conflict indemnitees. Construction works are conducted by the German technical collaboration society. The participants of the project"s opening ceremony in construction square, situated near Gori, will be participated by the minister of Georgia’s Ministry of Refugees and Accommodation Koba Subeliani, Ambassador of Germany to Georgia, Patricia Flore, Shida Kartli Regional Governor, Lado Vardzelashvili, and the director of German Technical Collaboration Society in South Caucasus, Gabriel Beoringer. For the commemorate of construction commencement, the guests will take part in laying the foundation of the first house. 

In Chuburkhinji village, Gali region, the citizen Tengiz Akubardia"s car was fired by Apkhazian gunmen. Tengiz Akubardia"s  spouse, with infant baby in her arms, was going to move to Zugdii region for a cure. Apkhazian gunmen did not allow her to come out of the car and demanded 300 USD. Tengiz Akubardia was waiting for her at the territory controlled by Georgians in Rukhi village, region of Zugdidi. As his spouse did not cross Enguri bridge, he has driven his car in the direction of the bridge. When Apkhazian gunmen saw the car, they started shooting it. The car was  hit with 12 bullets. As the result, one of the passangers was slightly injured.

Tbilisi mayor has presented to the society a new system of registering traveling by municipal bus. By the definition of Gigi Ugulava, citizens will pay 40 tetri when traveling for the first time, then 20 tetri each time they travel duning the day. Though present privileges for socially unprotected people - 10 tetri, students- 20 tetri, pupils- free tickets, won"t change. The new system of registering consideres privileges for teachers- traveling price 20 tetri.

For attanding the so called Nabuko summit, Georgian delegation is visiting capital of Hungary. At the summit representatives of EU, USA, Germany, Turkey, Austria, Bulgaria, Roumania, Hungary, Azerbaijan, Egypt, Gerogia and several other countries will take part. Georgian delegation is headed by first vice president Nika Gilauri, istead of premier Grigol Mgaloblishvili. Alexandre Khetaguri, the Georgian energy minister is visiting Budapest as well. At the summit, making the decision about realization of "Nabuko" project is expected; supposedly, the respective tender will be declared by the end of 2009, or the of beginning 2010 year. The mentioned project, at first stage, considers the significance of new conduit pipe on the Baku-Tbilisi-Erzerumi pipeline prolongation. "Nabuko" pipeline will ensure transportation of Azerbaijanian and Middle Asian gas, in passing by Georgia and Turkey, with the direction to Europe. At first stage, 30 milliard cube meter gas transportation is planned in a year.

According to Georgian Foreign Minister, Grigol Vashadze "Nabuko" In case of project  realization "Europe will not be dependent on Russia any more".

"It is possible that EC resolution will no be so severe, as Georgian side wanted to", declared Georgian Foreign Affairs MInister, Grigol Vashadze. In Strasburg, the winter session of EC Parliamentary Assembly has opened, the main topic of which will concern Georgian-Russian relationships. The Parliament will evaluate how the two sides have fulfilled the resolution, received on October 2008, and the results will then reflected in a new resolution. According to the advance information, the mentioned document contains critisism towards Russian activities; namely-occupied territories, facts of human rights violence and ethnic cleansing of Georgians. It is essencial, that for the first time, the term ethnic cleansing is mentioned in the resolution. The Assembly claims Russia to immediately admit the international observers in Apkhazia and the so called South Ossetia, and shows its regret towards the fact that most of the demands remain unfulfiled by Russia yet. The Assembly is though content that Russian parliamentarians have not refused the dialogue with Georgian collegues.

In Brussel, on 4 February, The Council of North Atlantic Alliance will be held, attended by Georgian delegation. By the statement of Georgian Foreign Affairs Minister, Grigol Vashadze, at the meeting, the process of fulfilment the demands considered by Georgian IPAP and intensive dialogue will be evaluated-"Georgia is invitated at The Council of North Atlantic Alliance Meeting, at which the fulfilment of demands considered by the stages of NATO affiliation will be evaluated".

In Brussels, NATO-Russian council closed, non-formal meeting will be held, at which Russian side will put forward the issue of August war once agian. This statement was made by the representative of the Russian Federation to NATO, Dimitri Rogozon- "August events, happened in Caucasus, have shown that the initiative about European ensurance regrouping, that  in Berlin, Russian president has put forward before the Georgian aggression against South Ossetia, is right". According to his information, issues concerning the causes of problems created between the alliance and Russia, as well as collaboration in fighting against pirates, and the issue of  Afghanistan will also be discussed.

"The dialogue between Russia and NATO will be renewed; both sides have stated that they will try to renew the works and this should not have to be unexpected", declared Georgian Foreign Affairs Minister, Grigol Vashadze. North atlantic alliance, after the military aggression realized by Russia against Georgia, has ceased all the format of collaboration with the official Russia.  

Dora Bakoiani welcomes the renewal of gas transmission to Tskhinvali region. "OSCE will exert its forces and ensure to solve the problems concerning the supply of other urgent humanitarian needs, including water",- is said in the official statement of the organization"s chairman.

Jewish company will end the construction of Igoeti-Sveneti 25th section motor road will end in this year. The cost of the project consists of 92 million Gel. and it employs more than 2000 Georgian citizens. The new section of motor road was opened by Georgian President.

The value of pensions and social aids is rising. Minister of Health held a press conference concerning this matter. By the statement of Alexandre Kvitashvili, from the 1 January, for 660 thousand pensioners, minimal age pension will rise to 75, and from the November to 80 Gel. Pensions will correspondingly rise for pensioners according to their length of service and other additions. Aid of the first group invalids with limited abilities will even with the age pension and become 75, from November 80 Gel. Changes have also appeared with the second group invalids; form the November 140 thousand individuals of the mentioned category will receive the rised aid-70 Gel. Social aids also rise for individuals included in the program of poverty;  from the 1 January, 400 thousand individuals, being first in the list, will receive 30 Gel. per family, and additional 24 Gel. per each member of the family.

The forth infantry force was awarded for the fighting bravery in Russian agression. Various types of medals were given to 130 military servants; 43 militaries got medals -"Scar of the Fight", 45-"Kakutsa Cholokashvili", 11 military individuals have received medals-"Devoted to the Country", 20 of them have received for -"Saiving the Life" and 11 medal after "Giorgi Kvinitadze". The awards ceremonial, attended by the deputy of land arms commander, colonel Koba Latchkebiani, was held at the territory of The forth infantry force. The brigade chaplain, Father Nazare give his blessing to the militaries.

Barack Obama and Dimitri Medvedev have expressed their wish to meet each other in the nearest period; the presidents made the respective statement during their phone call-Medvedev congratulated Obama with the commencement of fulfilment the presidential duty and wished success to him. At the time of conversation by phone, they talked about the renewal of Russian-American relationships and mutual fighting against the world financial crisis. It is expected that USA President will visit Russia in April, within the frame of the first european tour, that will take its start in London with G-20 summit, on2 April.

In Sukhumi deputy of de facto Internal Affairs Minister, Zakan Jugelia was killed; the information was proved by Sergey Bagapsh- "on 26 January, Jugelia was sitting in one of the citys" cafe, when he was shoot twice". Criminal case was initiated with the article of killing on purpose. According to the information of Sukhumi de facto public prosecutor, Alisa Bigvava, near cafe "Kiki", a car stopped, person bearing a mask got off from it and shooted Jugelia. Separatists work on two versions of the killing, both of them connected to the Georgian side. "in 1992-1993 years,  Zakan Jugelia was an active participant in the fighting activities against Georgia and one of the leaders of military operation in August 2008, Kodori ravine. It is a well-known fact, that he was threatened several times in connection with this", is stated in de facto Ministry of Internal Affairs, though it is not interpreted, who exactly was threatening Jugelia. According to the second version, he was "threatened" by Georgian criminal authorities; By the information of Apkhazian "investigation", Jugelia "suppressed narco-traffic", going from Georgia through Apkhazia, that provoke Georgian criminals" dissatisfaction.

In Russian media, based on Russian Navy main headquarter, information was spread that "the federation will start creating  military base in Apkhazian harborage Ochamchire, where military steamships of the Black Sea navy will be located".
" In the terms of non-existance of international control, when occupation forces do not give the opportunity to any of the international organizations, not only to realize monitoring, but to enter the occupied territories as well,  Russia will seek any means to strengthen its own military potential in these regions.
It is significant that during this period Russia"s appetite is increasing more and more. At this time, the topic concerns the creation of three military bases on Apkhazian territory and it is quite possible, that in the nearest future, this figure will rise even more, -is pointed out in the statement of Georgian Foreign Affairs body, -we call Internation Commonwealth to take this one more manifestation of Russian military strivings into consideration, and pay the due attantion to it. We hope that, Internation Commonwealth will confront the Russian intention".

Deputy Gia Tsagareishvili demands the minimal limit of age of criminal responsibility to be changed; he has made the statement about this at the press conference held together with lawyer Levan Adeishvili. By the statement of Levan Adeishvili, the recommendation and convincing appeal of the Committee on the Rights of the Child of the United Nations organization (14 years- minimal limit of age of criminal responsibility), is not considered until now. Gia Tsagareishvili has an alternative suggestion- if the minimal limit is not changed, it has to be written in the code, that for the juveniles between 12-14 years old, punishment in a form of liberty restriction will not be used; accordingly, the second paragraph of the 88th article that considers half diminution of sanctions and the final punishment, has to be withdrawn from the code.

In Budapesht, energetics summit was opened, where issues of Nabuko project, natural air transitional and transmitting countries are discussed. At today"s meeting, the technical consideration of Nabuko project realization is planned. The summit is attanded by the mentioned project"s participant countries" representatives and Iraq energy minister. Georgian delegation is headed by Georgian vice-president, minister of finances, Nika Gilauri, which, within the ambits of the summit, met with the EU chairman country"s, Czech Prime Minister Mirek Topolanek. The two sides talked about the relationships of Georgian and The EU, energetic issues and the Georgian role in Nabuko project. As Nika Gilauri has stated, the European unification plays a quite substantial role in Georgia"s political, as well as economical life.

NATO General Secretary Jaap de Hoop Scheffer confirmes the decision of the alliance leadership, about contracts renewal with Russia, at a political level. With the aim of restoration NATO-Russian relationships, ceased as the result of the Russian-Georgian war, Scheffer is going to meet Russian Government delegation at the defense 45th international conference, in Munich, on 6-8 February. "At this conference, we will revive contracts at political level. We, together with Russia, have to find the way for new relationships", declared NATO general secretary and stated, that the perspective for the fast renewal of the relationships at present are completely opened and it is not excluded to happen already in the second half of February.

Ministry of Foreign Afairs of Gerogia welcomes the signing of memorandum of mutual understanding between EU observing mission and Georgian Ministry of Defense. By the statement of Foreign Body, the mentioned memorandum, represents one more expression and sign of a Georgian goodwill and readiness to realize the 6-article agreement of 12 August about cesaing the fire. The head of the EU observing mission Hansing Huber states, that  Russia has to name clearly the common quantity of the military personnel in Apkhazia and the so called South Ossetia and decrease the military parts by the administrative borders.

In the course of accepting the resolution by the Council of Europe Parliamentary Assembly, Georgian delegation demands more strict position in the project of the document, regarding Russia.

As the result of the proceeded operative-investigation activities, Constitutional Defense Department has arrested the general director of joint-stock company "Global Erti", George Machitadze; the head of the Chamber of control of Georgia Financial- Economic Department, Tornike Gvazava and the employee of "Bank of Georgia " David Kvaskhvadze. As KUD (Georgian special force) senior deputy, Soso Topuridze has stated, "Global Erti" has won the tender owing to the corruption agreement.

Apkhazian gunmen have exploded the bridge connecting Shamgona-Tagiloni, and started firing in the air right after the explosion. The mentioned bridge, in recent period, have been the only mean of connecction between the regions. OSCE and UN observers visited the scene of the accident.

Based on the information of Kremlin Press Service, mass information means of Russian Federation spreads information according to which, Russian president has appointed to the post of his special reprsentative in the sphere of delimitation-demarcation of the countries by the side of CIS Russian Federation border, the ambassador of immediate missions Golovan, that by the instruction, was charged of the Federation borderdelimitation-demarcation to Apkhazia and "South Ossetia".

The ministry of Foreign Affiars of Georgia respones to the mentioned decision and states, that "this step, taken by the Russian Federation, reveals once again Russia"s striving to present virtual reality as being truth to the international Commonwealth. Russia tries to legitimate the marionette regime created by it, that Kremlin has brought to the authority, due to sovereign State territories" annexation attempt and ethnic cleansing realized several times at the occupied territories of Georgia".

As the result of bomb explosion in Kirbala village, Gori region, the 14 year adult was injured. The village is adjecent to the territory controlled by Ossetion separatists. The incident happened in the school yard. The injured was hospitalized to Gori hospital. According to doctors, the adult has lost his arm.

As a sign of a protest, Sergey Makarov, the member of Russian delegation has left Juridical Committee of the Council of Europe"s Parliamentary Assembly. The reason for leaving the meeting was the diversity of the opinions between the delegations while working on the resolution project. By Makarov"s statement, he was not given the possibility to express his own position. He consideres, that the document does not include real facts, correspondingly- Russia will not fulfil it. According to the statement of Georgian side, Russian delegations irritation was caused by the fact that in the resolution project, the position towards Russia has stricted and that it includes the claim to the federation to support the prolongation of OSCE mission works in Georgia. The document has to be finally proved by the Parliamentary Assembly. 

Russian sergeant, Alexander Glukhov, asks Georgian president for a shelter; according to his statement, infantry battalion, in which he had been serving, arrived at Tskhinvali region in June 2008, where he was told to dig out trenchs and where he was gettin ready for the fight; after the end of the war, he was taken to Akhalgori in unbearable conditions. By the information of Alexander Glukhov, already in June and July, there were a hard technic and "Grad" type artillery mountings mobilized at Tskhinvali region.

"Russian intervention in Georgia has reminded us once again that the the former"s military potential is still considered in relation to the Eastern Europe and Caucasus", declared deputy of the USA defense at the hearing of  congress commiittee. By Robert Gate"s opinion, America should not intermingle official Moscow"s attempt to dominate in its boundaries and the desire to get influence over the whole world, as it was at the time of the cold war. As he has stated, Russian armed forces, in comparison to 90ies, is fairly modernized", though, in regard to the Soviet army, it only represents the ghost of it". USA defense minister talked about Russia, which becoms more active in Latin America and pointd out in jest, "if Georgian-Russian conflict did not happen, America would have invoked Russian ships in Miami".

At the energy-summit in Budapesht, at which the issue of realization  "Nabucco" gas pipeline project was discussed, declaration was executed, that each country participating in the project have joined. European Bank for Reconstruction and Development (EBRD) and EU are ready to finance the project. As it was pointed out at the summit, the crisis have shown that Europe has to unite around the mentioned project and that "Nabucco" is not constructed against anybody. By the statement of Georgian delegation"s head, Nika Gilauri, the referred major meeting, in some measure, was appealed by the events evolved in January, when Europe was convinced that Russia is not so reliable partner in the field of gas submission. In case of realization of the project, Europe will receive natural air bypassing Russia.

European Court of Human Rights has ascertained violence of articles of the Euro Convention from Georgian government"s side, in relation to Shalva Ramishvili and David Kokhreidze; State of Georgia has been instructed to pay the founders of  Tele-Company "202", Shalva Ramishvili and David Kokhreidze, 6 000 euro to each, for reimbursement of non-material losses and 14 694 euro to both-for reimbursement of their expenses. As information, published on the website of the European Court indicates, Georgia has to compensate these expenses in the period of three months.

In Ivane Javakhishvili Institute of History and Ethnology, the discussion about the book-"sketches from the history of Georgia/Apkhazia", published by the program of Ministry of Education and Culture of Abkhazian Autonomy Republic - will be held. By the statement of one of the book"s authors, deputy of the Apkhazian Supreme Soviet, professor Jemal Gamakharia, separatists and their Moscow protectors pay particular attention to Apkhazian territories and assert that "Apkhazian independance has historical bases".

Football club "Tbilisi Locomotive" is left without Daraselia-Aleksidze super-tandem; Vitali Daraselia-Junior, has ended his career of an active footballer, reasoning it with chronic trauma. What about Rati Aleksidze, he will continue playing in Hungary premier division club "Dior Eto", where one more Georgian footballer, David Odikadze was enrolled.

EU Observing mission in Georgia, is concerned about the fire opened yesterday, near one of its patrol groups patrolling in Odzisi, near Georgian post. "Our observers are not armed and have permission to patrol without hinder. The happened is a violence of Sarkozi-Medvedev agreement", stated the mission"s head, Hansiorg Huber.

Leader of Ministry of Agriculture of Georgia, national service of  food safety, veterinary and plant protection, Levan Orkoshneli was arrested. He is suspected in illegal agreements and hiding taxes. According to the preliminarily information, the suspect signed contract with ltd. "Mescaline" violating law in  April 2006". In spite of violation of the terms considered by the agreement of the same ltd., Levan Orkoshneli has not fulfiled the responsibility imposed on him by law and did not oblige ltd. "Mescaline" fine sanctions, even worse, he signed the additional agreements with the supplier, that directly changed the term of all supplies. As the result, the State have incured the loss of 122 thousand Gel. The second fact concerns the illegal agreement with ind-entrepreneur Levan Zenaishvili, during which the entrepreneur seized 151 thousand Gel from the budget. Zenaishvili is hiding. Levan Orkoshneli was taken to the Preliminary Detention Cell. He has already given the initial testimony to investigation.

Minister of Agriculture has made a statement about the fact. Bakur Kvezereli has stated that the accusation produced to Orkoshneli is a fairly hard crime, that State official can commit. The leadership of a Ministry is going to solicit all the documentations that was kept with Orkoshneli, it is also going to check the legitimacy of all those agreements signed by him to different productions. by Kvezereli statement, it is not excluded that other employees" culpability will also be revealed.

National Agency of a Ministry of Justice Public Register, has a new head. Before appointment to this post, Soso Tsikarishvili was working as a head of the agency registering and cadastral service. Public Register National Agency"s  former chairman, Jaba Ebanoidze was appointed as the Ministry of Justice"s deputy. He will be responsible for coordinating Public Register, Civil Register, notaries, National archives and National bureau.

Russia has ceased works connected to the location of tactical missile system, that would serve the retaliatory step to be made in a case of allocation the American antimissile system in Europe. According to the general stuff representative of Russian armed forces , "Interfax" declares, that location of "iskanders" is ceased, as the USA new administation is not hurrying to spread the missile system in Poland and Czechia. Proceeding from this, Russia sees no need in location its missiles.

Minister of Refugees and Accommodation has visited refugees from Apkhaziaa, which have been living in the building of former department store, Varketili, since 1997. By the statement of Koba Subeliani, this buliding, being under government"s ownership, will be legitimated as the dwelling-places of the refugees.

At the EC Parliamentary Session in Strasburg, Russia was strictly criticised for not meeting its engagements. It was pointed out that Georgia has fulfiled most of the engagements imposed by the EC resolution, but Russia has not. From the side of the Georgian delegation, at the session, leader of the Parliamentary majority Peter Tsiskarishvili and leader of the "Christian Democratic Movement" George Targamadze gave a talk; from Russian side-Constantin Kosachov, from Georgian-Russian conflict speakers in EC-Mathias Yorsh and Luk Van den Brande. By Kosachov"s statement, if Russia will fulfil demands of the EC "new war will follow". Tsiskarishvili claimed the assembly to stay devoted to its principles; Targamadze talked about the significance of opening Russian embassies and building of military bases in Apkhazia and the so called South Ossetia. According to Luk Van der Brande"s statement, "the reality is that Georgia has fulfiled most part of the engagements, while Russia have not. Hitherto, international observers are not allowed to Apkhazia and the so called South Ossetia". By Mathias Yorsh"s statement, the recognition of separatists represents the greatest problem to Russia"- "Russia claims new reality, that is unacceptable".

Russian "Pomestni Sobor" has chosen Smolensk and Kaliningrad metropolitan Kiril as the Patriarch of Moscow and the whole Russia. The consecration of Russian Patriarch will be held on 1 February. Before the commencement of the elections, metropolitan Kiril talked about the Russian-Georgian relationships and emphasized the circumstance that departed Alex the second was striving to restore these relationships. He has named the meeting of the Russian and Georgian patriarchy representatives as being the most important event of the last year.

By Levan Vepkhvadze"s statement, Public Broadcast Board has to be complected with the professional sign, and not political, as it is today. What about the issue of dismissal- this procedure has to be reflected in a law.

Nobody was injured, as the result of an incident, place of occurrence is examined by European observers. The inhabitant of the same village, Koba Mebonia, became the victim of drunken Russian soldiers. They do not let the members of the murdered Mebonia family to the corpse until this time.

Catholicos-Patriarch of All Georgia, Ilia II congratulated metropolitan of Smolensk and Kaliningrad, Kiril with chosing him to the Russian patriarchal throne by writing and wished him health, firmness of soul and  help of the God.

Catholicos-Patriarch of All Georgia, Ilia II will not be able to participate in enthronement of Russian Patriarch; as His Holiness has stated, his doctors adviced him to stay in the hospital for several days. In Moscow, delegation of Georgian patriarchy will go. Ilia II thanked parish, priesthood and medics for care of him. Patriarch stated, that he will recover soon and get better.

EC Parliamentary assembly got the resolution with 118 votes against 25, that concerns the fulfilment of Parliamentary assembly resolution of October 2008 year about Georgian-Russian war results. The assembly liked the main part of the presented changes in the resolution project, made by Georgian delegation. The document nearly did not consider any of the essential changes presented by Russia. As the result of the changes presented by the Georgian side, the assembly confirms, that Georgia"s territorial entity and sovereignty is inviolable and claims Russia to withdraw its armed forces from Georgian regions; "the assembly blames the recognition of the so called South Ossetia and Apkhazia by Russia, bypassing the international law and EC constituent principles". One more addition to the resolution concerns the work of international organizations in Georgian conflict regions; "Russia has to support OSCE mission"s works in Georgia, and shall not hinder the EU observing mission to work in the territories of the so called South Ossetia and Apkhazia". Georgian Ministry of Foreign Affairs, indorses the resolution approved by the EC Parliamentary assembly and hopes that official Moscow will finaly manage to fulfil the international engagements, including the 6 paragraph agreement. Georgian side also hopes that Russian government will take take into consideration the distinct messages of the European organizations. In the statement it is said that in the new resolution the assembly still approves the complete support of the October resolution and states that Georgia has fulfiled most of the demands produced by the assembly; however, Russia has not taken into account the basic regulations of the resolution, produced by the assembly.

The leader of the Research Centre on European Integration, Vasil Chkoidze, evaluates the EC resolution concerning the Russin-Georgian war as the serious support to Georgia. AS he has stated, we shoul be grateful for the new resolution, as it reflects all the requirements of the Georgian side. By his opinion, it is very important, that EC has once again demanded Russia to withdraw the military forces from Apkhazia and the so called South Ossetia, and retract the recognition of independance of separatist regions. Apart from this, he also pointed out that the situation in both of the zones is not safe; Russia blocks international missions and arrangements of international organizations" humanitarian actions. "the resolution is the serious support to Georgia, from the side of the EC. The non-fulfilment of EC reccomendations, will follow sanctions for Russia", declared Chkoidze.

By the evaluation of vice-speaker, Paata Davitaia, Russia has got serious warnings from the EC. According to him, the resolution is the significant step forward at the Russian-Georgian diplomatic front- "it is true, that the EC document is a reccomendation, though Russia is obliged to fulfil it, if it wants to live together with the EC member States".

Georgian ministry of Justice spreads information concerning the case of European Court"s decision about Shalva Ramishvili and David Kokhreidze. As the ministry states, problems in courts and prisons that the European Court has ascertained as being the violence of Human Rights, do not exist anymore- " in 2007, based on the order of the ministry of Justice, Tbilisi 5th prison was abolished. The absolute majority of courts were reconditioned and equipped according to modern standards. In the court halls iron lattices are not used any more. Herewith, as the result of changes made in the processual code of criminal law, court is obliged to discuss about the legitimacy of suppression activity, within 24 hours after passing the case".

Minister of Refugees and Accomodation of Georgia and Vice president of the World Bank, visited Shavshvebi village, in which, with help of the World Bank"s financing, houses were bulit for the families of the victims , injured as the result of Russian agression.

"Georgian Democratic Party"s" general secretary, Gia Tsagareishvili and the member of the party"s polit-council Zurab Jibgashvili have reprimands to the Constitutional changes concerning the bill, presented by Georgian president to the Parliament. According to their opinion, president is lying-authorities of the Parliament are not increasing, but the authorities of the president are decreasing in only one aspect; he is formally restricted in the dissolution of the parliament. "President has to be distanced from the executive government. Only after president is no more the government"s leader, talk on the simplification of declaration distrust will acquire the meaning ", states Tsagareishvili.

Georgian Foreign Affairs Minister went to Spain; the main aim of the visit is bringing maximal Spanish capital to Georgia. Grigol Vashadze will meet with his Spanish colleague-Migel Anhel Moratino. Meeting with the president of Council of Spanish Industrial Organizations, Herardo dias Pheranis is planned. "The topics of the meeting will comprise the issues of simplification visa regime, perspectives of flowing in Spanish capital in Georgia and Georgia"s  going out onto the Spanish market", declared Grigol Vashsdze.

From 1 February 2009, discussion about citizenship and migration  issues, will be entered into the function of the ministry of Justice"s civil register agency. This authority was formerly realized by The Central Apparatus of the Ministry of Justice. As Civil Register Agency"s  chairman, Georgia Vashadze stated at the press conference, in the future the service will expand even more, From 1 February, citizens will make use of one winow principle. Civilians can obtain additional information  from the hotline of Civil Register Agency. 

Opposition parties and representatives of the civilian sector, have signed the mutual declaration, that considers three main demands- to hold a pre-term presidential and parliamentary elections, relevant conditions to be created for free and fair elections. The following parties have signed the declaration: "People"s Party", "Conservative Party", "Rupublic Party", "New Rights", "Women Party", "Georgian Way", "Industrials", "Democratic Movement-United Georgia", and the former United Opposition"s former leader, Levan Gachechiladze.

The memorandum is not signed by members of the Labour party. They will present Parliament notarially certified impeachment document .

As for Gia Tsagareishvili, he is not aware of the decalration, as "nobody has offered it to the party". The Deputy joins the demand of holding pre-term elections.

One of the leaders of "National Forum" Irakli Melashvili states, that "signing the declaration, claiming the president"s resignation, is the bygone stage".

Irakli Alasania shares the principles of the opposition; he will form the strategies and plans of reaching the aims of the memorandum, after the consultation with the opposition.

Within the ambits of building Russian bases, planned in separatist Apkhazia, it is possible, that air forces will be located in Gudauta", reports "Interfax", based on the military-diplomatic sources-"the issue of location Russian air grouping on Bombora aerodrome, is discusses with the Apkhazian side, together with the issue of creating steamship base of the Black Sea Navy in Ochamchire".

The chairman of Georgian Parliament, David Bakradze made a commentary about the declaration signed by opposition and the representatives of the society- "population needs our collaboration, rather than our radicalism, when concerning the issues of vital significance of overcoming the economic crisis, securing the county"s insurance, defending rights of refugees and returning the occupied territories. These are issues, concerning which we are ready to work together with the opposition. It is important to us. It is regrettable, that the opposition, instead of collaborating on these issues, it chooses a radical way, though it is the way it chose it".

Georgian president attended the opening of a farm in Teleti village; Mikheil Saakashvili inspected the farm and talked with peoples working there. By his statement, it is important that such kind of farms have to work actively, amid the world crisis. The farm is orientated on producing milk and breeding livestock; there are 40 local inhabitants employeed and, according to the leadership, 50 more will be employeed.

"EU supports OSCE endeavor of finding the way to continue "most significant works" in Georgia", declared the minister of Foreign Affairs of Czechia, Karl Shvarzenberg. Representatives of 56 countries, participating in voting, could not manage to work out the united position, in order to prolong OSCE mission mandate in Georgia. At present, OSCE Greek chairmanship is conducting negotiations concerning the renewal of functioning the mission"s mandate in Georgia. "EU is going to continue fulfilment of the duties in Georgia, though this responsibility can not alter the OSCE mission "s existance and functioning there. We see that both of the missions complete each other", states Shvarzenberg.

Georgian manufacturers and exporters are given the possibility to participate in international exibition, planned in Istanbul. By the information of the ministry of Economical Development, the international touristical exibition will be held on 12-15 February; in it, up to 3000 companies of 50 countries will take part. At the exibition, along with the companies operating in sector of tourism, nourishment, alcoholic and non alcoholic drink"s producers will also be represented.

Georgian president met with representatives of Human Rights Defense organization; as he has stated, "thanks to the organization"s brave and diligent work, the full picture of intense violences of international humanitarian law norms, commited by Russian and the so called South Ossetian militaries, became publicly evident". Mikheil Saakashvili declared his readiness in collaborating with Human Rights Defense other organizations, that are studying the present situation in Georgia- " in developed democratic terms, any endeavour of strengthening transparency, law supremacy and human rights defense is welcomed. We will study attentively the evaluations of human rights defense organizations, concerning the activities realized by Georgia in the conflict period".

An international organization "Unesite" promulgates the informtion, that in Tamarasheni, Ivane Machabeli home-museum is destroyed; this is approved by the pictures, taken by organization in the occupied Tskhinvali region by means of satellite.  Due to the fact, that in the mentioned territory no admittance is allowed  for Georgian specialists, taking out the survived belongings from the museum is not possible. This bulding was restored twice by the Ministry of Culture of Georgia. The renewed museum was first damaged by separatists before the August War, due to which the repeated restoration had to be carried out; during the Rusian-Georgian war, it was totally distroyed. What concerns other monuments of culture being at the occupied territories, their condition is not yet known.

By the statement of Tskhinvali marionette regime, "the EC parliamentary assembly"s resolution does not play any role"; as Tskhinvali information and press de facto commiitee declares, this statement was made by de facto parliamentary chairman Iury Dzitsoit. According to him, "the decision bears the recommendation character and nobody cares".

Russian Foreign Affairs Minister and the leader of Sukhumi marionette regime, discussed the issue of establishing the full-formate collabortion of the states, between Russia and Apkhazia; as Russian Foreign Political body"s official website reports, the meeting was held in Moscow, on 29 January. Sergey Lavrov and Sergey Bagapsh considered the issue of preparation course of mutual agreements project, more specifically-in the sphere of defense, as well as international aspects, connected to the present situation in Caucasus, new formats of Apkhazian being at the Council of UN defense, and the succeeding round of Geneva discussions.

Tbilisi mayor visited concrete factory in Didube district, that by the iniciative and order of town-hall, will produce stones for the ways of the capital. The city Government had to import this type of production from China. "Oshki+" was introduced to the Georgian market three years later, and is actively involved in the process of manufacturing.

In Tbilisi, Georgian-Russian conflict studying center was founded, that will conduct thorough research concerning the problems prevailing in the relationships between the two countries. "In Georgia, there is a vast and unused knowledge about Russia and directing this knowledge in the right way is very important", stated the center director, Bakur Kvashelava. By the interpretation of the center"s expert, Tornike Sharashenidze, "the research"s directions are: Russian Foreign policy, Russian-Georgian conflicts in Apkhazia and the so called South Ossetia, democratic situation in Russia". The abovementioned researches are realized by the financing of "Soros Fund". According to the statement of the center"s leaders , in a case of the prolongation of the financing, analogous researchs will be conducted in other directions as well and will be transalted into Russia. The center, established in Tbilisi, is planning to cooperate with The Carnegie Moscow Center and the Georgian Government.

The World Bank delegation, headed by The World Bank vice-president in Europe and Central Asia regions Shigeo Katsu, will hold meeting with the State Minister in Regional Field, executive of National Bank president"s duties and non-governmental sector representatives. Throughout past two days, the delegation had been negotiating at a highest level with government, to which it has preseted new regional director in South Caucasus Asad Alam. The World Bank delegation met with Georgian president, first vice-premier and ministers of Finance, Economy and Health Defense, as well as the representatives of donor organizations.

Eka Beselia blames Government in conducting the purposeful campaign against Patriarchy. As one of the leaders of  "The Movement for United Georgia" astated, "Govenment uses  "Liberty Institute" against Patriarchy, to which it has created hothouse conditions; they are aimed to establish new, hybrid type Georgians. They are making campaign that opposes the position of the Patriarchy, in connection with Monarchy idea, royal marriage and "Great Tenner". Representatives of the "Liberty Institute" appear publicly and do not hide their confrontation with the Patriarchy; they strive to do these all, as if it is the society and Patriarchy that confront each other".

In Strasburg, failure of Russia is recognized by Russian media as well; several publications write, that the new EC resolution, is the sign of Russian authority"s humiliation in the international unity. By the statement of reviewers, Parlianemtary assembly has taken into account all the Georgia"s requirements, but neglected Russia"s. The most greater failure for the Official Russia, is the resolution"s article, which pointes out, that Russia has to withdraw the decision about recognition independence of Apkhazia, and the so called South Ossetia". "As recently, as 6 months later, Russian delegation had been one of the most influencing members of the Parliamentary assembly, though yesterday"s debates have shown the opposite, -writes "Kommersant", -Russia had always been able to suppress the approval of undesirable resolutions for him. However, today even former adherents and partniors have come to the conclusion that it is awkward to defense Russia"s interesets publicly".

By Public Defender"s statement, the permanently active commission of department of justice, that considers the issues of early release of defendants, exists only in a document and does not really gather. According to Sozar Subari"s statement, meeting of the mentioned commission was held, at which issue of Shalva Ramishvili was discussed; in spite of the request Public Defender apparatus to be informed about the meeting of the commission, in order it to be able to conduct monitoring, executor of justice department chairman"s duties, did not take into account the request- "David Chakua did not inform us about the meeting, due to which rights, given by law to the Public Defender, were violated; protocols of the meeting do not exist either". Sozar Subari demands to fine the head of Penitentiary Department.

At the spring session, Belorussian Parliament is going to discuss the issue of recognition the independence of Apkhazia and the so called South Ossetia"s separatist regions. By the statement of deputy of Georgian Foreign Affairs minister David Jalaghania, making preliminary evaluation is impossible, but discussion and consideration do not mean that recognition will necessarily take place"- Georgia is aware of how big is the suppression of Russia upon Belorussia, for its economy is fully linked to Russian gas". Georgian side hopes that Belorussian Parliament will made wise decision and will not allow the recognition of separatist regions.

By the statement of Vital Churnik, Russian constant representative to OBSE, "Russian diplomats are ready to meet Georgian colleagues, of course in a case of their wish; if Georgian diplomats will express the wish to meet with us here, in New York, we are not going to hide from them".

Georgian side is ready to conduct constructive dialoguewith Russia, aimed at results; the statement about this was made by the deputy of Foreign Affairs minister David Jalaghonia- "there are three simple conditions for it- the recognition of Georgian territorial entity, sovereignty and independence by Russia".

Georgian Foreign Affairs minister Girgol Vashadze"s visit to Spain, is evaluated as successful and productive by the Foreign Body. During the official meeting, issues of close cooperation between the two countries, as well as issues concerning the present situation in the occupied territories by Russia, and the necessity of conducting international monitoring were discussed. Spanish side has confirmed, that in Georgia Embassy of Spain will be opened.

The list of candidatures of cabinet of ministers, was delivered to the Parliamnet and presented to bureau; after the discussion in the committee, legislators consider the candidatures of -Nika Gilauri at the post of a Prime minister, Kakha Baindurashvili as the minister of Finances, Regional Development and Infrastructure minister-David Tkeshelashvili, Dimitri Shashkin as the minister of penitentiary and  probation. To gain the confidence of the Parliament, support of full membership of the Parliament is needed.

Official Moscow is preparing about 20 agreements to be signed by separatist Apkhazia. Russian Federation Foreign Affairs minister Sergey Lavrov states, that "recognition of independence of Apkhazia and Soth Ossetia is a  sovereign case. Naturally, we are intereseted our partners to take this step, and they are well aware of this. Though, we can not and will not pressurize them into this, and we have states this several times earlier". By his explanation, the existance of official recognition, will not hinder members of collective defense organization in establishing relationships with Sukhumi and Tskhinvali.

Apkhazian administration of Gali region handed 5 hectare lot to high rank Russian militaries in Pichori village; this information was presented to "InterPressNews" by informational source of Gali region - "after the official handing of the lot, Russian militaries are going to start construction works". By the same informational source, in village Sida strengthening of Russian military parts is passing by now, and in village Nabakevi, "head of the village was declared, that population has to leave the territoty within a radius of three kilometers by the military part".

By the statement of the EU foreign policy and security commissar Havier Solana, after the Russian-Georgian war,  issues of  South Caucasus" safety is of great importance to the EU- "Georgian crisis has shown, that undecided conflicts are dangerous even after the years and that solving the conflict by means of war is not expedient. EU wishes to collaborate not only with the countries of the region, but with Russia, Turkey and USA as well. The organization regards continuation of constructive dialogue with all the sides, as being the main way to stability".  

Georgian side is not going to take cassette bombs out of military armament, join the respective international convention and consider the recommendations of European parliamentarians. By the statement of deputy Goka Gabashvili, until Georgian territories are occupied by Russia, Georgia will not join the international convention about non-use of cassette bombs". The issue of Georgia" joining to the mentioned convention, had been one of the topics of EC parliamentary aseembly discssion.

Mikheil Saakashvili visited the controller’s office of Georgia"s State interconnected power system, from which electric system of the whole Georgia is managed.Mikheil Saakashvili is intereseted in the situation of State interconnected power system; he got answers from the minister of Energetics. As  Mikheil Saakashvili has stated, probability of  power interruption and has to be decreased to minimum. Alexandre Khetaguri interprets that  "Georgia"s State interconnected power system, has always been ready and will be ready to confront power interruption".

Venice committee members gave assent to the realized constitutional changes concerning the joining of general Procuracy and ministry of Justice, stated chairman of parliamentary committee in Juridical issues Pavle Kublashvili. According to him, committee"s experts confirmed, that Joining Procuracy to the ministry of Justice is an accepting model for the Europe and they do not have questions in this way; their aim is to be convinced in existence of legislative warranties of public procurator"s independence, concerning which they have received complete information.

As Georgian president has stated, new Prime minister presented immutable membership of government with one exception-the First Deputy Minister of Finance Kakha Baindurashvili will become the minister of Finance. By his statement, ministry of Penitentiary is added to the government and he applauds the proposal of Dimitry Shashkin"s candidacy at the post of the minister, that works as the local head of American Republic Institute-on the issue of dialogue between parties. As Saakashvili has explained, dialogue between all the most little groups, including radicals and moderate groups, is essential. The one, who is able to do this, is Dimitri Shashkin, which stands at equal distance with all parties and understands each language - " I think this will help government to continue realization of second wave of democratic reforms".  President pointed out that, all the promises have to be fulfiled; at present, government needs stability and staff fluctuations are unwelcome in this period. 

Chairman of the Parliament does not exclude the possibility that government"s program, by the recommendation of committees and  factions, will undergo some changes; he has stated this to the Parliamentary bureau at the special meeting. Parliamenet will declare its confidence to the renewed membership of the government on 6 February at the specialt meeting. David Bakradze thanked the former Prime minister Gega Mgaloblishvili, and expressed his hope that he will recover and return to State service soon.

Future Premier will have only one priority- fight against unemployment;  Nika Gilauri has made statement about this, after the end of Parliamentary bureau meeting - "I won"t have 10, nor 5 and nor 2 priorities, I personally, will have only one priority- fighting against unemployment, creating and maintenance working places". By his interpretation, direction of the government"s new program still remains- "Entire Georgia-without poverty", though it has undergone minor changes, as the result of global economic crisis.

In Moscow, by the iniciative of a chairman of "The Union of Georgians in Russia" Mikheil Khubutia, congress of Georgian diaspora will be held, that will be devoted to social problems. By the statement of Khubutia, at the congress only those people are invited, that were regarded to be done so - "I confirm that invitations were given not to every Georgian, though I do not see anything extraordinary in this". At the congresss, together with Georgians living in Russia, Russian government"s highest rank individuals are invited as well, including president Dimitri Medvedev and Russian cultural elite.

Spring session of Parliament will be opened by the bureau meeting. During the Spring session, deputies will discuss the legislative issues to be considered and will agree on the work plan.

Parliamentary committees start discussing the issue of government membership of Georgia and declaring confidence to the government program. The united meeting is planned with committees of interrelation with compatriots living overseas, integration with Europe and committee of Foreign Relationships, at which Cabinet of Ministers will be represented by government"s parliamentary secretary Gia Khuroshvili.

Official Moscow talks about the necessity of signing agreement about non-use of force with Georgia; as it is indicated in the statement spread by Russian ministry of Foreign Affairs, minister"s deputy Alexander Grushko talked about this in Moscow at the meeting held with EC ambassador"s "trine". "At the meeting, attention was directed to the issue of necessity of signing the agreement of juridical responsibility about non-use of force against South Ossetia and Apkhazian Republic by Gerogian side", is said in an agreement.

Georgian side responds to Russia"s demand; by the statement of Georgia"s Foreign Affiars minister Grigol Vashadze, "Russia is the one that violated the agreement about ceasing fire". Opposite to Russia, Georgia adheres to this agreements. Such statements from the side of the State that invaded so many countries is unacceptable."

European Commission, with the aim of commencement negotiations with Gerogia on common aviation space, offered directives to the European Commission"s Council of Ministers, with purpose to create common aviation space of European Commission-Georgia. By the information of European Commission"s representatives to Gerogia, Georgia is ready to harmonize its own legislation with European standards and realize most part of the EU aviation orders. The mentioned agreement between the European Commission and its neighbours is the first step towards creating "common aviation space" by the year 2010.

At the following meeting of Georgian-NATO committee, the issue of Georgian-NATO relationship is discussed. Georgian delegation, headed by Foreign Affairs minister Grigol Vashadze is in Brussels. Members of the delegation are- minister of Defense David Sikharulidze, State minister in integration issues with European and Euro-atlantic structures George Baramadze. At the mentioned committee"s meeting the issue of fulfilment the individual partnership plan by Georgia is considered; within the ambits of the visit, meeting of Georgian delegation with NATO"s general secretary is planned.

Georgian side hopes that partner countries in the UN will convince Russia not to realize isolation of Apkhazia and the so called South Ossetia conflict regions from international monitoring; stated deputy of Georgia Foreign Affairs minister David Jalaghania. According to him, annual report of the UN general secretary also included recommendations about work of the organization"s military observers mission in Georgia. By the interpretation of David Jalaghania, Georgia is interested to realize international monitoring at the occupied territories and continues conductiong consultations with partners in this direction. On 9 February, discussing Georgia"s issue is planned at the UN Defense Council.

Georgia will not allow UN Defense council to take the resolution silimal to the one taken in 1993, stated minister of Foreign Affairs. Grigol Vashadze does not exclude that Russia will put a veto to the resolution regarding August war and declares that Georgia has to try to the uttermost to  maintain the UN mission in Georgia- "Georgia"s territorial entity and sovereignty should necessarily be fixed in the resolution, and it should reflect the necessity of UN mission"s prolongation and just return of refugees. Georgian government must not leave those positions to the legatees, that will complicate the country"s deoccupation.

By the information of chairman of Human Rights Defense parliamentary committee George Arsenishvili, In February following amnesty is planned; the decision will be taken by the amnesty committee, present by president. By the statement of Arsenishvili, amnesty is a very good example of liberalization and current democratic processes" development, that is the direct responsibility of the State.

Candidate for minister of penitentiary, probation and juridical aid is ready to conduct a dialogue with every group of the society concerning reforms. He has made the  statement about this at the Foreign Affairs, Integration with Europe and Dispora Reationship parliamentary committees" united meeting - "Continuation of reforms in penitentiary system, as well as in the direction of probation and juridical aid is nessesary. The way out has to be found together and problems existing in the system have to be solved". Shashkin has emphasized the issues of strengthening relationships with city sector and the church role in the body"s activity. At the meeting, issue of declaring confidence to the government and acting program was discussed.

Members of the Russian-Georgian society committee will meet on 6 February in Minsk and discuss the issue of lost without trace during the August war. " Ministries of Internal Affairs of Georgia and Defense handed the list of those military servants that were lost during August conflict. We have joined these  lists are taking the information at the Minsk meeting. We hope that the miiting will be resultative", stated the co-chairman of the commission Malkhaz Gulashvili. According to him the aim of the meeting is defensing the human rights and working out the future plan concerning refugees- "we think to demand the leadership of Russian Federation to compensate those losses that were incurred on the population during August war; and in the nearest future, supposedly the issue of returning refugees will be concerned". By the information of Mamuka Areshidze, main issues of Minsk meeting will be the search for assumptive alives, as well as finding the burial grounds and ascertaining the fate of those people that deceased after the war- "what concerns the people shooted after the war, we possess information about them, though, at this time, we will repose trust only on "Human Rights Watch"s " datas, according to which two people were shooted after the war. We also take video material with us about, that depicts the facts, that several Georgian victims were alive after the war ended". From the Russian side 5 representatives take part in the Minsk meeting, among them are the Russian side co-chairman Alexander Shevchenko and the head of special group-"Poisk"- Alexander Mukamulov.

The Ministry of Education and Science plans to "merge disciplinary advancement with academic advancement" in schools; the statement about this was made by the candidate for Education and Science minister Nika Gvaramia at the Parliamentary Committee united sitting, when talking about future plans. According to him, responsibility can not be imposed only upon the school, that is why the role of a parent, as well as of a tutor has to be increased.

Grigol Vashadze names as one of the main priorities of the Foreign Body, creating such situation in a country, that will finally lead to its deoccupation; he has made the statement about this at the Foreign Relationships, Integration with Europe and Relationship with Diaspora parliamentary committee"s united meeting, at which the issue of declaring confidence to the government was discussed. According to him, safe system should be created in the State, that will assist in economic developing of the country and make it attractive for investings. Warranties should also be created Georgia to return to the European family. Vashadze has paid particular attention to the economic situation and drawn parrallels to the situation in Russia, where, in comparison with Georgia, critical situation prevails- "the country is involved in economical, as well as ideological contest".

In connection with Zurab Jvania"s day of death, his friends, collaborers and members of the family, gethered in Didube Pantheon. "If Zurab Jvania had been alive, he would have influenced political processes, and would have made some amendments in the reality", Nino Burjanadze has pointed out. " As much time passes, as more I feel his absence and as how he is needed to the country", stated Elene Tevdorazdze. According to David Tkeshelashvili, "today"s day is tragic not only for the members of Zurab Jvania"s family, but for the whole Georgia as well. "Conservative Party" demands that, concerning the fact of Zurab Jvania"s death, social committee has to be created, that will bring investigation to end, stated one of the leaders of the party, Bejan Gunava. As he has stated, from the side of the society, order of holding objective investigation exists.

Representatives of Estonian parliamentary delegation in Georgia, visited Gori and met with Shida Kartli governor Lado Vardzelashvili, which reported detailed information about the present situation in the region after the August war. The governor talked about frequent provocations in deoccupied villages and the issue of necessity of expanding EU observers mandate. "Today, the EU monitors mandate is spread only at territories controlled by Georgia. Representatives of the delegation promised, that Estonia will support the expansion of the observer"s mandate", declared Vardzelashvili. Estonian parliamentarians left for deoccupied villages, with the aim of studying the case at the scene.

Russian patriarch met representatives of delegation of Georgian patriarchy in his own residency, that paid visit regarding patriarch"s inthronization in Moscow. Russian patriarch mentioned His Holiness and Beatitude Catholicos-Patriarch of All Georgia with special devotion and recalled details of their relations. Nemaly, several years later, now the head of Russian church Kiril, had been protesting entrance of Soviet army in Afghanistan. Only Ilia II supported him concerning this issue. At the meeting they talked about relations of the two countries. "Church must not be the bearer of political conjuncture, but has to act proceeding from christian conscience", stated Russian patriarch. Delegation of Georgian patriarchy handed a present to Russian patriarch on the name of Ilia II- manual made icon-lamp. From his side, Kiril sent to Illia II Icon of the Virgin. After the meeting, head of Georgian delegation, Father Teodore stated that Russian church will continue supporting entity of Georgian church.

Parliament"s chairman David Bakradze and EU special representative Pier Moreli, talked about the expansion of EU role in solving problems existing in Georgia. At the meeting, great attention had been paid to the issue of probable provocations from Russian side, that still represents the factor of a high risk, and issue of prevention activities. Moreli pointed out, that restoration of confidence between the sides is important, that will be assisted by continuation of negotiations in Geneva format. The sides talked about the UN"s role in solving conflicts and discussed issues concerning the formate of mission in Apkhazia. David Bakradze has introduced to the EU special representative results and work conducted by "Davitaia commission"; Moreli pointed out, that the commission"s work was evaluated positively by the EU.

It is possible, that Georgian parliament will ask European Parliament to change the format of commiittee of relationships with South Ossetia. The mentioned commiittee comprises three countries- Georgia, Azerbaijan and Armenia, though Georgian side wishes the committee relationships with Georgia  to be established in a separate format; the initiative was raised at the meeting of the bureau, by the chairman of committee of parliamentary integration with Europe and the head of committee of Georgia-EU parliamentary collaboration, David Darchiashvili. "Today, relationships of Georgia-EU is in a quite another  rank, that is why, I think that European Parliament"s relashionships with Georgia has to be considered within the ambits of a separate format", stated Darchiashvili. On 16 February, delegation of Georgia-Eu parliamentary collaboration will leave for Brussels, where the sitting of the committee is planned; together with all the vital political issues concerning Georgia, David Darchiashvili will raise the question of the mentioned initiative.

4 February is designated as being the international day for fighting against cancer. By the information of National Center for Disease Control of Georgia, malignant tumor is one of the basic reasons for mortality in the world. By the evaluation of The World Health Organization, without respective intervention, it is feasible that in years 2005-2015, 84 million people will be deceased. On 4 February 2009, one-year campaign for prevention cancer will commence- members of "International Union Against Cancer" will work with parents, teachers, government, in order to assist in healthy nutrition of children, introduction habits of phisical activity and maintaining normal weight.

If Russia will renew relations with USA and Georgia, and if the sides will establish warranties of stability in the region, necessity for deployment Russian military bases in Apkhazia will be discharged, stated deputy of de facto Foreign Affairs minister, Maxim Ghvinjia- "if Russia alters mind concerning establishing military bases, this may only be caused by warmed relations with Russia and Georgia, as well as the West world. This to become the subject of a bargain between Russia and USA is also possible. If reaching compromise in this case is possible, why not?!" As Ghvinjia has stated, if Russia refuses to build the bases, this will serve as omen that warranties of safety are already created, nevertheless if the issue of building Russian bases is removed, this fact will be highly welcomed.

UN Security Council will hold sitting on issue of prolongation the organization"s mission in Georgia; this was reported to the informational means by the council"s chairman in office, ambassador of Japan to UN Yukio Takaso - "consultations concerning the mission"s name and resolution texts continue. Common opinion about these issues have not yet been ascertained. We hope that, comprimise will be found". UN mandate authority expires on 15 February, though voting will be held either on 12, or 13 February.

Parliament of Estonia (Riigikogu) Chairperson of Foreign Affairs Committee Sven Mixer and members of Committee of Georgian Legislative Body terminated meetings; they were hosted by Parliament Chairperson of Foreign Affairs Committee Akaki Minashvili and European Integration Committee Chairman David Darchiashvili. Later, Estonian deputies will meet Secretary of National Security Council Eka Tkeshelashvili, Minister of Economic Development Lasha Jvania and Chairman of Parliament David Bakradze.

Georgian government will sign agreements with 8 countries for avoiding double taxation. Negotiations on establishment preferents are held with Spain, Cyprus, Switzerland, Israel, Hungary, Slovenia, Kuwait and Singapore. Consultations, are also held with Great Britain and the Netherlands, with the aim of reviewing existing agreemets. Agreements about avoiding double taxation and about income and property taxes" non-payment suppression are signed with 19 EU and 7 CIS countries, Iran, China and Turkey. 

At the parliamentary meeting of regional management, candidate-minister of Economic Development Lahsa Jvania, talked about the necessity of cooperation and assisting export in villages. He also noted that, with the help of the World Bank, after additional training, 10-15 person groups will be employed in Georgian regions in the secondary ways building- this will be fulfilment of those promises that government is giving in the direction of employment; what concerns the infrastructure, State budget considers 70 million Gel. Candidate minister believes that one of the problems of developing tourism in the country is a high price of touristical service. "Developing tourism is impotant, for this is the sphere that creates working places quite rapidly. We will have to convince several countries and organizations that Georgia is a safe country for tourism", stated Jvania.

"If Russia wishes to talk with Georgian people, it has to be conducted in a legal way with chosen government", noted Georgian president. Mikheil Saakashvili emphasized the fact that Russian government was not able to gather more than 200 people for Georgian diaspora congress to express their support to Russian politics.

The issue of declaring confidence to the government and governmental program is discussed today. At first, representatives of faction "Powerful Georgia" will meet Candidates for ministers, "Christian-Democrats” afterwards. In the second half of the day, they will be met by the members of parliamentary majority-faction "United National Movement" and "Regions of Georgia-Majoritarians". After termination the discussions procedures in factions, in the evening, at 18:00 conclusive bureau sitting will be held.

Mikheil Saakashvili saw over the territory appointed for building sport complex in Kutaisi. "We start building grand sport complex. In one year, Kutaisi will have the most large and modern swimming pool", noted president.

The Statement of the permanent representative of Georgia to OSCE and the international organizations located in Vienna, Victor Dolidze about resignation, has been received in chancellery of Ministry for Foreign Affairs. According to the information of ministry"s press service, before minister"s departure for Brussels, no official application existed about this issue"- "Ambassador has informed minister concerning his desire to resign and they have already talked about this issue". Presumably, Victor Dolidze"s application will be satisfied.

Georgian president and Tbilisi Mayor opened rehabilitation works In Kalaubani. As Mikheil Saakashvili noted, apart from the fact that Tbilisi is returning its ancient look, thousands of people will be employed at these reconstruction works. "Restoration and strengthening works will be held; from 2010, Tbilisi inhabitants will be given possibility to involve in the realization of common progect, within the ambits of the program-"start business together with the Town-hall", stated Gigi Ugulava.

David Bakradze and Koba Subeliani visited refugees settled in village Metekhi. In the nearest future, building  of the village"s way will be started and the population forced to leave their houses will be employed. According to Bakradze, employment of refugees will be the main term of the announced tenders, within the ambits of the sum intended for stimulation of economy. Parliamentary Chairman visited The Church of the Virgin and noted that the State will take charge of the rehabilitation expenses for the damaged church.

At the united sitting of the committees of field economic and economic policy and Budget and Finance, candidate for Prime-minister Nika Gilauri stated, that as many work places should be created as possible. This considers development of infrastructure, bringing investments and cheap credits. The candidate for Prime-minister emphasized the issue of social politics. According to him, from January 2009, 400 thousand individuals being below poverty line, along with aid of 30 Gel. per family, will receive 24 Gel. per member, instead of 12. He has also touched the issue of pensions and noted that tendency for increasing pensions is maintained in Georgia; age pension rised to 5 Gel. from January and will rise to 5 more Gel. in Autumn- "of course, this is an insufficient and  minor rise, though in future, Georgian government, as it was promised, supposes gradual rise of pension". By Gilauri"s interpretation, priorities of the government"s acting program still remain agriculture, level of education, financing scientists, defensing its own rights, reform of  execution system. Georgian government continues integration to the International Commmonwealth, NATO and EU, as well as forming safety system conformable to NATO standards. After presenting the government program, Gilauri thanked members of the parliament and expressed hope that cooperation for solving the existing problems will continue in future. 

In 9 Tbilisi children"s garden pilot program is passing, that considers change of the financing rule. The capital"s Mayor hosted directors of the mentioned gardens and talked concerning the project. Gigi Ugulava received notes and suggestions from them. By the statement of the capital"s Mayor, after 5-6 months, results will be re-examined and, from the following year, the project will be spread to all Tbilisi children"s gardens. The mentioned project consideres creating tutorial councils, that together with directors, will control finances, and will be involved in activities needed for their functioning. Each children"s garden will receive the sum according to the quantity of children; 800 Gel. per child. By the explanation of Gigi Ugulava, if after termination of the pilot project, it appeared that more sum is needed, its size will increase correspondingly. He has pointed out, that this sum does not include expences for improvement material-technic base and capital like expences; the City Hall will still continue caring about children"s garden and this process, that was stopped owingto the war, will be renewed.

"The Greens Party" protests the legislative initiative about lifting of bans on advertising alcoholic drinks-letting advertising of alcoholic drinks in the streets and mass media. At press-conference, the party announced tendencies and information in hand about alcoholism in Georgia.

Owing to the current structural reorganization, in company “Tbilisi Tskali” optimisation of personnel will continue in future; press conference concerning this matter was held by the company"s technical director. As Omar Gotsiridze has stated, reorganization of “Tbilisi Tskali” was planned until the New Year, though taking into consideration many factors, the company"s management has temporarily stopped this process and studied it more comprehensively once again- "we consider that staff is groundlessly increased and duplication takes place, that no private company can bear". According to his information, people with low qualification were dismissed; though vacancies have been announced in the company. Gotsiridze denied the information spread by "Labourists", as if “Tbilisi Tskali” does not check the quality of water any more and that laboratories are abolished- "at present, none of the laboratory employees is dismissed. For the future, expanding technical capacities of laboratories is planned and possibly some of them may be dismissed".

"Telasi" Company addresses the consumer to use service of those banks, while paying the charge for electricity, at which the company has accounts. As "Telasi" Public Relations Department"s head has stated, for covering old liabilities, abonents have to use service of the following banks: "VTB Bank", "KorStandard Bank", "TBC Bank", Bank "Republic" and "Georgian Bank". UN Security Council commenced discussing the issue of prolongation the observing mission mandate in Georgia. By the statement of Foreign Affairs, "Georgia"s position is as follows: we have no time to prepare serious resolution; it will be the most advantageous if UN observing mission in Georgia will continue, in order to give the sides possibility to accept serious and comprehensive resolution".

The following round of current negotiations about Georgian-Russian conflict and full-scale political solving of conflicts present in Georgia, will be held in Geneva, on 17-18 February. Georgian side started to prepare for the following round of Geneva negotiations; "Georgian delegation will be headed again by Giga Bokeria. It is hard to say, how the events will develop, though our position is well-known to all", stated Grigol Vashadze.  

Georgia"s Prime Minister, Nika Gilauri links ceasing the allowance of credit by banks, not to their liquidation, but to riscs existing in economy; "government can not interfere in banks" activities and can not impose responsibility on them to increase credit portfolio", states Gilauri. As he has said, banks are waiting for those riscs to be reduced in economy, that exist not only in Georgia, but in the whole world; "our policy serves this- in economy, money will be received from the State budget, donors and investments, that will stabilise the economic situation and will assist the increase of credit portfolio by banks", notes Prime-Minister.

Tskhinvali’s de-facto Defense Ministry spread the information that, at 05:10, from Nikozi village side, two projectiles were thrown in the direction of Tskhinvali dwelling regions. The mentioned information is categorically denied by the head of Shida Kartli Regional Police, Vladimir Dzhugeli.

Georgia will handle Russia the DNA of three unidentified soldiers, dead during the August War, stated the Chairman of Parliament Defence and Security Committee, Givi Targamadze. As he has stated, after the identification, it was found out that, they were not Georgian soldiers- "it is not excluded that the DNA-s are of Russian soldiers, this has to be necessarily cleared up". Targamadze has also stated, that Georgian side lost the trace of three Georgian victim soldiers, that had been in Vladikavkaz last time.

Ministry of Internal Affairs will curate the search of lost without trace during a war; according to the explanation of Givi Targamadze, for conducting the processes more efficiently, technical means are necessary, and "these means are possessed by the Ministry of Internal Affairs ".

Prime minister, Nika Gilauri gave minister of Finance, Kakha Baindurashvili the first task of decreasing administrative expences; after termination of the meeting held in the  Chancellery, the Prime declared that, "this will especially concern the people of high rank". According to his explanation, the topic is about decreasing expences of talks by phone, fuel and missions. The released financial expences will be used for increasing financing of cheap credit program. By the assertion of Nika Gilauri, the decrease of expences will not reflect on the wages of employees of high rank.

With the representatives of Tskhinvali de facto government, head of active EUobserving mission in Georgia, has discussed their claims, namely-the issue of concentration Georgian military forces by the administrative border. According to the information spread by EU representation press service, observing mission, that has civil functions and is unarmed, has an agreement with Georgia"s Internal Affairs and Defense Ministries-about the restriction of relocation armed forces and armament by the administrative borders of Apkhazia and the so called South Ossetia. By the statement of the mission"s management, for ensuring stabilisation and reduction of tensity, it is necessary, the analogous type of document to be signed by the managements of Tskhinvali de facto and Russian military forces- "stability can only be established in a case if all the sides do its bit in this".

Position of The White House, concerning affiliation of Georgia and Ukraine with NATO has not been changed; states the representative of USA State Department Robert Wood- "Acting Administation is actively collaborating with European partners, in order to strengthen the relation of Tbilisi and Kiev with the alliance, with help of NATO-Georgia and NATO-Ukraine commissions". He has proved once again that, the decision made at the Bukharest summit in Washington still remains the priority issue.

Foreign Affairs Ministry of Georgia responds to the news spread in Russian media and declares that the accusation as if Georgian side gets ready for the military activities in Tskhinvali region, is false- "this is the next lie of Russian propagandist mechanism, the aim of which is to hush up the hard criminogenic situation caused by occupant forces and redirect attention of international organization at nonexistent problems". In the statement, spread by the ministry it is noted that, Georgia strictly fulfils all the points of the agreement about ceasing fire of 12 August.

By the initiative of Action Society "Georgian steel", charity action was held to help children ill with leukaemia- to fill blood bank, the company"s management donated blood in the clinic of Rustavi metallurgical factory. The ill children are treating in Iashvili clinic, under the patronage of businessman Jozeph Key, who has given out blood for them.

Chairman of Parliament David Bakradze hopes that, an international misssion studying Russian-Georgian war, will prepare objective conclusion; after the meeting with the mission"s head Heidy Talyavin and group of experts, he stated that, good basis for this will be the conclusion, announced by the "Davitaia Committee". According to him, international mission mandate involves investigation of commencement the conflict in Georgia and this investigation has to be started from 90ies and not from August 2008. After the meeting held with Bakradze, Talyavin and European experts met Paata Davitaia.

In Chuburkhinji village, Gali region,  two Russsian military cars exploded, that were carying the weapon. Supposedly, as the reason for the explosion served the erroneous disposition of armament and explosive equipment at the military car"s body; as the result, Russian soldiers were dead.

In Tibilisi, the IVth international conference "Georgia"s European way -realisation of European neighbouring politics acting plan in Georgia" has commenced working, that was opened by Prime Minister of Georgia. The one-day conference is attended by representatives of EU member countries, diplomatic corpus and government.

"The South Corridor" does not have to be dependent only on separate, specific projects; it is a far more wider concept,-statement like this was made by the First Deputy Minister of Foreign Affairs of EU Chairman country- Czechia-Tomash Poyar. According to him, "The South Corridor" does not have to be based solary on "Nabuko" project; this have to be more expanded plan, that will be based on significant contacts with transport-trade and Europe/Central Asia and in which Georgia will play an important role. Poyar has noted that, Czechia, as EU Chairman country, will not deceive expectations of Georgia and will pay attention to all the questions raised at the conference during its chairmanship period.

Eurocomission will terminate evaluation of present internal policy and economic situation is Georgia, by the 1 April; as Chairman of Eurocommission delegation Per Eklund has stated, the following issues will be evaluated: political situation, trade-energetical safety, public relations and the present situation in other spheres. As he has said, year 2008 had been difficult for Georgia from the political standpoint; those important reforms will also be evatuated that the country, inspite of the hard situation has still realised. Eklund explained, that in a case of a good evaluation, Georgia will receive help directed to the integration in the European Union.

Two OSCE observers were abducted from village Adzavi, Gori region, by the members of Ossetian gang-formation. According to the information in hand, they were taken in the direction of Tskhinvali and released later.

By the statement of State Minister of Reintegration Issues, Temur Iakobishvili, the happened once again proves that Russian occupation has to be ceased on time, to stop the occurrence of facts like that- " urgent interference of international police forces in conflict zones is necessary".

As Foreign Affairs Minister Grigol Vashadze has stated, the representatives of gang-formation do not know writing-reading and they had found out later, that the abductees were the representatives of the international organization- "this fact proves once again that, the territories occupied by Russians, became the place, where no law acts and where all the international norms are ignored".

By the evaluation of Parliament Chairman David Bakradze, the happened has to serve as the precautionary and sobering signal for several countries, "who think that in present conditions, they can take into consideration Russia"s position in any of the form". As he has said, the only way of stopping illegality is starting the region"s deoccupation and Russian side"s fulfilment the agreement about ceasing the fire, that, at first stage, considers the withdrawal of Russian occupants and Ossetian gang-formings from Akhalgori.

UN discusses the issue of mandate prolongation for observers" mission in Apkhazia, that is conducted at the level of experts. OSCE Deputy General, Ban ki Mun, has sent recommendation for prolongation the mission mandate to the Defense Council.

By the statement of Foreign Affairs Minister, Grigol Vashadze, the main task is to maintain OSCE observing mission in Georgia- "at present, Russia is furiously resisting International Commonwealth. We have to maintain OSCE mission mandate by all means, for occupied teritories, that are adjecent to administrative borders, to be defensed from the occupant armies and Apkhazian gang-formations. This exactly, is our and our allies main task". As he has said, recommendations of Ban ki Mun are not completely acceptive for Georgian side - "present situation in Apkhazia is quite objectively reflected, though there are moments, that we certainly do not like, as these issues had to be emphasized more strictly".

At the government sitting, Prime Minister presented David Tkeshelashvili to the post of First Vice-Prime. Nika Gilauri has once more called the ministers to overview the administrative expenses. Besides, the Prime charged them to present the working plan of the current year, written out in details, to government during the following three weeks. After the approval it will have to be presented to public.

In "Aversi" clinic, British pharmaceutic company "GlaxoSmitKline" and its official partner in Georgia-"Aversipharma"s" common social project - "Orange card" presentation was held. The main aim of the mentioned project, is to make the company"s innovative medication- "Seretid" approachable for socially unprotected population. The medication is for the use of effective treatment of adults and children suffering from asthma. The presentation will be attended by Deputy Minister of Health of Georgia Koka Pruidze, Chairman of Parliament Health committee Otar Toidze, "Aversi" founder Paata Kurtanidze, "GlaxoSmitKline" Regional General Manager Dimitri Spitsin and the Leader of Georgian Representation Zurab Natroshvili.

UN Security Council sitting, at which the issue of prolongation UN mission mandate in Georgia was discussed, ended without result. At the sitting, it was said several times that, Russian side offers the Council"s member countries a completely new reality, that is not shared by the majority of the Council"s members. After the closed sitting, head of the Russian delegation left the building of UN principal office without comments. The Security Council will approve final resolution in several days. Before the resolution is worked out, official Tbilisi, appeals the prolongation of the mandate in present form.

Foreign Affairs Minister of the OSCE Chairman country-Greece- Dora Bakoianisi, expresses her concern about the fact of detention of OSCE officers; as she has stated, the happened has tensed the situation even more. In the statement it is noted that, two OSCE unarmed officers had been patrolling at the administrative border near Adzavi village, when armed Ossetian policemen demanded their identification documents, frisked diplomatic cars and took the detained to the police department; the officers were released after three hours. "Patrolling of OSCE mission officers in the region, serves as discharge of tension and restoration stability; restricting their activity is unallowable", declares Bakoianisi. According to her explanation, detention of monitors is neglecting the OSCE representatives" diplomatic immunity-"this is unacceptable; I claim everybody to act constructively, with the aim of ensuring security". 

Tbilisi City Court has partially satisfied the claim of cafe "Rustaveli". The court has cancelled the check act and demand of Tbilisi tax inspection, that imposed Ltd. "Cafe Rustaveli" to pay 346 270.10 Gel. Tbilisi regional center of Ministry of Finence Income Service, was charged to issue the new individual legislative act, considered by Georgian legislation rule. The decision of Tbilisi City Court may be appealed in Tbilisi Court of Appeal, during the period of 14 days.

Minister of Environment Defense and Natural Resources Goga Khachidze, continues working against polyethene bags at the city"s central main road-in Vake district. Within the ambit of an action- "wisely with environment-polyethene bag enemy of nature"-Minister has personally cleaned a tree, littered with polyethene bags, at Chavchavadze Avenue. "I want all to remember that, polyethene bag is the potential enemy of nature. All together, let us behave wisely with nature", stated Goga Khachidze. The Ministry of Environment Defense will continue to hold similat actions in the future.

EU "triumvirate" will hold negotiations with Russian Authority, at which main issues will be European security system"s reform and regional problems, icluding- strained situation in Caucasus. Among the members of the delegation are: EU High Representative for Foreign and Security Policy, Havier Solana,  European Commission Commissioner for Neighbouring Policy and Foreign Relations, Benita Ferrero-Waldner, EU Chairman country-Czechia"s Foreign Affairs minister Karl Schwarzenberg. They will meet with Russian Foreign Affairs minister Sergey Lavrov. As Havier Solana has explained, "EU decided to renew the dialogue with Russia taking into cosideration the fact that, negotiation on sanction is better, for this process gives the opportunity to defend our interesets and send our signals". As he has said, EU still does not share the significant aspects, that is connected with Georgia-Russia conflict; accordingly, atmosphere of the dialogue is changed to a certain point.

It is possible that, Georgian brand will return to Russian market; after the several-year embargo, Russian Chief Sanitarian declared the possible renewal of "Borjomi" export. Genadi Onishenko does not exclude restoration of negotiations with companies manufacturing Georgian wine, though produces his own terms- together with the correspondence with quality, official Moscow claims Georgia"s economic stability; Onishenko"s department has sent these and other claims to two Georgian companies.

Separatist Tskhinvali accuses OSCE mission observers in trespassing "frontier" once again; by the information of de facto Defense Ministry, by village Artsevi, observers have crossed the territories controlled by the Ossetian side again. "Representatives of South Ossetian Defense Ministry tried to stop their automobiles, as the result, they have turned away and left the territory immediately", is said in a statement spread by de facto information and print committee. The term of OSCE mission work in Georgia has not officialy been expired.

At special press conference, representatives of Joseph Key announced details of the agreement, that was formed between Boris Berezovski and Ina Gudavadze, before the day of Badri Patarkatsishvili"s funeral. Widow of Patarkatsishvili and her foreigner advisers have denied the alliance to businessman Berezovski several times.

"Based on this agreement, that is approved notarily and with apostil, Berezovski demands 50% of Patarkatsishvili"s property. Concerning this issue, he produced complaint to the London Court. It appears that, Gudavadze, who, during 1 year,  had been convincing society as if Key tried to seize the family"s property, has agreed with Berezovski secretly. We declare once again that, Joseph Key has never had pretension even on 1% of Patarkatsishvili"s property and still does not", stated Key"s advocate, David Asatiani.  

"The wide-scale campaign, that is conducted agains me, states the goal to handle Berezovski those assets, that will bring him political and other dividends. I have a one single aim: to protect my cousin"s last will and allot his property to his successors, as he had decided. I emphasize-successors, among which Berezovski  and Joseph Key are not mentioned", stated Joseph Key and expressed his hope that "existance of this agreement will help to open the eyes of many people and will respond to the main question -why did Badri Patarkatsishvili chose Joseph Key as the executor of his property". As he has said, "Boris Berezovski and Ina Gudavadze, still have common interests and the united strategy of acting".

By the statement of NATO Secretary General, the principal agreement about affiliation of Georgia and Ukraine in the alliance already exists; by the explanation of Jaap de Hoop Scheffer, "this is not his, as the Deputy General"s position, this is the position of the alliance. Naming specific terms is impossible. From the side of these countries desire to enter NATO  and the decision of alliance members concerning their affiliation, already exists. As for certain resistances related to this issue, negotiations continue and this is a quite natural process".

"Until Georgian-Russian relations are frozen, EU will try again to restore confidence between the sides and search for ways to regulate the conflict; it needs time and great effort", stated Havier Solana in Moscow, after the meeting with Sergey Lavrov. As he has said, despite the fact that Russia has fulfiled significant part of Medvedev-Sarkozi agreement, has withdrawn armies from Apkhazian and Tskhinvali administrative frontiers, distinction still exists in views and it is untimely to think that situation has been regulated. Solana expressed hope that Geneva negotiations will become the central and political forum of the final regulation of conflict. "Inernational missions, as well as EU, have to play decisive role. It would be irresponsible to block their work until regulation of the situation", considers Eurocommissar.

Mikheil Saakashvili named priorities of the Government: minimising results of the world economic crisis, maintaining working places, increasing employment and overcoming poverty. President presented new socal initiative-accessible policy program will be launched in Georgia. He extensively talked about increasing teachers" salaries and pensions, reaching the promised $100. By the statement of Mikheil Saakashvili, regardless of the Russian aggression and the global financial crisis, works on the following will continue: building the ways, developing infrastructure, cheap credit program, assisting agriculture, improving business environment, bringing investments, helping banks, caring for IDPs; a new program - “Money to All Villages”- will be launched. As president said, before the population tightens belts, the Georgian government should do it first and it concerns to the president`s office as well; he has made a decision to reconstruct the president"s residence situated in Tserovani village into a kindergarten and hand it over to refugees. What concerns Russian aggression, by the statement of Mikheil Saakashvili, Georgia will be able to peacefully return the occupied territories with assistance of friends of Georgia. According to his evaluation, big and dangerous enemy is opposing Georgia"s sovereignty, that does not care about the international law, agreements and the whole civilized world; threatens all the neighbouring freedom-loving nations- "Empires always fail and will fail. Abkhazia and Tskhinvali will return to the homeland; we will be able to achieve this with peace, developing democracy, stable progress, cooperation with the whole international commonwealth". As president has said, he and the whole government care about people; he has not forgotten any promise given to the people and they will be accomplished soon.

Vice Speaker of parliament Paata Davitaia will hand the independent international mission evidentiary material of the events happened in 90ies, and materials that concern the issues of ethnic cleansing of Georgians realised in the recent period. "The materials, given by us, appeared to be so effective for Heidi Taliavin and European experts that, they asked passing the evidentiary material in details", stated Davitaia, which handed the mission the conclusion, photos, video and audio evidences prepared by the temporal parliamentary commiittee studying the Russian military agression. Experts of international mission will continue meetings in Parliament; they met with leader of Defense nad Security committee Givi Targamadze and the chairman of Human Rights Defense Committee Gia Arsenashvili.

Dimitri Medvedev"s initiative, that considers setting up supervision on Georgia"s military relations with foreign countries, entered Russian Duma.

By the statement of Parliament Chairman David Bakradze, nobody asks Russia to control as from where and whom will Georgia receive weapon and to whom will offiacial Tbilisi hold negotiation about military armament; Georgia has never been receiving armament from Russia and Kremlin"s initiative is unjustified.

Foreign Affairs Minister of Georgia Grigol Vashadze met Baroness Ann Taylor, Minister for international defense and security of United Kingdom of Great Britain and Northern Ireland. The sides discussed situation in Georgia; the talk concerned the issues of collaboration with international organizations and the significance of activating consultations about political relations of Georgia-Great Britain.    

By the evaluation of Special representatives of European Union for South Caucasus, Peter Semnebi, "without presence the EU mission in Georgia, the situation would have been far harder". As he has stated at the meeting with de facto president of Apkhazia, Sergey Baghapsh, "in Georgia-there work not military, but civil observers, which assist sides" conflict delay. They are not militaries and have the possibility to interfere in this specific situation; there may be mediators in the occured problems, but their functions are limited". As Semnebi has explained, after the termination of final activities, the main accent will have to be made on the issues of humanitarian aid and restoration the confidence. According to him, at the meeting, topics of ensuring stability and security in the region were discussed. Sergey Baghapsh calls EU not to consider Apkhazia as the part of Georgia any more, as with this "negotiations between Sukhumi and European structures goes to the blind alley".

"By the evaluation of the EU, Russia"s decision to deploy its military bases in Apkhazia and the so called South Ossetia, will not assist stabilising situation in Transcaucasus", declared EU High Commissar for Foreign Policy and Security Havier Solana. According to him, in the mentioned issue EU has different opinion from representatives of Russia- " we do not consider that this is a good decision. We have to work efficiently to stabilise situation in this region".

Minister of Refugees and Accommodation visited IDPs settled in village Metekhi, Kaspi region. Together with the minister, Metekhi was visited by representatives of Ukraine, Azerbaijan, Iran, Kazakhstan, Estonia, Czechia, Germany, Bulgaria embassies, as well as representatives of Saint Church embassy and international donor organizations, that have done their great bit in helping victims of the Russian agression. Foreign guests took part in the process of sortition the lands that were to be given out as the property- as the result 35 families were given land lots. The State takes responsibility to ensure the population with seed material, fuel and technical equipment. The mentioned process is passing in other regions as well and will end in the nearest future.

Minister of Foreign Affairs of Holland, together with Minister of Refugees and Accommodation, paid visit to IDPs settled in Tserovani; Maxim Verhängen has talked with the victims of Russian agression privately, and listenet to their problems. "He had information that IDPs were still living in the tents; I am glad that we have ended that period of tents and now, we have ensured far better conditions for them", stated Koba Subeliani. "I have always been interested - in what conditions Kodori ravine IDPs have been living. Holland has diverted a sum of 300 000 Euro to Red Cross and OSCE aid. It is very goot that in such a short term bulding of such village was managed", Verhängen pointed out.

Prime-Minister of Russia Vladimir Putin has signed the order of opening Russian embassies in Apkhazia and the so called South Ossetia, that is agreed with the Executive Government"s concerned Federal Bodys. Foreign Affairs Ministry of Russia has to ascertain the quantity of the embassies employees and affirm the staff schedule. According to the order, reimbursement of expenses of opening the embassies in Apkhazia and the so called South Ossetia as well as their preservation, will be started from 2009; the sum will be received form the federal budget.  




   

Minister of Economic Development of Georgia advices the former "Ortachalhess" holder company to address the court, if it has some claims to the State; "there is a court in the country, if it is not regarded as being reliable, arbitral court also exists; they can make complaints, in this case, we will represent the side. The State was the owner of "Ortachalhess", that was sold; privatisation was realised with qutite a high price-25 250 000 US dollars. The sum is paid, accordingly, the hess is regarded as alienated. Other problems, that leasers have in relation with State, can be appealed in the court", explained Lasha Jvania. By the information of "Ortachalenergy" lawyer George Gabunia, " the company is going to bring a suit against the State of Georgia in the arbitral court of Stockholm, for taking away "Ortachalhess" and giving it to "EnergoProGeorgia" illegally. The company demands the compensation of 12 million Gel. from the State.

UN Defense Council hopes that the mission mandate will be continued in Georgia, stated representative of Japan, Yukio Takasu. As he has stated, the decision has to be made by the end of the week, as the term of the mandate expires on 15 February. "Now the group of Security Defense Council member States works on this issues. The project, in a form of a document, has not been spread yet ", noted Takasu. According to the information of the Japan"s representative, Russia tries to take into account the realities after the 2008 year, formed in the project, though it is not yet known, as to how this position will reflect in the resolution.

According to the statement of Deputy Minister of Foreign Affairs Alexandre Balbandov, the information spread by the Russian side, as if consentration of Georgian military forces is taking place by the section of the occupied territories, is not true. He has used the conclusion of spread by the EU observing mission- as the result of the monitoring, it was proved that there is no violation of memorandum of mutual understanding, signed with Georgia"s Ministry of Defense and the concentration of any of the forces. By the explanation of Balbandov, the mentioned conclusion unambiguously shows that, Georgian side fulfils its responsibility- "EU mission has to be given the possibility to realise its functions at the whole territory of Georgia, including at the sections occupied by Russia".

Executor of USA ambassador"s duty Kent Logsdon paid visit to Gori; the visit was mainly connected to the USA International Development Agency"s current and already realized projects in Georgia. Besides passing economic, education and health defense programs, the guest was also interested in the present situation in agriculture. Logsdon, together with representatives of local government, took part in a process of distribution the feed, intended for domestic animals of village Ortasheni, Gori region.

Democratic reforms policy assisting inter-bodies committee, established by the initiative of Georgian governemnt, will be headed by the Minister of Penitentiary, Probation and Juridical Aid Dimitri Shashkin. The mentioned decision was proved by the Prime-Minister. By the statement of Nika Gilauri, "the committee will work on the following issues: defense the property of population, court reform-institute of jurymen, increase the transparency of parliament authority and freedom of media, reform of penitentiary system". According to him, anyone who wishes, can be involved in the committee"s activity, including representatives of non-parliamentary opposition.  

Honourable president of the OSCE Parliamentary Assembly, special representative of the president of the  OSCE Parliamentary Assembly for Georgia, Goran Lenmarker, met Parliamentary Opposition; George Targamadze gave him the detailed information about the situation present in conflict regions, and declared that Georgia"s main problem remains the issue of safety, solving of which is -the fulfilment of all the articles of European Council resolution, that is not done by Russia. The Opposition considers that, now the main task is to maintain international observers in the conflict regions and replacing them with peace forces. According to Targamadze, for Georgian political spectrum, Position -Opposition, there are several issues, that are not subject to discussion- the territorial entity and sovereignty of the country. Lenmarker was intereseted by the plans of Parliamentary Opposition concerning legislative activity, issue of Human Rights Defense and situation in penitentiary system; he got the comprehensive information. The meeting was attended by Deputy Chairman of the Human Rights Defense and Civil Integration Committee, Dimitri Lortkipanidze and Chairman of faction "Christian-Democrats" George Akhvlediani.

Based on the Georgian President"s instruction, military officials were decorated with I,II and III degree "Vakhtang Gorgasali" orders , orders for "MilitaryBravery" and "Fighting Merit". The orders were handed to the family members of the departed militaries and acting militaries. The respective ceremony was held in the Ministry of Defense, in which minister David Sikharulidze was participating. According to him, "the country and govenment will not forget the memory of heroically deseased warriors".

At the sitting of UN Security Council voting the issues of prolongation UN mission mandate in Akhazia for four months. The resolution project was officially spread at the held consultations. France has brought in the resolution project, in the name of "Group of Friends of the UN Secretary-General" for Georgian-Apkhazian conflict solving issues.

By the statement of High Commissar of the European Council for Human Rights, Thomas Hamarberg, his claim is the working out a new UN mandate in Apkhazia; Mandate, in its present form for four months, is not sufficient and the new formate is necessary, that will ensure security and human rights defense in Apkhazia-"security in the region should be guaranteed by the presence of international structures. In New York discussion will be held concerning this issue, as in what form will the UN work be directed in Apkhazia". As he has said, this position is shared by all.

Leader of faction "Christian-Democrats", George Akhvlediani evaluated Presiden"s annual report. Mainly he spoke about social themes, problems existing in democracy; he also talked about the issues of abolishment antimonopolic service, agreements signed with "Energo-Pro-Georgia", the signed memorandum concerning "Engurhess", 7 November events and the proprietor of Telecompany "Imedi".

The member of "National-Democratic Party" Guram Chakhvadze, interested what the country"s Foreign policy will be on the way of affiliation with Euro-Atlantic space. As he has said, the county"s first person has to stand above the party"s confrontation, should not be the participant and represent the side of county"s political life, but have to be the arbiter and guarantee of civil peace. According to Chakhvadze"s statement, constitutional, or parliamentary monarchy can be viewed  as the form of stable system. He talked about the county"s economic security and economic policy as well.

"Christian-Democratic movement" and Minority leader George Targamadze talked about the issues concerning freedom of media and monopoly, existing in the medicine market. "We do not want Georgia to become the front for internal confrontation- "Christian-Democrats" resist revolutions", declared Targamadze and named the party"s main principles: freedom, solidity, justice and entity.

Chairman of Faction "Powerful Georgia" Gia Tortladze talked about the issues concerning court, private property, human rights, IDPs, economy and press.

By the statement of Majority leader Petre Tsiskarishvili, in the president"s report there was a consecutive policy and the talk was about the specific business- "President and Parliamentary Majority have not gathered to arrange a show; we are here to make a business, we are consecutive. It is important that government"s direction, its course is right". As he has said, the Majority is ready to talk with any of the opponent about the country"s future. Tsiskarishvili advices President-appointing pre-term elections not to become the rule- "after the all complications and crisis, appointing elections will make the country even more unstable".

Chairman of faction "Nationals" George Gabashvili, pointed out that, it is very hard to criticise those initiatives that president has announced. According to his statement, in the country there is no problem of devaluation democratic values. Gabashvili also talked about issues concerning "Engurhess" and reforms of the Department of Statistics.

In Brussles, sitting of EU"s South Ossetia relations Committee will be held. The mentioned committee unites three States- Georgia, Azerbaijan and Armenia. In order to participate in the sitting, delegation of Georgian parliamentarians, headed by the Chairman of Parliament Euro Integration Committee, David Darchiashvili, will leave for Brussles. By Darchiashvili"s statment, at the sitting of EU South Caucasus Relations Committee all the actual, problematic and political issues concerning Georgia, will be discussed. Georgian side will rise the issue of changing the format of Parliamentary committee and formation EU-Georgian Relations Parliamentary Committee.

Galina Glukhova is still in Tskhinvali; She is the mother of Alexander Glukhov, sergeant of Russian occupant army, fugitive from the so called South Ossetia owing to unbearable conditions. Ossetian separatists and Russian occupants do not permit the mother to come to Tbilisi and see her son. Glukhova asks international organizations to help her clear up a situation and see her son. The mentioned information is proved by the head of administration of Internal Affairs Ministry Shota Khizanishvili.

Bakur Kvezereli, Minister of Agriculture visited grocery factory in Marneuli; introduced with present situation and had conversation with the personnel. The mentioned factory began its work one year later and manufactures 20 types of products, in the future- producing diverse assortment is planned.

"To develop manufacturing in Georgia is necessary-this is the guarantee and basis for a great future; the country does not have to be dependent on others, we have dependent on oureselves, -stated businessman Joseph Key at the two eletro-induction ovens, fifteen-ton oven and continuous founding line fundament presentation in Rustavi metallurgical factory. Investment of 4 million Gel. was put in the project; in the factory, permanent process of getting liquid steel will be restored, and after- manufacturing of 140 ton armature will become possible, that will employee 250 people.

Prime Minister of Georgia has made a presentation of document that overviews Georgian economy. The document includes specific information about macroeconomic situation and the government plan. The mentioned document will be used by the government when working with foreign investors. It will be spread among businessmen. By the statement of Nika Gilauri, the aim of the Authority is that, the govenment and private sector should send similar mesaages to foreign investors.

By the statement of Deputy of Legitimate Government of Apkhazia"s Samegrelo-Zemo Svaneti Representation Head, Tornike Kilanava- teachers, working in villages of Gali region, were given a certain period and were told that, anybody who does not have Apkhazian passports, will be refused entrance to the schools; they are threatened with expulsion from Apkhazia as well. At the same time, managers are ordered to force one member of all families, to complete a form of every member of the family, according to which Russian-Apkhazian passports will be issued.

Robert Simons, NATO Secretary General"s Special Representative for the Caucasus and Central Asia, came to Tbilisi within the work visit. He will meet with deputies of the Foreign Affairs minister concerning the realization of arrangemets planned at the final sitting of NATO-Georgian committee.

"The fact that our energy-system is efficiently, is the result of successive energetic policy", declared Mikheil Saakashvili during his conclusive speech. He spoke about issues concerning "Engurhess" and explained that this is not a final agreement and governmet is ready to involve the Parliament in the process of final  draw up. My presentation did not consider showing off with achievements, stated President and declared that the leader is responsible to be a realist, to be responsible for every word and tell truth to the people. Saakashvili shares the concern of Opposition representatives regarding rising price of medicine. According to him, in 2013 new president will come, that will be democratically elected. "The system has to be established, when president does not take part in any of the important decision, mainly-in the court decision. Regardless the fact that Kote Kublashvili is my friend, I have never interfered in the court decision", declared the President. He talked about building "Berlin Wall" in Apkhazia-"Georgia"s enemy is not Russia, but Vladimir Putin and Dimitri Medvedev"s policy". I privately, will be a friend of all businessmen that will create 100 and more working places", pointed out Saakashvili. "In recent several years, we have defeated darkness, corruption, organized crime, managed to establish justice in educational system- this is the historical achievement. Although main achievements to be attained still fall due- there sould not be the unemployment and non-perspectivity in the country; the only recipe is -"power is in entity", stated president. "I will be glad if media is more competitive, more free and has more responsibility. There is no time when government is not critisised by any of the channel. "Freedom Today is our"- main essence, that reflects the aim of our national aspiration, our policy and the aim of personally my life", declared Saakashvili.

Foreign Affairs Ministry of Georgia hails the decision of OSCE Permanent Council, that will concern positioning of OSCE additional military observers at the territory of Georgia. "We consider that the approved significant document will assist the adequate fulfilment of all the demands of the 861th decision, that considers positioning additional 80 observers at Georgia"s territory. The 861 decision represents the frame within which OSCE military observers have to be given the possibility to fulfil responsibilities imposed by the mandate, without hinder, at the whole territory of Georgia, and mainly, in the regions occupied by Russia".

Georgian president comes out with the initiative of establishing monitoring group, for controlling the working of the system, related to creation of new system of insurance. By the explanation of Mikheil Saakashvili, he will personally be involved in the group"s work and will take reports about realized works, present problems, or new projects every week, with members of the Cabinet of Ministers- "in the terms of economic crisis, new insurance system will assist Health  System development; monitoring- has to exclude misuse of the system and making machinations".

Georgian delegation left for Geneva, where the next round of Geneva negotiations will be held on 17-18 February- within the ambit of the format, working meetings will be attended by separatists and Russian delegation; in the process of negotiations OSCE, EU, UN and USA are involved. "This is one of the efficient forms of the dialogue, within the ambit of which issues of security and stability of our country will be discussed", stated Deputy Minister of Foreign Affairs David Jalaghania.

Minister of Finance of Georgia, Kakha Baindurashvili met with the members of non-governmental organizations coalition "International transparency to Georgia". They discussed the issues of spending the sum, diverted to the country by donors and monitoring of this processs. It was decided that, non-governmental organizations will receive information periodically. By the Ministry"s information, in 2009, receiving 1,8 milliard dollars is planned from donors.

By the statement of Alan Gabaraev, director of "Energetic"-organization of the so called South Ossetia"s "State", in the tube, by means of which Tskhinvali was receiving gas, pressure consists of 0,8 atmosphere, when this indice was  evened with 6 atmosphere before 8 February. As has said, "Tskhinvali gasification is ceased, at this moment".

"KazTransGaz-Tbilisi" does not hurry to pay the imposed fine; as the company"s representatives state, despite the fact that Kutaisi City Court has not satisfied their action against the Committee of Georgian Energy and Water-supply regulation national Committees and imposed the company to pay fine of 5 000 Gel, "KazTransGaz-Tbilisi" does not hurry to bring the mentioned sum to the State budget yet.

Minister of Penitentiry, Probation and Juridical Aid Dimitri Shashkin will introduce Cabinet of Ministers the suggestions prepared by non-governmental organizations. "The meeting appeared to be productive. Opinion of non-governmental organizations is very important to us. Specific forms of collaboration were planned; the ministry will work transparently and in partner regime with the civil sector", stated Shashkin after the meeting with non-governmentals. As minister has said, creating work groups were decided; they will prepare suggestions and recommendations, that the ministry will take into consideration in the future.

OSCE Acting Chairman, Minister of Foreign Affairs of Greece Dora Bakoianis expresses her gratification on the maintainance of OSCE observing misssion mandate in Georgia- "this is a very important decision, taking into the consideration that this is the first issue on which Georgia and Russia has agreed, after the one-sided recognition of Apkhazia and the so called South Ossetia by the latter". Bakoianis has also pointed out that, OSCE has successfully assisted the restoration of giving natural gas to Tskhinvali.

Prolongation of mandate for the OSCE observing mission was threatened after Russia had put veto on this issue at the sitting of OSCE Permanent Council, held on 22 December, 2008. Although, at the sitting held on 12 February, 2009-it has agreed on presence of OSCE observers in Georgia until 30 June, 2009.

In Geneva Palace of Nations, the following round of negotiations on the issue of Georgian-Russian conflict and full-scale political regulation of conflicts in Georgia, continues. Georgian delegation is headed by the First Deputy Minister of Foreign Affairs Giga Bokeria; the members are- leader of temporal administration of the so called South Ossetia Dimitri Sanakoev, chairman of Autonomous Republic Government of Apkhazia Malkhaz Akishbaia, and the head of informational-analitical department of the Internal Affairs Ministry Shota Utiashvili. Within the ambit of negotiations format, at the working meetings, representatives of the following acting parts are taking part: Georgia, USA, Russia and organizer organizations-OSCE, EU, and UN. The mentioned process will also be attended by the representatives of Apkhazian and the so called South Ossetia"s separatist regimes.

Holding Geneva consultations proceeds according to the agreements about ceasing fire, attained in 2008 12 August and Sarkozi-Medvedev-Saakashvili, attained on 8 September. The sides meet each other in Switzerland already for the fourth time.

EU wants to get positive result at the following round of Geneva neotiations, stated EU chairman country-Czecia"s representative Nadejda Kholikova- "we are interested that presence of international organizations in the conflict regions of Georgia to be supported". At the sitting of EU-Russian Parliamentary Collaboration Committee, he expessed his confusion about the Russian plans of deploying military bases in Apkhazia and the so called South Ossetia, that EU considers to be the territories of Georgia, "we still support Georgia"s sovereignty, territorial entity; accordingly, EU does not intend to discuss the status of Apkhazia and the so called South Ossetia".

Deputy Jondi Baghaturia hails banks" decision, concerning setting up considerble privileges for victims of August war and income-lost citizens in relation to paying credits, as well as decision concerning realization debts restructurization. According to his evaluation, the mentioned decision indicates on State"s position of bank association and affirms that, bank sector deservs confidence.

During the opening of conference "Georgian motor road and modern technologies", Prime Minister has stated that, arrangements of the similar type will assist bringing foreign investors and accordingly, creating new working places. He expressed his hope that, in Georgia, development of roads infrastructure, serious foreign investments will be realised. As Nika Gilauri has explained, implementation of new technologies and sharing the experience is important. According to the information of Prime, for development of the country"s road infrastructure, 521 million Gel. is considered; he hopes that, foreign investments will be added to this sum.

EU has prolonged mandates for the special reprsentative on the issues of Central Asia and solving crisis in Georgia, French diplomat Pier Morelli and special reprsentative on South Ossetia, British diplomat Peter Semnebi.

In the “House of Free Opinion”, conference "Security and Collaboration in Caucasus" was held, in which president of "Centre policy"-assosiation of foreign policy of Turkey, director of politology Mahmun Kochak was taking part. "Problems existing in Georgia represent problems to Turkey as well.  We are sister nations and of course, we take close to the heart the problems of  Apkhazia and the so called South Ossetia. Turkey is not intended to change its principal opinion on the issue of territorial entity of Georgia and will continue to support the principle of sovereignty and territorial entity of the country in the future", stated Kochak during his speech at the conference. The guest pointed out that, finding ways for solving conflicts is urgent and necessary- "Turkey will try to do its bit in this. Solving those problems that follow us historically, needs much time. I think, activating people"s diplomacy is necessary, that as I think, will become the pledge of solving all the problems in the region".

Group working on the law about statistics, has practically terminated its works, stated Prime Minister at the government sitting; in the working group were involved representatives of non-governmental organizations, members of the parliament, foreign and local experts. Nika Gilauri has asked the members of the group to hold meeting with the members of Anticrisis Council, in order to pass additional consultations- "this law is one of the most important basics in the issues of bringing investments and increasing confidence to the statistical information". As Prime has said, the main outline of the draft law is ready and supposedly, its discussion will be held at the following sitting, and will be sent to the Parliament for approval. Nika Gilauri has instructed all the ministers to create Adviser Coucils, with the aim of consultations with professional individuals. The mentioned initiative belongs to the Minister of Penitentiary, Probation and Juridical Aid Dimitri Shashkin. "By means of these groups, we will find out the society"s order and take interesting initiatives from them", stated the Prime.

Presentation of "Defense minister"s view 2009" was held; priorities in the document are established with the consideration of the country"s long-term strategic interests and after-war reality - improvement of defense system and after institutionalisation, personnel education and training, developing the abilities of armed forces and supporting NATO integration, intensification of mutual collaboration.

By the evaluation of expert Irakli Sesiashvili, this view differs from the views of former ministers, in having an accent not on the quantity of reforms, but on improvement the quality of defense system. Expert Koba Liklikadze states that, the most important points for him are those, that concern solving the issue of personnel. "The views were also not bad during the period of former ministers, though main is to fulfil them. It is interesting as how fast this will be realized".

By the interpretation of Health and Social Ensurance Minister Alexandre Kvitaishvili, tomorrow, agreement concerning 5 Gel. insurance package, initiated by president will be signed between government and insurance companies; after-the program"s parameters will be ascertained. "From11 insurance companies acting in Georgia, 9 of them agreed to involve in the program. Population will have an opportunity to insure oneself from 1 March", stated the minister. The realization of the mentioned program costs 15 million Gel. to the Georgian government.

Memorandum was formed between the Georgian Government and insurance companies, concerning the accessible insurance program, that was signed in the Government Chancellery by Prime Minister, Minister of Helath and leaders of insurance companies.

NATO will help Georgia in the affiliation with alliance and in the fulfilment of national program of collaboration, stated special representative of NATO Secretary General for South Ossetia and Central Asia Robert Simons, after the meeting held with the Defense Minister David Sikharulidze- "at the Bucharest summit it was announced that Georgia and Ukraine will become NATO memebers, and we will help them with the mentioned direction".

The prefect of old Tbilisi district, became the Supervising City Service former deputy head David Avaliani. As he has stated, he will continue to work on the district"s rehabilitation projects. Personnel changes were realized in the Capital"s City Hall on 13 February- several individuals left their posts; among them are prefect of old Tbilisi district Lasha Purtskhvanidze and his deputy Koba Kharshiladze.

President of Georgia Mikheil Saakashvili, is visiting one of the most huge regions of Spain-Katalonia; he will make a speech at the international conference, and will meet representatives of local government and business. The aim of the visit is bringing investments to Georgia.

Georgia is ready to present all the necessary warranties, that it won"t enter military forces in Apkhazia, and comes out with the initiative to declare Apkhazia as the weapon-free zone, stated State Minister for Integration Issues Temur Iakobishvili- "there should be no militaries and no occupant bases  at all; this is to the interest of people living in Apkhazia and Caucasus as well". As he has said, "safety of the population should be ensured by the international contingent of peacekeepers".

On the bases of a President"s 105 order, colonel Koba Lachkepiani was appointed as the commander of the armed forces united headquarter"s ground troops. Before this time, he was heading Krtsanisi National Study Centre.

Apkhazia"s de facto Foreign Affairs Minister Sergey Shamba and UN mission"s main military observer Anwar Hussein, discussed the issue of the mission"s presence in Apkhazia and possibilities of mandate correction. At the mentioned meeting  Shamba stated that, their desire is that UN mission in Apkhazia remains the main international observer. Though during talking about the EU"s desire concerning active involvement in solving the conflict, Apkhazian side came out with the initiative of creating such a mechanism, according to which EU observers mandate will be spread only at the "Georgian territory".

David Kereseridze was appointed to the post of a leader of Georgian Government Chancellery, which had been the Government Chancellery Deputy Leader and the Head of the Chancellery"s Juridical Department before.

Mimister of Foreign Affairs of Russian Federation Sergey Lavrov declares that, official Moscow awaits for the specific suggestions from NATO, concerning the issue of collaboration on imposing control over armament, as well as on the issues of strategic security, self defense systems and Afghanistan-"from some of the members of NATO and representatives of USA administration, we have heard suggestions that they want to create the mutual mechanism together with Russia, that will resist cotemporary appeals and dangers".

In Geneva, at international consultations held on the issues of Caucasus security, the sides have signed the agreement about avoiding incidents and united reacting mechanism. "We hail the made decision; it is very important that, in this mechanism UN, EU and OSCE will be ivolved. In the case of an incident, they are allowed to come to the place site of occurrence. The group will come together once a week, or more frequenty. This agreement is a positive step, and now Russia"s political will is main, in order to ensure the real work of the mechanism. Georgian side is ready to assist the work of an agreed mechanism ", stated Foreign Affairs Deputy Minister of Georgia Giga Bokeria, after the end of the fourth round of consultations.

"Agreement about reacting  and prevention incidents has been made, that considers the visit of international observers to the conflict zones and involvement of the respective structures in the process. Investigation of all facts is very important for ensuring safety of the population. The sides have also agreed that the next meeting will be held in Spring", stated Pier Morelli, EU special representative.

The agreement reached in Geneva, representative of Tskhinvali de facto regime Boris Chochiev, evaluates as being only suggestion- "this is a suggestion about creating mechanism that, possibly, we will use in the case of incident or provocations".

By the statement of Russian delegation leader Grigory Karasin, the sides have reached consensus- "the aim is to avoid those incidents that people are threatened with, mainly in frontier regions. This is the important document and it was hard to make; now the main is to fulfil it".

In Geneva, at the press conference held after the end of consultations, representative of the USA State department Daniel Frid, has critisised Russia for non-fulfilment of the imposed responsibilities.

Russian delegation left the hall as the sign of a protest. Frid has fixed once again that, USA"s position concerning Georgia"s territorial entity is unchanged- "this was an advantageous meeting; ensuring safety and prevention of conflict escalation are pressing issues. Now realization of this decision has to be made on spot. We consider that, at this stage, returning IDPs to Tskhinvali regions is nearer to the reality. It is pity that Russia does not fulfil the imposed responsibilities. According to the agreement Medvedev-Sarkozi-Saakashvili, Russia has to return its military forces in the pre-7 August position; it has to fulfil this article by all menas".

"Affiliation with EU is more important for Georgia, rather than with NATO- "for us, entering Europe is equal to returning back ", stated Georgian President in Barcelona, at the meeing held with businessmen. Mikheil Saakashvili called foreign businessmen for realizing investments in Georgia- "Today Georgia is a stable country; we have overcome corupption, bureaucracy is minor, taxes are law".

Within the ambit of international operation, Georgia will sent armed forces in Afghanistan, stated Foreign Affairs Minister during the visit in Poland- "this is our tribute in the issue of consolidating international security".

Georgia will continue collaboration with NATO with the new program, the specific mechanisms of which will be signed within the ambit of an annual plan, stated Defense Minister before leaving for Poland- " In the current year, Georgia will receive the annual NATO acting plan for the first time, that will be agreed in Krakov". As for the issue of sending Georgian peacekeepers in Afghanistan, by the interpretation of David Sikharulidze, "this will be decided during the consultations".

EU and Georgian Parliamentary Collaboration Committee condemns Russia"s decision about deploying additional military forces in Georgia. In the document, approved at the meeting held in Brussels, the necessity for peaceful solving of the conflict is pointed with the emphasis and Russia is strictly criticized for violation the agreement about cesing the fire. The committee is supporting Georgia in realisation economic reforms, that will assist the impovement of humanitarian and social situation created after the war, it also hails Georgian collaboration with the International Committee Studying Russian-Georgian War.

Georgian Ministry of Foreign Affairs supports security mechanisms, worked out in Geneva and hopes that OSCE military observers and EU mission monitors will be able to enter the occupied territories in the nearest future- "the aim of this mechanism is to make timely and adequat reaction from the standpoint of ensuring secure situation". The statement points out that, participants of Geneva negotiations have proved once more the necessity of worthy and safe returning of IDPs. Foreign Body states that, Russia and its puppet regime in Tskhinvali have once again neglected the international society"s attempt- concerning giving humanitarian aid to the population being in difficulties. "Owing to the firm position of Russian Federation and its puppet regime, stating the exact date of the following meeting could not be agreed, though, general agreement about holding the next round in Spring 2009, is reached. Georgian side points out and emphasizes that, holding following round of Geneva negotiations in as short terms as it is possible, is of utmost importance", is said in the statement.  

The ministry considers that, discussing the issue of fulfiling 12 August agreement, about ceasing the fire at the following round is very important, and that particular attention should be paid to creation of new security regime. By the interpretation of the Foreign Body, the prevention mechanism will be activated soon; Russia, as an occupating force, that has control over Tskhinvali region and Apkhazia, is responsible for its efficient realisation.

Minister of Refugees and Accomodation visited population suffered from Russian agression in a village Shaumiani, Marneuli region, and introduced them with the terms of giving the arable-seeding lands to the ownership- the victims are given the plots of land with the principle of sortition; by the beginning of Spring works, the State will provide them with arable-seeding equipment, fuel and seeding material. Together with Koba Subeliani, Shaumiani was visited by the representatives of Georgian Accredited Diplomatic Corpus and representatives of International Donor Organizations. There are 112 suffered families settleed in the village. The mentioned process is conducted in other regions as well and will be terminated in the nearest future.

In Vienna, the eighth OSCE Parliamentary Assembly session is beginning; together with important issues, the situation created in Georgian conflict regions, will be discussed- OSCE special representative Goran Lenmarker, will come out with the speech; debates will be held, in which Russia will take part as well. At the session, one of the main issues will be the new initiative about national security of Russian and France presidents. The winter session will be attended by 270 parliamentarians and it will be opened by the OSCE active chairman, Foreign Affairs Minister of Greece Dora Bakoianis.

Minister of Health Alexandre Kvitaishvili, presented the accessible insurance program to the Parliament Health Committee- the State 5 Gel insurance program will be activated from 1 March; the package comprises three directions- compensation of trauma treatment, urgent stationary and primary medical aids. The State will compensate 70% of insurance sums from the budget, citizen will pay the sum of one year, 19.80 Gel, in advance (citizen pays 1,65 Gel in a month, State - 3,35 Gel). Government Council will conduct monitoring of the program, in the membership of which there are members of the Parliament as well. After receiving the 5 Gel insurance package, population will have the possibility to buy other segments. According to the Chairman of Health Committee Gigi Tsereteli, owners of the packages should be able to receive the service of giving birth free of charge, after paying the additional sum. Details of the program will become known at the government sitting.

By the Minister"s evaluation, 9 from 10 hospitals in Georgia today,  is worthy abolishing licenses; Deputy Pridon Todua agreed with him- "Hospitals, in which even dogs would not be taken for an operation, really have to be deprived the licences; this process has to be commenced, that, in its turn, will improve the insurance system as well".

About 2 200 public schools and educational ResourceCentres will be provided by the high quality internet; the agreement will be signed by the Ministry of education, "Magticom" and Educational -Scientific Infrastructure Development Agency. "Magticom" will end connecting all the public shcools and ResourceCentres to the internet by September 2011.

Chairman of the Parliament David Bakradze met representatives of Georgain diaspora in Tallinn; he has introduced the association of fellow-countrymen with situation in Georgia in details, and answered all the questions openly; the questions were about Russian-Georgian realtions, Russia"s aggressive policy, the period after August war and appeals that stand before the State. Bakradze became aware of problems of Georgians  living in Tallinn. The meeting was attended by the envoy Zurab Marshania. Georgians have emphasized the active work of the embassy in Estonia, that became vivid particularly during the August war. Chairman of the Parliament has given a lecture in Tallinn University- "after-war appeals in Georgia and development of democracy".

USA State Deputy Secretary for Eurasia, and the leader of the delegation Daniel Frid, is contented with the results reached at the fourth round of Geneva consultations- "we have reached a significant success- the agreement about mutual prevention of incidents is an important step forward, that has a positive and practical feature". As he has said, "everybody should detain himself from excessive optimism". Frid has called the situation cerated in the conflict regions of Georgia unsatisfactory and expressed his concern about the situation in Akhalgori and Gali.

By the initiative of Prime Minister of Georgia, new web site was created, that comprises all the necessary and interesting information for local and foreign nusinessmen; presentation of the web site was held by the Minister of Finances Kakha Baindurashvili, in the State Chancellery, that was attended by Prime and representatives of consuting companies. The site will display information about economic indices, tax regime, declared tenders and auctions; it will present all the projects, that the Authority offers to investors, as well as information about new working places and vacancies in government bodies.

Catholicos-Patriarch of All Georgia, Ilia II will return to Tbilisi together with the accompanying individuals, from Germany today at 19:00, with special flight. Patriarch will be met by the members of Saint Sinodi, elesiastics and parish. It is possible that, from the airport His Holiness will leave for the Cathedral Church of the Holy Trinity and raise the thanksgiving prayer to God. With the advise of Georgian and foreign doctors, Ilia II had left for Germany on 4 February, where he had taken the course of medical analysis; Owing to the exhaustion, His Holiness needed to pass the 2-week rehabilitation course. Though, despite the mentioned, Patriarch decided to return to Georgia earlier and had remained in the rehabilitation centre only for several days.

Tbilisi City Court has partially satisfied the businessman Joseph Key"s action about confering the authority to dispose Badri Patarkatsishvili"s property. The court has announced only the resolution part of the decision; the defender side"s claim about announcing execution of Badri Patarkatsishvili"s devise has been satisfied, but recognition of managing inheritance was refused. As Joseph Key"s lawyer Archil Lejava stated, they did not expect such decision. The Court"s decision is not shared by Badri Patarkatsishvili"s family as well; family lawyer states that, recognition of Joseph Key as the executor of Badri Patarkatsishvili"s property, indicates on the court"s tendentiousness, as its evidences do not exist. Both sides will appeal against a decision in the appellate, after court announces the motivation part of the decision on the action.

North-Atlantic alliance will continue to expand, but it is not intended to ignore Russian factor concerning this, stated NATO Deputy General in Krakov while comming out with speech, at the meeting of the alliance of Defense Ministers- "conflict in Caucasus has convinced some, that having good relations with Russia and expansion of NATO, is incompatible; this is not the way it is. In collaboration with Russia, it is necessaty to use all that we have learned, including within the ambit of NATO-Russian Council. Regardless the variety of opinions, it is necessary to continue dialogue with Moscow, that has not stopped even during a cold war".

Georgia is not planning to deploy military bases on its territory; as an alternative, we offer NATO to realize peace operations in Afghanistan, using the county"s air space, stated the Minister of Defense, David Sikharulidze. He has responded this way to the information of President of Kirgizia, spread after the decision of abolition USA military bases, as if Georgia is considered as an alternative of deploying military bases.

"If Russia does not fulfil the imposed responsibilities, the official Tallin will claim to impose sanctions on it and deprive the right of vote in European Council, stated Chairman of Parliament of Estonia Ene Ergma, during the meeting with the Chairman of Parliament of Georgia David Bakradze. Later, Bakradze held several meetings in Estonian Rigikogu.

OSCE active Chairman, Foreign Affairs Minister of Greece Dora Bakoianis, hails the decision made by OSCE members about prolongation the mission mandate in Georgia until 30 June. "I perceive this as the gesture of a good will and consideration that, existance of OSCE mission there is necessary, though this is only the beginning",  stated she at the current OSCE assembly in Vienna.

"Estonia and Georgia remain significant strategic allies. Estonia recognizes Georgia"s territorial entity and will politically support it in all the international levels", stated Minister of Foreign Affairs of Estonia Urmas Paet, after the meeting with the Chairman of Georgian Parliament, David Bakradze. He has emphasized the necessity of strengthening international monitoring in Georgia, and confirmed once again Estonia"s firm support in the way of affiliation with NATO.

Concerning the singing of Georgia"s representatives at "Eurovision 2009", strict statements are made in Moscow. Yana Prudkovskaia, producer of the last year competition winner Dima Bilan, is going to address to the "Eurovision" Coucil and direction of the 1 Channel, concerning the withdrawal of the mentioned song from the competition. According to Prudkovskaia, the song of Stepane and the "Three girls" is an insult to Russia- "Eurovision" is a prestigious competition and not any of the counters. For my opinion, this amoral song has to be disqualified". By the statement of Radio "Moscow Echo", in the text of the song there is really nothing against Putin, though it is heard as "we don"t want Putin, this is destructive and negative".

Common Transport Adminidtration has a new leader-George Bakuchava. As he has stated, improvement of legislative base is planned in the administration, in order the work of Georgian conveyance companies to be simplified. From February 2008 until now, Bakuchava had been the leader of the State Minister apparat for regional manageent. In 2007-2008 he had been the Head of Ministry of Labour, Health and Social Defense Administrative Department. In 2006-007 years- he had been heading the Ministry of Environment Defense and Natural Resources apparat; and in 2003-2006 had been the assistance of Prime Minister. The former leader of Common Transport Adminidtration Irakli Taktakishvili, left the post based on his statement.

Company "KazTransGas-Tbilisi" has not appealed against the decision, made by the Kutaisi City Court and brought 5 000 Gel to the State budget, the fine imposed for violating license terms.

In Kremlin Georgia"s occupation plan is working out, according to which Russian military forces will enter Tbilisi from Tskhinvali and Akhalgori and will occupy the north side of the city, states Russian military expert Pavel Pelgengauer, in an interview given to "Kviris palitra" newspaper. By his information, the second military campaign will be started with minor incident, during which several Russian militaries will be dead and official Moscow will use this fact as the bases for commencing war- "taking Tbilisi is planned; more-its north side, as in Moscow, it is regarded that taking center is not necessary. I have an information that, Russians will  take Vaziani first, next will be aviation factory and international airport; these objects are significant, as Tbilisi remains without aviation help, in a case if Americans will wish to help you. Invasion will happen from Tskhinvali and Akhalgori and everything will end with this". By the statement of Pelgengauer, invasion from Apkhazia and occupation of the west Georgia will also take place. On the question as from where does he possess the detailed information about Russian plan, the military expert responds that, to this day, he still has relation with an old acquaintance George Karasin, who at present is holding a post of Deputy Foreign Minister of Russia, as well as with other military and top-ranking political individuals. He declares that, Georgian Authority is also aware about the mentioned plan.

In relation to the abovementioned, the statement was made in the Georgian Foreign Body as well; as the director of International Organizations Department Sergey Kapanadze has said, "situation is hard, as Russia still continues to expand its military potential in the occupied regions of Georgia".

In the Parliament yeard, memory of junkers, heroically fallen in the fight for independence in 1921, is paid respect- in The Chapel of Annunciation, memorial service will be held for their souls, after which the memorial board will be adorned with the wreath. The arrangement will be attended by the Parliament chairman, deputies and descendants of junkers. In Tabakhmela, respects will be paid to the fighters lost their lives as the result of Georgia becoming Soviet. Obelisk of junkers will be adorned with flowers and prayer service will be held for their souls. In the arrangement, Minister of Labour, Health and Social Defense, individuals heading the Defense Ministry and "Chokhosnebi" will take part. Later, in "Cinema House" movie on the issue of Georgia becoming Soviet will be screened.

With aim to relieve transport traffic in the Capital, the City Hall works on the program, that comprises rehabilitation of present and building of new roads. Within the ambit of the mentioned program 8 new roads will be built. Tbilisi Mayor Gigi Ugulava visited one of the project services, the winner of tender and viewed the current works. "Universal 93" is one of the four winner project services, that works on projecting Shindisi-Tabakhmela road, passyng by Ortachala Tabori mountain. By means of this road, relieve of traffic, transport moving from airport to the direction of the Capital"s center is planned.

By the invitation of MiliMejlis, delegation of Georgian Parliament, headed by Parliament Vice Speaker, the chairman of Group of friendship with Azerbaijan Pridon Todua, will visit Republic of Azerbaijan. Members of the delegation will meet President Ilham Aliyev and Parliament Chairman Octai Asadov. Meetings in Parliamentary committees and with representatives of Executive Authoriry is planned. Azerbaijan side will be introduced with present social-political and economic situation in Georgia; perspectives of the future relations between Parliaments of the two countires will be discussed.

In Ditsi, village of Gori region, public school damaged during the Russian-Georgian war and restored by the "Bank of Georiga", will be opened. The ceremony will be attended by Minister of Education and Science Nika Gvaramia and the General Director of "Bank of Georgia" Irakli Gilauri. From this time on, 260 pupils of Ditsi public school will study in the school of modern standards. Minister will hand presents to the children, sent by Estonian age mates and together with guests, within the ambit of the educative week dedicated to 1921 occupation, he will attend the pupil"s picture exhibition. Within the visit, Nika Gvaramia will meet about 300 teachers of Shida Kartli region and together, they will discuss the improvement of order and education level in schools. Minister will hand certificates to15 teachers, holding President Awards. 

"Equipping Russian military bases in Apkhazia and South Ossetia will be terminated by the end of 2009", stated Nikolai Makarov, the head of Russian armed forces general headquarter at the weapon exhibition held in Arabian United amirates. Makarov has reminded society that, "deploying the bases started in August of the last year, after the agression realized against South Ossetia and preparation of Apkhazia"s attack by Georgia". Russia is going to realize the mentioned, according to agreements about "Friendship and collaboration", signed with de facto Republics.

Irakli Tsirikedze took part in Humberg judoist international tournament in a 100 kg category and held the 3rd place.

At an international tournament of free style wrestlers held in Kiev, Davit Otiashvili got the silver medal in a category of 120 kg; holders of bronze medals are: Besik Guchashvili in the category of 55 kg and Malkhaz Kurdiani in 60 kg category.

Nino Sulukvadze has gained the continents" silver medal in shooting with pneumatic pistol from 10 metres. The combined team of Georgia has obtained the fourth place in a group competition.

If official Minsk recognizes the independence of Apkhazia and the so called South Ossetia, it puts under doubt the issue of its involvement in the new program of EU East Collaboration, stated the Minister of Foreign Affairs of Czechia, Karel Schvarzenberg- "of course, Parliament of Belorussia has a sovereign right to make a decision, though, if it recognizes the independence of the so called South Oseetia and Apkhazia, it will face great problems regarding participation in the EU East Collaboration Program". Parliament of Belorussia has to discuss the mentioned issue at the Spring session.

European Commission has claimed the EU member countries to assist a more significant and urgent help for Georgia, Ukraine, Azerbaijan, Armenia, Moldavia and Belorussia, that it invites to involve in the new program of East partnership. "European Commission has strategic interests from the viewpoint of political and economic stability of these countries", stated Eurocomissar for Foreign Relations Benita Ferrero-Waldner.

In Tbilisi, Turkish-Georgian Forum is being held, in which State Minister of Turkey Kurshad Tuzmen, Prime-Minister Nika Gilauri, Minister of Finance Kakha Baindurashvili, and Minister of Economics Lasha Jvania will participate. From Turkey, 150-people delegation left for Georgia; foreign businessmen are becomming aware with Government presentation- as what situation is in Georgia in relation to economic development. Within the ambit of the forum, work groups will be created to work out specific business progects.

"Christian-Democrats" claim the frequency and duration of appointments to be increased in penitentiary institutions and appeal the Authority with the respective legislative initiative; the project was presented by Magda Anikashvili, according to which, members of the convict"s family and close relatives are allowed to have appointments of short duration or long-term. The duration of the short-term appointment does not have to exceed one hour, though prolonged appointment with members of the family in a specially detached room without administration"s attendance, should be continued up to 72 hours. Male convicts will have the right of 2 short-term appointments in a month and 4 long-term in a year; female convicts- 3 short-term in a month and 6 long-term appointments in a year; if an under aged convict has an officially registered spouse, he/she is allowed to have 4 long-term appointments in a year.

Rehabilitation works at "Engurhess" were renewed- members of the Council of Directors and representatives of German companies, will check whether all the measures are taken to ensure personnel safety. Strengthening safety measures has been decided after the incident happened several days ago, when German specialists were attacked by people in masks, they were assoulted and robbed.

Parliament Chairman of Georgia Davit Bakradze, came out with speech at Armenian national meeting- "it is possible that, mutual-collaboration of legislative bodies of two neighbouring countries, will have decisive significance in solving many issues. Collaboration of Georgia and Armenia is important. Our aims are: to defend the States from internal aggression and regulate the present dangers- that is the bases for progressive development". By Bakradze"s interpretation, today, it is mostly important to create such a system, that will give the possibility to defend independence of Armenia and Georgia, and ensures narrow regional collaboration- "Whatever our relation with neighbouring or non-neighbouring countries may be, state and regional safety interests between Georgia and Armenia, claim for maintenance of partnership and neighbourly relations".

Catholic of Armenia supports the issue of solving "religious conflict with Gerogia"- during the meeting with Davit Bakradze, Garegin II expressed his hope that, dispute between Armenians and Georgians concerning the issue of churches will be solved- "relation between the two countries is warm and friendly. I hope that we will solve all problems with brotherhood devotion.

Georgian government is holding meeting with donors and diplomative corpus- Prime introduces them with State strategy for improvement living conditions of Apkhazian IDP population. According to him, in this direction 138 million gel is considered in budget and the large share of this sum comes from donors; for transparency of IDP population reintegration and accomodation process, Supervision Council will be created, in membership of which, representatives of international and government organizatons will be involved.

In Washington, experts have discussed the Kremlin"s possible plans and situation created in Caucasus. The meeting was attended by Defense Minister of Georgia Davit Sikharulidze. "Kremlin"s management is in crisis, and it is vivid. Tandemocracy and the reign of two kings, that takes place in Russia, might be stable in normal situation, though it is completely impossible in the terms of crisis", stated Russian expert, Andrey Piontkovski. By the evaluation of expert Ariel Koeny, deploying Russian military force in the regions of Georgia is dangerous for the whole region- "Kremlin is in a deep crisis and it is not excluded that it will starts war, for example in Crimea, to redirect the attention on another issue".  

By the statement of Human Rights Defense Parliamentary Committee chairman Gia Arsenishvili, only 31 of 58 Georgian schools, located in Gali region still exist, and they too are threatened to become Russian schools. As Arsenishvili has said, this is a creeping and secret annexation, that is not good for Apkhazia and Apkhazians at the first place. The deputy hopes that, Apkhazians will guess as what harm these processes can really bring for them, and that they will make adequate conclusions.

The process for accomodation of IDPs from Apkhazia will be terminated in 2009-2010 years, stated Minister of Refugees and Accomodation Koba Subeliani. According to him, there are 220 thousand IPD families from Apkhazia living in the country; they are devided to three categories- settled in a collective centre, hiring dwellings and living with relatives. Government conception considers several significant directions, including- giving collective centres to the ownership of IDPs; in 2009, it is planned to give 400 objects to their ownership, that will content more than 50 thousand IDPs; in addition, 23 tenders are announced for the rehabilitation of 41 collective centres.

Russian Federation gave Apkhazia a trade line-code- the information was announced at the Parliament plenary sitting by Vice-Speaker Paata Davitaia and claimed colleagues, that Foreign Affairs Ministry to be instructed to send the respective note to the international trade organization. As Davitaia has explained, giving a trade code is an authority of the World Trade Organization, Russia is authorized to do so, only to the regions, being in its membership.

By the statement of EU chairman country-Czechia"s Foreign Affairs Minister Karel Schwarzerberg, if official Minsk recognized the independence of Apkhazia and the so called South Ossetia, the issue of Bellorussia"s particiation in EU East Partnership Progam will be put under doubt. Russian side has evaluated the mentioned statement as an open political pressure on Bellorussia.

Owing to the EU"s statements, addressed to Bellorussia, separatist Sukhumi is going to review the terms EU"s participation in Apkhazian-Georgian negotiations. "Foreign Affairs Ministry of Apkazia is ready to review the terms of EU"s participation in the mechanism agreed at Georgian-Apkhazian peace dialogue and Geneva meetings, about avoiding-reacting the incidents, " stated de facto Foreign Affairs Minister Sergey Shamba. According to his evaluation, the statement of Czechia"s Foreign Affairs Minister puts under threat Geneva consultations, as the minister"s position resists Medvedev-Sarkozi agreement.

The memory of deceased on 25 February 1921, were paid respects in the whole Georgia with horns, moment of silenc and various arrangements.

"Foreign Affairs Deputy Minister of Russia Grigory Karasin and European Council Commissar for Human Right Defense Thomas Hamarberg, discussed the situation present in conflict regions of Georgia, - reports the official web site of Foreign Affairs Ministry of Russia, - the sides exchanged views about perspectives for developing the situation in Caucasus, and discussed the measures of avoiding the creation of new sources of tension. Karasin has expressed concern about the non-efficient work of international observers in conflict regions and the consentration of Georgian military force.

Parliament, with 86 vote, has approved candidacy of George Kadagidze as the member of National Bank Council. With unofficial infornation, it is possible that Kadagidze will become a future president of the National Bank. According to law, council choses the candidate for presidency from the council"s membership and presents him to the country"s President. It is 17 months since National Bank has no president.

American company "Frontera Resourses", acting in Georgia since 1997, states that, in Dedoplistskaro village- Mirzaani, source of gas and oil is discovered- "this new discovery is important not only for Mirzaani source expansion, but will also give a possibility to conduct wide-scale searching works at minor depths. The company is ready to secure good results in a short period".

Controlling package of "Imedi" Tele-Radio Company-90%- was bought by Arabian "Rakiin Georgia Holding"- the statement about this was made by Supervising Council Chairman Joseph Key. As he has explained, the reason for selling the controlling package was the world economic crisis that has reached Georgia as well. "The patron -"Rakiin Georgia Holding" was found; it will come with investments and will finance all those busiensses, that "Imedi" will need for establishing leadership", stated Joseph Key.

At the postponed meeting of Georgian Football National Championship, Tbilisi "Dinamo" defeated "Zestaponi" 2:0, in virtue of Chernogorian Forvard Ilia Spasovich"s pair goal. Dinamo players got the second place with 38 points, they lag behind the champinate leader "Vit-Georgia" with 3 points. On 28 February, "Vit-Georgia" will host Bolnisi"s "Sioni" in Gori, and on 1 March, Tbilisi"s "Dinamo" will receive Zugdidi"s "wolves".  

State Minister of Georgia in Europe and Euro-Athlantic Structures for Integration Georgie Baramidze, left for Ukraine within the ambit of the working visit. In Kiev, third forum of Europe-Ukraine is opening. Baramidze will address to participants of the forum with speech. He will the attention to the issues of Georgian-Russian war, the occupation of territories of Georgia, ethnical cleansing and new dangers. The forum will be attended by- the former president of Poland Leh Valensa, Vice-Prime of Ukraine Gregory Nemiria, Speaker of Supreme Rada Vladimir Litvin, Leader of "Regional Party" Victor Yanukovych; the Georgian side, together with the State Minister, will be represented by members of the Parliament- David Tkheshelashvili, George Kandelaki, Akaki Minashvili and Givi Targamadze.

In village Otobaia, Gali region, Apkhazian gunmen have severely beat and wounded in a leg local Georgian, Irakli Bigvava, and then threw him in a hole, as they thought that he was mortal. Bigvava had managed to pass to Zugdidi- he informed Georgian side about the incident. The primary aid to the wouded was brought in Zugdidi. After Apkhazians could not find Bigvava"s body in the hole, they laid a siege to his house and demanded from the members of the family not to announce the abovementioned fact. By this time, there are additional forces in village Otobaia.

In an annual report of the USA State Department about Human Rights Defense, situation is exclusively strictly evaluated in Russia, China and North Korea. Several tens of pages of the reports are dedicated to Russian problem- it is said that situation gets more and more worse there, and the most significant factor is named to be the centralization of the authority by Russian president and Prime-Minister, as well as non-existance of free elections. The report points out that, freedom of speech and press independence is under the influence of government-and in the past several years, 5 journalists were killed in Rusiia. Authors of the report state that, mass violations of Human Rights in North Caucasus continue; Russian-Georgian conflict in August 2008, has sacrificed lives of a great number of peaceful individuals, including-journalists. "Russia has used disproportionate force against Georgia; Ossetian armed formations have started ethnic attacks and robbery, owing to what 150 000 Georgians were forced to leave their homes. Russian and Ossetian militaries have managed to occupy this territoru as well", is said in a report.

Chairman of Anticrisis Council, deputy Gia Tortladze states that, he does not see the reason for the council"s dissolution, as he has still lot to do; concerning the displeased members he states that, they do not have any initiatives and have not presented their views as well. About non-existant reasons talks also the authority representative to the council Pavle Kublashvili. The Anticrisis Council sitting was not attended by the representatives of non-parliamentary opposition of the council Bachuki Kardava and Zurab Tkhemaladze, deputy Jondi Baghaturia made explanations instead them. Baghaturia is also dissatisfied with the council and is going to leave it. As he has said, Tkhemaladze had objective reasons not to appear at the sitting. Baghaturia has talked about Tkhemaladze and his mutual idea as well- the council"s sittings have to be open for journalists, in order everybody to be aware as who brings what issue for a discussion. What about the issue of the council"s sitting, they have discussed the problems existing in the places of IDP"s compact settling together with experts.

From March, new system of parking in the Capital will be activated, that considers fining and moving the means of transport standing-stopped by the banning sign to the specially secured, fining area- this process will be controlled by the tender winner company - "City Park". Demonstration of the new system will be held at the fining area located by "Adjara" hotel and it will be attended by the Vice Mayor of the Capital Mamuka Akhvlediani and representatives of company "City Park". At the presentation it was said that, there will be three fining areas in the Capital. "City Park" has gained the right of parking at the Capital"s territory for the period of 15 years. According to the tender terms, 60% of the received sum will be brought to the Capital"s budget. The aim of the activation of new system is named to be the Capital"s relieve from traffic jams.

Foreign investors will be able to get information about tax regime in Georgia by means of "Pocket tax pathfinder", its preparation is the initiative of Ministry of Finance of Georgia. The pathfinder, the presentation of which was held at "Courtyeard Marriott" hotel, is the mutual product of the Ministry and Euro Commission- it represents the simplified version of a tax code. By the statement of First Deputy Minister for Finance Vaja Petriashvili, the pathfinder is the first edition like that in Georgia; it gives informtion about tax regime very simply and will be helpful for foreign investors. At this stage,the pathfinder has been edited only in English language, though it is also planned to be edited in Georgian; this will help Georgian society to become aware of the tax code and changes in it, more comprehensively.

Ministry of Foreign Affairs of Georgia responds to the information spread by Russian Information Agencies, that concerns "genocide realized by Georgia in relation to Ossetian people"- "investigative committee of Russian prosecutor"s office has affirmed the genocide realized by Georgia in relation to Ossetian people". In Foreign Body it is stated that, once the ministry has already made a comment concerning the statement of Bastrikin- "Bastrikin"s statement represents the following example of a complete lie and it does not cause any surprise at the backgroud of Russia"s misinformative campaign passing agains Georgia. International society is well aware of the truth: hundreds of killed and thousands of IDPs of peaceful population, burnt and destroyed villages- these are only the results of an open military aggression realized by Russia in August 2008, though Russia"s criminal policy of 90ies of the past century, has sacrificed hundreds of thousands of people"s lives and hundreds of thousands of people were forced to leave their places".

Georgian Government made a decision to finance the magisters" studying abroad, travelling and living expenses, stated Prime Minister at the sitting- about 50 best universities and schools of the world are chosen. By the statement of Minister of Education Nika Gvaramia, priority-oriented directions are chosen as well- business administration, law, medical, social, humanitarian, precise natural sciences, and art. The list of universities and colleges will be published at the official web site of Ministry of Education.

President of Georgia met Batumian teachers and handed monetary premiums to them. While meeting with them, Mikheil Saakashvili has talked about school"s optimisation and current reforms. By the statement of President, within three-year program, increase of wages and giving vouchers is planned; for the mentioned program 48 million Gel is considered in this year. "We will do everything in order teachers not to become oppressed in sush a hard situation and their condition to be improved. Education is the main priority; the main figure is a teacher", stated Saakashvili. President has introduced with the Batumi rehabilitation program.

50 families, exiled by Apkhazian separatists from Gali region"s village -Otobaia, sought their shelter with Ganmuxuli village population, Zugdidi region. Local government has apportioned space for them. Apkhazian police has exiled Georgians after the fact, when the villagers helped wounded 24 year Irakli Bigvava to get to Zugdidi. After the mentioned, Russian occupants have depolyed 30 units of hard equipment additionally, in Gali region. EU representatives are obtaining information from the exiled Georgians.

Internal Affairs Ministry of Georgia, claims international organizations to urgently react concerning the mentioned fact; by the statement of Foreign Affairs Deputy Minister Alexandre Nalbandov, specification of the happened and checking the information is passing, after which Georgian side will realize all the necessary arrangements. Apkhazian legitimate government evaluates the happened as ethnocleansing. Parliament Temporal Committee for Restoration Territorial Entity evaluates the incident as the beginning of new wave of ethnic cleansing, in which the occupant side is already apparently taking part and claims international organizations to work for the creation of new peace format and international peace contingent, with the aim of ensuring stability and safety in conflict zones.

Ministers" are added to fulfil a new functon- according to the bill apporoved by the Parliament, ministers are authorized to endorse the head of public law juridical person entered in ministry"s system about appointment and dismissal of employees from the post. The bill points out that, giving this authority to a minister, will create more flexible governing mechanism- "the mentioned addition will give a minister an ability to participate in making decisions, conducted by personnel sphere, and to fully realize a State control over public law juridical individuals acting in the sphere of State government ". Parliament will start discussing a project of changes in the law about "Georgian government structure, authority and acting rule" in the nearest committee week.

Minister of Regional Development and Infrastructure Davit Tkeshelashvili and chairman of the Road Department Ramaz Nikolaishvili, will attend an opening of the rapid-transit highway construction"s  second turn works.

Russian Federation offers NATO to discuss the situation in Caucasus and with this aim, it offers North Atlantic Alliance to hold Russian-NATO Council sitting, stated permanent representative of Russia to NATO Dimitri Rogozin- "Moscow insists on holdong serious talk, but not at the level of ambassadors, but with the participation of Russian Federation General Headquarter"s representative". In the Foreign Affairs Ministry, enclosure of the United States of America and Georgia"s mutual document was signed, that concerns the improvement of ways for fight against nuclear materials contraband and considers strengthening regulating system of Georgian nuclear material, as well as additionally locating radiation detectors at the borders and improvement the security personnel training. Since 90ies, USA has helped Georgia with more than 275 million dollars, in this direction.

Minister of Foreign Affairs of Georgia Grigol Vashadze, met with the President of Ukraine Victor Yushchenko. Together with actual isssues, the sides discussed the topics of energetics- the talk concerned the preparation of 2009 energetic forum, that is to be held in Georgia. Yushchenko and Vashadze also talked about GUAM collaboration and UN-OSCE role in the case of conflict regulation. President of Ukraine has confirmed that, Ukraine supports regulation of conflicts in a peaceful way, within the ambits of defense the territorial entity and sovereignty of Georgia.

Apkhazian so called embassy will be located in the building of the XIX century, at Moscow centre; on its facade there are symbols depicting "Free Masons", that was the first mason unification in the world. Existence of these symbols at the facade-hammer and pick-shows that the owner of the house was a mason. Prince Gagarin too, after which the street was named, was a famous member of the "Masonic Lodge" and the founder of the "Eagle Lodge". "Very huge repairs and restoration works have to be conducted, that will need at least two years ", states Apkhazian so called ambassador to Russia, Igor Akhba.

Advertisement about strong alcoholic drinks will be broadcast by means of television after 23:00- the amendment entered the bill "About Advertisement", that allows the mentioned advertisement to be permissible until 1 January 2011; spreading advertisement on avenues of cities and  populated areas, as well as at bridges, squares and means of transport is also possible. The authors of the bill are deputies - George Meladze, Pavle Kublashvili and Lasha Tordia.

At the post of the president of National Bank of Georgia was appointed the alredy former head of Financial Supervising Agency George Kadagidze- the information was affirmed by Nation Bank. After Roman Gotsiridze left the post, the president"s responsibility was fulfiled by Vice-President David Amaghlobeli.

Prime Minister Nika Gilauri plans to foresee considetrations of Anticrisis Council about establishing Department of Statistics as an independent body- he has made a statement about this at the council"s sitting. According to him, he is always ready for collaboration with the parliament, accordingly, changes to the project already worked out, is not excluded. What concerns the bill, in which foreign and local experts took part, working on it has been finished.

In Georgia, there are 26 political convicts, stated the executive director of non-governmental organization "Centre for Human Rights" Ucha Nanuashvili. After studying the cases of convicts and according to the determined scheme, the centre has displayed 26 political convicts, including- Temur Jorjoliani, Nora Kviciani, Omar Kutsnashvili and Shalva Ramishvili, that Nanuashvili names as being the most veteran political convict. The mentioned report will be sent to the diplomatic corpus and international organizations including- the International Federation for Human Rights, representatives of which visited Georgia last week. They will use the received information in April report.

50 families, exiled from the village Second Otobaia, Gali region yesterday, returned to their homes, - the informtion is proved by the Apkhazian Autonomy Republic media centre,-Apkhazian side has allowed all the families, except the family of Bigvava, to enter the village. In the village, there are representatives of UN observing mission.  

Chairman of International Investigation Committee studying Russian-Georgia war Heidi Taliavin will leave for Apkhazia. He will meet de facto president Sergey Baghapsh, de facto vice-president Raul Khajimba,  de facto Foreign Affairs Minister Sergey Shamba and de facto Defense Council deputy Stanislav Lakoba; meeting with UN representatives is planned.

Confrontation between Tskhinvali and Moscow matures,- by the information of the newspaper "commersant", this fact is connected to the control of finances, given out by Russia for restoration works in the so called South Ossetia,- the sitting of Russia"s interdepartmental commission, that curates the restoration works in Tskhinvali region, was disrupted. The reason for the confrontation was the initiative of the Russian side, about creating special directorate in the Ministry of Regional Development, that have to control the finances; as well as giving the sum by means of North Ossetian Treasury. Tskhinvali will be completely removed from being in charge of the given finances, that is unacceptable for it. "As there is no money, nobody has taken the wage  in the republic, since the New Year, including-members of the government. It is impossible not to cause a worry", states de facto Vice-Speaker Hasan Pliev.

Two Georgians abducted  by Ossetian gang formations- David Kapanadze and Demur Tchigladze-still remain in a captivity. They are taken to the Tskhinvali so called law-enforcement body, where a court process will be held. The abducties are acused in carrying out the weapon illegally and violation of the so called frontier.  

From 2 March to 30 June, population will be able to buy a preferential insurance package- the 5Gel insurance program is realized with President"s initiative of and considers the available health insurance. The mentioned package comprises three directions-compensation of trauma treatment, urgent  stationary and primary medical aids; 70% of the insurance sum will be compensated by the State budget, citizens will pay the sum of one year, 19.80 Gel, in advance. (Citizens pays 1,65 monthly and the State- 3,35 Gel).

Visit of Georgia"s Presindet to Arabian mirates, the aim of which was bringing investments, has been terminated. In Abu Dabi, Mikheil Saakashvili met with the country"s prime minister, ministers of Foreign Affairs, Infrastructure and Education- agreement is reached that Georgian citizens will travel to emirates without visa. President of Georgia met businessmen of Ras Al Haima emirate as well, that are already realizing investments in Poti free economic zone, in port; they build grandiose trade centre at Tbilisi entrance. Mikheil Saakashvili received guarantees from them that, in site of the world economic crisis, that has harmed economy and delayed investments in many countries, bringing Arabian investments in Georgia will continue.

Vice-Prime George Baramidze left for Latvia within the framework of working visit- he will meet the country"s president, prime-minister, minister of Defense and other official individuals, he will also take part in an international conference "Trance Atlantic Integration of Georgia and Consolidation of Democracy", at which Georgia"s Euro-Atlantic strives, internal and foreign appeals, dangers will be discussed; accents will be made on the course of democratic reforms. At the conference, Baramidze will come out with the speech and will direct attention on the situation created in Georgia, results of Russian aggression, new dangers and significance of international society"s more active involvement in a case of avoiding them. "Cheap credit" will be equally distributed to all the Georgian regions this year,- stated minister of Economic Development Lasha Jvania, before the government sitting,- to the end of March, credits will be given out to those companies that has already won, after-will be distributed by commercial banks themselves; the most optimal version is that banks consider themselves as which project receives credit in the region. Procent rate remains law- maximal value is considered by 12 procent. 20 million Gel is considered for the project, and possibly, its value will be increased. Opposite from the last year, this year, "cheap credit" will be given not only to  those factories that already have manufacturing and want to increase, but to new projects as well. Arrangements concerning approval and fulfilment of the project, were discussed at the government sitting.

Delegation of Foreign Affairs Ministry of Georgia is visiting islamic republic of Iran, within the framework of the working visit, that is headed by the deputy minister Alexandre Nalbandov. Georgian guests were hosted by the republic"s minister of Foreign Affairs. Meetings with the minister"s first deputy, chairman of mejlisi foreign policy and national defense commission were held- at negotiations they discussed the issues of situation of mutual political-economic relations existing between Georgia and Iran islamic republic and collaboration in the sphere of embassy; the sides have emphasized the significance of multilateral collaboration within the ambit of international organizations. At the meetings, they also talked about situation created as the result of Russia"s aggression realized against Georgia and occupation of the territories. The sides have agreed that, meetings-mutual consultations will continue, and take a regular feature.

Regarding the opening of defense sections of Georgian-Russian interesets, ambassador of Switzerland to Georgia Lorence Vanbek and deputy minister of Foreign Affairs Giga Bokeria, will exchange notes in the embassy of Switzerland- on 4 March, at 12:00 by Tbilisi time, and at 11:00 by Moscow time, the mentioned sections will be opened in Tbilisi and Moscow.

"Russian Federation will supposedly start to give out visas, hovewer restrictedly. Visas will be given out not by the embassy of Switzerland, but from where there was a Russian Federation formerly, now-it is the section of Russian interests of the Switzerland embassy", interpreted minister of Foreign Affairs Grigol Vashadze.

Population does not have to have an exaggerated opinion concerning the renewal of giving out visas, declares deputy minister of Foreign Affairs Nino Kalandadze; as she has explained, the regime that used to be before ceasing diplomative relationships with Russia, will be renewed, -namely, visas will be given out to the limited category, with the limited quantity, and by means of representatives of Switzerland.

Exchange of notes about giving visas between Georgia-Russia will take place, stated the minister of Foreign Affairs at the traditional briefing held on Monday. The document will be signed by the ambassador of Switzerland to Georgia Lorenzo Amberg and deputy minister Giga Bokeria. Regarding the issue of Ukraine, establishing visa regime for Georgians, by the interpretation of Grigol Vashadze, there is no danger, as the Minister of Foreign Affairs of Ukraine has officially announced that  misinformation was spread by media.

Leader of the Foreign Body responded to the statement of USA Secretary of Defense Robert Gates, concerning Putin"s imperialistic intentions. "Russia will try to kill Geneva format, it creates problems to all international organizations, being its member itself, including OSCE and UN works in Georgia. The fact that Russia and separatists refuse to fulfil the agreements made in Geneva, is the one more example that- agreeing with Russia is useless", stated the minister. He has made a comment on the statement of de facto Foreign Affairs minister of Apkhazia Sergey Shamba, as well- "no matter how much you speak to representatives of the puppet regime or to Russia, agreeing with these people has no meaning, as on the following day of the agreement, they refuse the document signed by them". "It is possible that, OSCE will discuss the issue of prolongation the organization"s mission mandate in Georgia once again", pointed out Vashadze. According to the last decision, OSCE mandate in Georgia will be prolonged for four months.

Russian occupants continue to deploy fighting technic and live force in villages of Gali region-in the military bases there are "N 72" type tanks and fighting machines of landing force, two echelons of armament are entered, fighting materials, in Sukhumi and Ochamchire two military ships are standing; the road at the river Psou is closed, population has no opportunity of relocation-in each section that the population used to use to move to Zugdidi, now there is a hard equipment deployed. Particular mobilization is observed in villages: Pichori, Nagida, Zemo Barghebi, Saberio and Otobaia; at the territory of military bases of Chuburkhinji and Achigvara, quantity of live force exceeds 1 000 soldiers.

By recognition of Georgia"s separatist regions, Russia has made one of the greatest mistakes during its history, - states the leader of Russian opposition Boris Nemzov, in an interview given to Spanish newspaper, - economic situation worsens more and more, that is why, autonomies will not receive money any more; as the result, their strive to independence will become more severe-Tskhinvali and Apkhazia will be serve as an example. The Authority"s approach towards Georgia have confronted us with the world.

Concerning the mother"s day, deputy mayor of Tbilisi Niko Ckachirashvili, and head of the City Hall social service Mamuka Katsarava, handed the monetary aid of 1000 Gel to Grigolians large family.

Chairman of Autonomy Republic of Apkhazia Malkhaz Akishbaia, congratulated mothers, lost their children in a war of Apkhazia with the mother"s day- and signed the order- they will receive a monetary aid of 100-100 Gel. "I want to congratulate you on this day, and express sympathy once again. All the representatives of our government and I personally, are ready to meet you any time, listen to your problems and maximally help you", declared Akishbaia to them.

In Rustavi, Chairman of the Parliament David Bakradze, visited the family of Vakhtang Gzirishvili, a soldier perished in the August war, and handed to the mother of the perished soldier the icon of The Virgin. According to Bakradze"s statement, in the nearest future, the new legislative package will be created- families of the deceased and wounded will receive additional compensations, more higher pensions and other privileges.

On the base of Iashvili Clinic, National Center of Children’s Development was opened, created within the framework of acting plan approved by the Early Childhood Development alliance of the Parliament. First Lady of Georgia Sandra Roelofs, deputy chairman of Parliament of Georgia, chairman of the alliance Gigi Tsereteli, minister of Health and Social Defense, Alexandre Kvitashvili, members of the parliament, representatives of the ministry of Educatioan, as well as international and donor organizations attended the presentation of the Children’s Development Center.

By the 25 February decision of the Russian government, the so called South Ossetia and Apkhazia are taken out from the list of those conflict zones, where Russian militaries and officials have considerable privileges. By the statement of deputy minister of Foreign Affairs Nino Kalandadze, Russia regards the regions, as territories, being under its protection and the mentioned decision has to be evaluated as the mean of demonstrating force.

Chairman of Apkhazian autonomy republic government Makhaz Akishbaia, responds to the visit of chairman of international investigating commission studying Russian-Georgian war to Apkhazia, Heidi Taliavin, and states that, separatists have given him false materials. Akishbaia plans a private meeting with Taliavin and handing him those materials, that depict the existing situation objectively. Heidi Taliavin met Sergey Baghapsh and Sergey Shamba- they talked about Russian-Georgian war, human rights defense and admission of international missions to Apkhazia. Taliavin plans to visit Gali region, after which he will return to Tbilisi.

According to the government"s new initiative, common master"s examination will be held in the summer and following from the results, State grants will be given out for Master"s Studies- in a whole, about 1 000 Master"s Degree candidates will be financed, and the grant will comprise the sum from 1 000 to 2 250 Gel; mobilization general value of the program- 2,2 million Gel, had been managed with the principle of the so called tightening belts, stated minister of Education Nika Gvaramia. Priority directions are chosen as well- Business Administration, Law, Medical, Social, Humanitarian, Precise and Nature Sciences and Art.

President of Georgia Mikheil Saakashvili, met the personnel of Electric Carriage Repair factory. He has talked with the employees of metropolitan railway on problems, that the country is facing today. Regarding worsening the economic situation in the world, Saakashvili declared that Georgia has a realistic chance of overcoming the crisis- the government has mobilized 1 million Gel from tenders, that will be used for population, and in the nearest future, creating of 30 000 working places is planned. President has refused the information, spread about bringing investors to the metropolitan railway, and stated that the underground is not for sale.

In Brussels NATO-Georgian commission sitting will be held, before- NATO ministerial is planned. At today"s meeting, issues of NATO-Georgian relationships following stage and NATO-Russian collaboration, will be decided. Minister of Defense David Sikharulidze will take part in the sitting of NATO-Georgian commission, together with minister of Foreign Affairs Grigol Vashadze. "This will be a special meeting, held on the bases of Georgian side"s claim. We will present out view, as how Georgian-NATO collaboration should be continued", stated Vashadze. The face to face meeting of minister of Foreign Affairs of Georgia and USA State secretary is also planned today. In brussels, within the framework of the visit, Georgian delegation will hold several other meetings- prime-minister of Georgia Nika Gilauri, will meet Belgian colleague and Eurocommissars; official negotiations concerning the issue of simplification visas will be started. At NATO ministerial, issues of Afghanistan and Russian Federation will be decided- NATO will consider new strategy of the alliance, in relation to Afghanistan; ministers will listen to the view of USA new administration, after they will discuss the issue of collaboration with Russia. The alliance talks about restoration the NATO-Russian Council work, as this is the council"s format, within which the issue of Georgia has to be considered; it also talkes about how does Russia fulfil the imposed responsibilities. What about bringing goods in Afghanistan via Russia, USA has already sent one echelon. With the agreement of Russian and German Defense bodies leaders, goods of Germany for military soldiers being in Afghanistan, will be brought via Russia. Russia already has the similar agreement with France and Spain.  

Commission chairman Levan Tarkhnishvili and parliament vice-speaker Mikheil Machavariani talked about the issue of central elective commission"s involvment in the process of working on the elective code. AS Tarkhnishvili has stated, that while working on the code, CEC (central election committee) can not be involved in political issues and decision making, though the commission has suggestions and considerations about technical issues of the code- elective lists, appeal procedures. He has noted that, elective lists became a political issue.

Leader of EU observing mission Hans Yorg Huber comes out with the new initiative- he calls for the activation the mechanism of avoiding incidents, that has been agreed by the sides in Geneva. "The last case of Georgian"s abduction evidentiates that, progress is needed for realization the mechanism of avoiding incidents,- declares Huber,- the issue of relocation at the administrative frontier line should also be solved".

By the opinion of de facto minister of Foreign Affairs Murat Jioev, Huber"s statement puts Geneva format under the question- "what worths Hubers statement that the aim of his mission is to defend Georgia"s territorial entity and not to allow other States to recognize independence of Apkhazia and South Ossetia. EU observers, with him in charge, have not reacted in any way on the recent shootings in the direction of Tskhinvali. Then he had declared that, he had not been admitted to scene of an accident. It is interested, whether he had more bases for such a statement".

Chairman of Lithuanian Seim Arunas Valianskis, Tbilisi Mayor Gigi Ugulava and Minister of Environment Defense and Natural Resources, will visit forest massives of Borjomi ravine, burnt out as the result of the Rusian aggression, and plant saplings symbolically, in the borough of Tsaghveri. Lithuania condemns ecocide realized in Georgia by Russia, as the result of which, 950 hectare of the forest had been burnt out in Borjomi revine and the economic loss, that exceeded milliard USD.

Member of Moscow City Deliberation Budgetary-Finance Committee Alexander Krutov stated that, authority of Moscow is going to give out 1 milliard 86 million rouble, for restoration the so called South Ossetia"s social and engineering infrastructure.

"Giving out 1 milliard 86 million rouble by the authority of Moscow for restoration the so called South Ossetia"s social and engineering infrastructure, is the continuation of the annexion of territories of Georgia. If Russian forces leave the territory of the so called South Ossetia, Georgia is ready to give out a certain sum for restoraion its infrastructure. We have 4 milliard USD, this is far much in comparison to what Russia is going to give", stated vice-speaker of Parliament of Georgia Mikheil Machavariani, in a report of "Echo Moscow".

Together with the delegation, Tbilisi is visited by the chairman of Lithuanian Seim, Arunas Valinskas. He has met the Parliament chairman, deputies and minister of Foreign Affairs. Valinskas will take part in a Georgian-Lithuanian building BusinessForum, planned at "Sheraton Metechi Palace" and will meet with minister of Economic Development, later with President of Georgia.

Separatist government of Apkhazia has sent Ministry of Foreign Affairs of Russian Federation a protest note. The concern of separatist regime was caused by the fact that, in Russian Federation new passports, given to Apkhazian citizens, instead of Apkhazia, Georgia is written as being the place of birth. Minister of Foreign Affairs of separatist regime, Sergey Shamba will leave for Moscow to figure out the reason why Georgia has been written in passports as the place of birth.

Prime -Minister of Georgia Nika Gilauri is visiting Belgium- he will hold meeting with the EU High Representative Havier Solana and Eurocommissar Benita Ferrero-Waldner, as well as with the chairman of The European Parliament"s Foreign Affairs Committee. "The issues of free trade, and visa regime simplification will be discussed. Negotiations in this direction have to be started in the nearest future", stated Gilauri.

In Brussels, on 5 March, meeting of NATO member countries" ministers of Foreign Affairs will be held, after-the sitting of NATO-Georgian commission, in which, together with the prime minister Nika Gilauri, minister of Defense Davit Sikharulidze will take part.

By the statement of the "Rosokhranculture" service leader Alexander Kibovski, "During the August war Georgian side had damaged cultural monuments of South Ossetia". Minister of Foreign Affairs of Georgia responds to Kibovski"s statement- "Russian Federation had not only realized military aggression against Georgia, but together with gang-formations of Tskhinvali puppet regime, destroyed Georgian and historical monuments existing in the region, with which it has violated the "the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict". Foreign Body condemns naming the cultural monuments of Georgia by Kibovski, as being monumnets of the so called South Ossetia - "the Church of St. George, in village Kavta, has the same relation to the South Ossetia, as "Rosokhranculture" service -to the culture, and Russian Federation-to the international law. Together with the occupation of Georgia"s territories, Russia tries to appropriate Georgian people"s cultural and historical monuments".

"Embassy of Switzerland will have no direct relation to giving out Russian visas, visas will be given out by Rusian Interests Defense section, established in the embassy, that is located in the building of Russia"s former embassy", stated director of European Integration Department, Ministry of Foreign Affairs, Kakha Chitaia. The mentioned section will start functioning from tomorrow. Visas for Georgian citizens will be given out with the limited quantity, and only on the bases of humanitarian, urgent medical aid, and invitation of close relatives. Limitations are established only from Russian side, Georgia, from its side, will not create problems to citizens of Russia.  

The term of ultimatum, presented by Alasania-Gamkrelidze-Usupashvili alliance to the government, expires. By the statemetn of Majority, on the background of the crisis, holding referendum and special elections, will be the most erroneous decision and will not bring anything good to the country. "Referendum or special elections will hinder Georgian Authority in realization priorities in the nearest future- giving out cheap credits, creating working places, overcoming crisis- that are most important at this stage. Instead of claim of referendum, it will be more efficient, if opposition attempts to realize these priorities with us", stated chairman of Parliament Foreign Relations Committee, Akaki Minashvili.

In the United Transport Administration of Georgia, no official statements have been entered from the side of any of the Russian companies, about direct aviaflights from Tbilisi to Moscow, stated the administration leader, George Bokuchava. United Transport Administration has given permission to Armenian aviacompany "Armavia", concerning realizing Erevan-Tbilisi-Erevan flights, that plans to conduct flights to Moscow via Tbilisi. It is up to the traveler, wanting to fly to Russia, to chose whether he/she will fly to Moscow via Erevan, Minsk, Kiev, Baku or Istanbul. "Armavia" will start realizing flights Erevan-Tbilisi-Erevan twice a day, from 10 March.

By the statement of Ministry of Foreign Affairs, at 100:00, Russia has violated Georgia"s airspace- from the side of village Pichori, occupied by Russia, "MI-8" and "MI-24" type airplanes flew in, that flew over and took pictures of posts of Foreign Affairs Ministry of Georgia, located in Ganmukhuri and Khurcha. On 4 March, analogic flight has been fixed twice.

Minister of Refugees and Accomodation Koba Subeliani, and Deputy Minister or Foreign Affairs of Italy, Senator Alfredo Mantica had been visiting the new settlement of IDPs in Tserovani. They met victims of the Russian aggression. Senator expressed his support to the Georgian government policy- concerning the restoration of contry"s territorial entity, prolongation the negotiations in Geneva format and returning IDPs in places of constant dwelling. Subeliani thanked the guest for support, and pointed out that, government of Italy has done a great bit in helping the population, suffered during the August war.

In Batumi, President of Georgia Mikheil Saakashvili, met Prime-Minister of Turkey Rejeb Erdoghan. The sides will attend the ceremony of opening mutual custom-rotation point, at the section of Sarpi, Georgian-Turkish frontier. Mikheil Saakashvili named Rejeb Erdoghan as being an exemplary politician. President has noted that, Georgia and Turkey has managed to do this, that no other county in the world, other than Switzerland and France, has done- "several years earlier, Prime of Turkey had said that, visa regime had to be abolished between us; today, there is no visa regime between Georgia and Turkey, and no artificial barriers. Two years earlier, he said that, there would be free trade between our countries; today, Georgia has an agreement with Turkey about free trade. I want to wish the Prime success, in the business of Turkey"s development". President has also talked about the development of Batumi; as he has stated, "Batumi is not a blind alley any more- the city restores its functions, as the most important center of a Black Sea country ".

NATO member countries" ministerial of Foreign Affairs was opened by Yaap de Hoop. As he has said, "issues that have not been agreed with official Russia still remain and one of them concerns the August war, owing to what NATO-Russian relationships have been stopped. NATO"s and Russia"s attitudes to Georgia radically differ from each other, though I have to confess that, we have common interests-the issues of Afghanistan, fight against terrorism and  non-proliferation of massive weapon".

"We claim distinctly and very strictly that, we support Georgia"s territorial entity. We do not want to see an isolated Russia, that can be caused by recognition the independence of Apkhazia and the so called South Ossetia", stated minister of Foreign Affairs of Britain, David Milibend.

By the statement of Foreign Affairs minsiter of Germany Valter Shteinmeier, at the ministerial, discussing the issues of stability and safety is planned, including conflicts existing in Caucasus, namely-problem of Georgia.

At the post of the first deputy minister of Defense of Georgia, head of general headquarter, Vladimer Chachibaia will be appointed, and the post of the general headquarter"s head will be filled by the senior deputy of the same headquarter, general Devi Chankvetadze. Initiator of the mentioned staff changes is the minister of Defense Davit Sikharulidze. "Vladimer Chachibaia will become my first deputy, which will curate the defense policy and planning department, analitical department; in addition, I want to ask and pass him the sphere of education. Both- Kenchadze and Chachibaia are the best cadres", stated the minister.

"USA will not recognize interests of the country, that humiliates the sovereignty of the other country"- stated Deputy of State of the United States,  Hillary Clinton in Brussels, at the press conference held after the end of NATO Foreign Affairs ministerial- Authority is not going to take a serious interest regarding problems created in the East Europe ". He has pointed out once again that, the USA supports Georgia"s and Ukraine"s strive to NATO- "I think they will not be the objects of intimidate by Russian side. Doors of the alliance will be opened for Georgia. NATO should never recognize the independence of Apkhazia and the so called South Ossetia and Russia, that tries to return its former "greatness", has to fulfil all the responsibilities- withdraw armies from the occupied territories". As Clinton has noted, restoration of NATO-Russian relations may be regarded as the positive signal. Secretary of State has expressed hope that, his meeting with the minister of Foreign Affairs of Russia Sergey Lavrov, will bring a positive result. According to his statement, USA, as the alliance member, has common interests of defense and regards this responsibility to be serious.

NATO has restored relations with Russia with promise to cease the building Russian of military bases at the occupied territories of Georgia- the decision about this has been reached in Brussels, at the NATO member countries Foreign Affairs ministerial, after the prolonged discussions. The summit has been the most boisterous in the history of the alliance, as there have been significant resistances concerning the issue of restoration relationships with Russia- Lithuania had been categorically contradicting the renewal of relationships with Russia, though, as one member of the alliance is not authorised do use veto, the positive decision has been made. The positive decision on the mentioned issue, have been resisted greately by the Great Britain as well. After termination the ministerial, ministers of the alliance member countries" Foreign Affairs stated that, "NATO"s position is unchanged-building Russian military bases in Apkhazia and the so called South Ossetia is impermissible". European diplomats have expressed dissatisfaction towards Russia once again, about non-fulfilment of taken responsibilities, and claimed Kremlin once again to fulfil the reached agreement.

Alliance is going to discuss the issues of deploying military bases by Russia at the territories of Georgia and recognition the independence of separatist regions in NATO-Russian format. Renewal of the mentioned councils" sittings will be decided at the ministerial- ministers of Foreign Affairs agreed to use the council"s format for discussing all the problems regarding Russia, making decision and establishing practical collaboration. "Ministers will try to convince Russia to the fulfil imposed responsibilities regarding Georgia", announces NATO website.

At Brussels ministerial, deputy general of the alliance Yaap de Hoop Scheffer, made a statement about Russian-Georgian conflict- "we were deeply concerned by the conflict in Georgia and about recognition the independence of Apkhazia and the so called South Ossetia by the Foreign Affairs ministry of Russian communique".

In Tskhinvali, the head of international committee studying Russian-Georgia war Heidi Taliavin, meets Eduard Kokoiti, reports de facto Committee of Information and Press. Before the mentioned meeting, Taliavin was met by the representative of de facto president for post-conflict regulation, Boris Chochiev; the meeting was attended by de facto Foreign Affairs minister Murat Jioev, and his de facto deputy Alan Pliev. By the statement of Jioev, Tskhinvali wants to collaborate with the international mission, in order the mission to "ascertain real reasons of Georgian agression and announce them objectively". He had handed the mission ex-minister of Defense of Georgia-Gia Kharkharashvili"s report. Taliavin had thanked them for the consent of collaboration and stated that, the missions objective is only studying the facts, and not their investigation.

Foreign Affairs minister of OSCE active chairman country-Greece, Dora Bakoianis, welcomes the decision reached about restoration the relationship between the alliance and Russian federation, at the ministerial of NATO Foreign Affairs- "full using of NATO-Russian Council"s abilities is very important. We have to act together in the direction of fight against terrorism, Afghanistan, massive destruction and non-proliferation of nuclear weapon".

Concerning NATO-Georgian Commission sitting, Ministry of Foreign Affairs of Georgia announces official statement. By the information of the Foreign Body, the sitting was headed by the NATO Secretary General, Georgian delegation- by the minister of Foreign Affairs. At the mentioned sitting, following issues have been discussed- perspectives of Georgia"s integration in the alliance, ways of solving the conflicts and perturbing increase of Russian military potential at the occupied territories; the issues of current democratic reforms and economic situation in Georgia have also been discussed. "Alliance members noted the progress reached by Georgia and emphasized readiness to help on the way of NATO affiliation. They have affirmed a solid support of Georgia"s sovereignty, concerning territorial entity and claimed Russian Federation to completely fulfil the 6-paragraph agreement. It was noted that, one of the main goals of restoration collaboration within the framework of NATO-Russian Council, is holding a discussion about issues concerning Georgia", was pointed out in the statement. By the ministry"s information, meeting of minister of Foreign Affairs of Georgia with the USA- Scretary of State has been hold.

By the statement of Sergey Baghapsh, all the Russian projects will be brought to the end- "We have signed an agreement with Russia, according to which, Russian bases will remain for 49 years in Apkhazia and 3 800 militaries will serve here". As he has said, "financial crisis will have no influence over the realisation of Russian projects; in Ochamchire- deploying not hundrens, but only several battle ships is planned, that will move near Georgia"s frontier, in Apkhazian aquatory.

Within the framework of program "Bibliobus", Embassy of France is holding a cognitive tour in three Francophone schools of Gori region, suffered as the result of the August war. The project considers travelling with little library, supported by Francophone animations and games. In Tkviavi, Kere and Plavi schools,  workshops of free reading, games, drawing and albums will be established.

Mayor of Tbilisi Gigi Ugulava had visited service center, where he started to give out preferential plastic cards of travelling by municipal transport, for public schools and employees of kindergartens.

"Alliance for Georgia" starts a wide-scale campaign, in order those, who wishes to do so, to confirm their support concerning the change of Saakashvili"s government in a peaceful way and holding pre-term presidential elections. By the statement of the alliance leader Irakli Alasania, plebiscit, comprising the whole Georgia will be held, that will bear a function of moral responsibility to the government; in the Capital as well as its regions, the alliance special headquarters will be activated.

Within the framework of working visit, Foreign Affairs Minister of Georgia, Grigol Vashadze is in Japan. He will meet his Japanese colleague, parliamentary vice-minister of Foreign Affairs minister and members of House of Representatives. Vashadze will visit the Trade Association of Japan with Russia and former Soviet Union countries, and will adress with speech to the association representatives, concerning the investing situation in Georgia. He also plans to give interview to the leading magazines and newspapers and telecompanies.

20 candidate members of National Council of Communications, will be presented to the parliament bureau, 5 of them will be chosen, including one being with opposition quota. Specific information about supposed candidates as unknown, as well as which former member of the commission will maintain the position. According to the information spread, Irakli Moseshvili will be the one with opposition quota in the commission. The repeated selecion of the National Committee of Communications, became needed when after the agreement reached with opposition, changes have been brought to the respective law, according to which, opposition will also have its one member in the commission.

Supposedly, the post of ambassador of Georgia to OSCE and Vienna for Reintegration will be taken by Deputy State Minister Ruslan Abashidze- the issue will be raised at the today"s sitting of Parliamentary bureau. Also the issue of Georgia"s ambassador candidatures to Uzbek and Afghanistan.

As the result of the explosion happened in Akhalgori, three Russian soldiers were dead and fifteen of them injured- Russian side and separatists do not spread any information about them. Military investigators, specially come from Russia, and experts are checking the place of occurrence. According to one of the versions, military escort, moving in direction of village Khancheti, was technically, that caused the explosion- two "Grad" type large-calibre firearms equipments have been annihilated. In Akhalgori region, the state of emergence is announced, though Russian general officers do not give the incident a qualification of neither terroristic act, nor the diversion. Part of the local popuation is in panic- they are leaving their own homes.

The military depot, located at the occupied territories between villages of Akhalgori region-Garuban and Vashlovani, exploded; presumably, there is casualties. By the statement of Regional Council chairman Avtandil Khochishvili, at the mentioned territory, separatists had depot of armament. The reason of the fire is not ascertained.

Chairman of Protected Territories Agency- George Shovnadze and rector of the State University of Georgia"s Subtropical Household- Roland Kopaliani signed a memorandum, according to which, students will pass practice in the Agency"s administrations.

Teacher of Akhalgori public school Tamar Charoeva and chairman of local administration regional council Givi Chigoev had been detained by separatists with the accuse of high treason and were moved to Tskhinvali  isolation ward. Health condition of Charoeva, sufferring chronic asthma is heavy, she was detained while the lesson, in front of her pupils. Kokoiti regime realizes repressions against those Ossetians, that took part in so called South Ossetian"s alternative presidencial elections 2006. Separatists try to compel Akhalgori population with intimidation.

Ministry of Foreign Affairs of Georgia, protests the repressions already of ethnic Ossetians, started by Tskhinvali puppet regime- by the statement of deputy minister, on the territory occupied by Russia, lawlessness is prevailing.

Amnesty is planned for the Easter- by the statement of the Amnesty Committee chairperson Elene Tevdorsdze, details will be ascertained for that time. As how many victims" cases will be prepared for the amnesty, will become known by 20 March. Tevdoradze does not prove the information, spread regarding the amnesty, planned for 26 May.

Venice Commission will consider the law "About the Occupied Territories", received by Parliament, on 12 March, stated the chairman of Parliament Committee On Juridical Issues Pavle Kublashvili. Concerning the same law, Venice Commission will consider the project, prepared by faction "Christian-Democrats". European Council has some remarks and recommendations to the Georgian side- Venice Commission will have consideration according to their advices.

NATO High joint transformation and USA joint military force commander, General James Matis, met with the President of Georgia Mikheil Saakashvili- the sides have talked about NATO-Georgian following collaboration and the main aspects of Georgia"s defense. Matis, together with the 6-man delegation, met with the minister of Defense of Georgia David Sikharulidze, which presented the guest the "minister"s view 2009"; the talk concerned the NATO strategic command and persectives of deepening the collaboration with the ministry of Defense of Georgia.

By the support of Ministry of Economic Development and Investing Agency, competition of small and medium-sized factories was held, the aim of which was to display the best company of 2008. Four nomination winner companies will be awarded- the best farmer or agrofirm, the best exporter, the best minor-sized factory or ind.-manufacturer and the best medium-sized factory. In the competition, about 500 Georgian companies have been taken part. The award ceremonywill be attended by president of trade-industrial chamber Jemal Inaishvili, and minister of Economic Development Lasha Jvania.

International experts will visit the Ministry of Economic Development of Georgia- the visit will be realized within the framework of Georgian-German collaboration project -"development of quality infrastructure in Georgia, with the particular accent on legislative metrology". The aim of the project is to develop the respective quailty infrastructure of the country"s priorities and the demands of industrial sector; establishing and equipping international demands corresponding mass etalon laboratory is planned. In the National Agency of Georgian Standards, Technical Reglament and Metrology, seminar on the topic of "Quality Infrastructure-Global Appeals", will be held.

In Mikheil Tumanishvili Film Actors Theatre, performance of English theatrical company- "Dress diary" will be held. In a mono performance, the stage director of which is Hillari Wood, and the author of the play-Tamar Bartaia, young actress Tamar Bziava is acting. The performance has received four stars in an Edingborough Festival 2007 and deserved a great approval of critics. While considering the new basic agreement, European Parliament asks Russia, to make a particular accent on the issues of human rights defense, guarantee of neighbouring countries safety and unhindered giving of gas. In the recommendation prepared at the sitting of European Parliament Foreign Relations Committee, it is said that, "the renewal of Russian-EU negotiations about the agreement, does not quite mean the legitimation of status-quo exsiting in Georgia". By the statement of Eurocommissar for Foreign Relations and European Neighbouring Policy Benita Ferrero-Waldner, EU and Russia"s positions concerning Georgia, considerably differ from each other, and are now at the crossing of relationships- "the war in Georgia and Ukraine gas crisis have seriously staggered confidence between us. At present, we are working on EU-Russian new agreement, the aim of which is fulfilment of juridical responsibilities and efficient solving of questionable issues. We have to consider Dimitri Medvedev"s offer about new agreement of Europe"s safety with the same standpoint. This is the chance of EU, to draw a distinct red line, that will oblige Russia to withdraw its armies from Georgia and Moldova".

By the decision of Georgia"s President, families of soldiers, deceased in August war, will receive flats in Tbilisi- 170 families will get flats in the bulding military city at the airport road. Mikheil Saakashvili introduced the mentioned decision to several soldiers" wives, which he had hosted in his residency. The meeting was attended by minister of Defese David Sikharulidze, who has explained that, from the deceased, only 5 % are Tbilisians, though flats will be given to all of their families without exception. President talked about the soldiers" selflessness and stated that, it is their merit that Tbilisi has been rescued.

Near village Chuburkhinji, Sulkhan Gulua"s car exploded on a mortar bomb, there are no casualties. Head of Gali region Apkhazian police department Lourence Koghonia, states that, "possibly, the mortar bomb was put by Georgian diversants against those employees of law-enforcement bodies, that had been patrolling in night hours. However, completely accidentally, on the mortar bomb, a peaceful citizen"s car has exploded".

The so called South Ossetia"s de facto government has worked out the conception of returning back population wscaped in Russia- the document has been approved by the separatist government presidium. In Kokoiti government, it is declared that, the program has to assist adaptation of repatriate and refugees, as well as the rehabilitation of villages. Those who wish to return to separatist Ossetia, have to have a status of either a repatriate, or refugee, or IDP; after discussing the statement, in a case if Tutorial Council receives a positive decision, wishers of returning back, will be given a temporal, and then a constant dwelling and a working place.

Russian media spreads an article, in which August War Eyewitness-Ossetian journalists, accuses separatist leaders and their like-mindeds in cowardice and Ossetian people"s humiliation. His particular criticism concerns Kokoiti"s former friends- former leader of de facto government Morozov, former secretary of de facto Defense Council Barankevich and General Director of "Stroiprogres" Jusoev. The article reports in details the history of War, from 7 August morning- the arrangment of ruling headquarter and its working in the so called parliament"s shelter, generals" vague activities; history of Samachablo and North Ossetia is also reviewed in details-the parallels. After the discussion, the journalist concludes that, "future of Ossetian people, is in unification of two Ossetia".

Public defender of Georgia, has sent a letter to the commisssar of European Council for Human Rights Defense- Sozar Subari adressed Thomas Hamarberg because of the two citizens of Georgia -Tamar Charaeva and Givi Chigoev- detained by the so called South Ossetia"s de facto government. According to his statement, the mentioned individuals are citizens of Georgia, and it is an absurd to accuse them according to the Russian Federation legislation- blaming in high treason. "Both of the detained are elderly people. Givi Chigoev has survived a very hard operaion. By our information in hand, he has not been given a medical service in an isolation ward; Tamar Charaeva is suffering asthma", is said in the letter. Subari asks Hamarberg to take an interest in the case.

By the statement of Economic Development minister of Georgia, Lasha Jvania, the work on signing the agreement between Georgian government and company "Inter Rao", has not been drawn up. "I can not affirm the information about starting or disrupting the negotiations, as the process is simply stopped. Work on drawing up an agreement has not been started. If Ministry of Economy starts working in any form, we will give you the information about this", declared Jvania to journalists. The minister interprets that, memorandum did not impose any responsibilities to the sides-"the memorandum says that, possibly, the sides will start negotiations. In a case if negotiations won"t start, the memorandum bears no legal or juridical force". However, by the statement of Deputy Paata Davitaia, drawing up the agreement has been disrupted, as it should have been signed during a one month period after drawing up the memorandum.

In a head office of Rusian company -"Inter Rao", information on dissolution the signing of agreement about mutual ruling of Engurhess with Georgia, is not proved- by the statement of director Boris Zverev, working discussions are passing with Georgian and Apkhazian sides. What concerns the one-month term, considered for signing the agreement, he has no information about the mentioned term. As Zverev has interpreted, in the memorandum, the topic concerned working out the exploitation program.

The issue of Georgia"s withdrawal from the CIS is discussed in Minsk- by the information in hand, during two days, the CIS executing committee will consider participation of Georgia in agreements and CIS bodies" decisions. In a case of a respective decision, Georgia"s CIS member country status will officialy be terminated. Georgian Foreign Body has sent a note about leaving the commonwealth to CIS executive committee on August 2008.

Chairman of Parliament Temporal Committee for Restoration Territorial Entity Shota Malashkhia considers that, nothing can hamper the issue of termination Georgia"s CIS member country status, neither legally, nor politically. As he has explained, the problem-peaceful army being in Apkhazia with the CIS mandate - is solved; its withdrawal is proved from the CIS side and has been signed legally. Regarding all the other issues, by the statement of Malashkhia, there are numerous agreements signed in the CIS space, and until Georgia makes mutual agreements with the CIS member countries, "Georgia will be in this space, that represents no problem for us".

National Commission for Communications has affirmed the behaviour code of broadcasters. The sitting, which was chaired by executor of the commission"s responsibilities, Sophio Britanchuk, was attended by representatives of non-governmental organizations- "Movement for Moral Georgia", "Union of Orthodox Parents", "Iberiana" and others. At the sitting it was pointed out that, after approving "the law about broadcasting", in 2005, working on "broadcasters" behaviour code" has been started, in the discussion of which, non-governmental organizations also take part. On 6 March of the current year, National Commission for Communications has got a legal conclusion from the ministry of Justice, that is has no remark of a legal character concerning the document. The approved document will be sent to the ministry of Justice for passing to the register, in the nearest future. Approving the code without discussion, has caused dissatisfaction of non-governmental organizations representatives- they had been anticipating that they would have given the possibility to make some remarks concerning the final version of the code.

NATO"s doors are open for Georgia and Ukraine, stated the USA ambassador to Russia, John Buyerl- "Georgia and Ukraine have a desire to affiliate in NATO, and are acitively collaborating with the alliance. We will assist them in every way". U.S. Secretary of State Hillary Clinton, has also made a similar statement in Brussels, after the end of NATO-Georgian commission sitting.

"Ukraine and Georgia have to enter the North Atlantic Alliance as soon as possible; that means the safety not only of  these countries, but- safety of EU and the alliance as well. Their affiliation to NATO is of prime importance", stated President of Poland Lech Kachinski

By the statement of NATO Secretary General Yaap de Hoop Scheffer, restoration of dialogue with Russia, does not mean that the alliance gives consent to its activities in Caucasus and recognition of independence of Apkhazia and the so called South Ossetia. "Moscow-NATO relations is far more valuable, than the discussion about antimissile system, expanding of the alliance and Kosovo problems", noted Scheffer, while giving a speech at an international conference held in the capital of Hungary.

USA will not adapt to the spheres of Russian influence, stated US Deputy Secretary of State Daniel Frid. As he has said, USA tries to establish good relations with Russia and find a common language, though USA has its own principles- no influence spheres and no recognition of independence of Apkhazia and the so called South Ossesia. As Frid has interpreted, USA will not consent to the violation of Georgia"s territorial entity.

In Tskhinvali, the so called Parliamentary elections will be held on 31 May 2009- the respective decree was signed by Eduard Kokoiti, reports de facto Committee of Information and Press.

In the Parliamanet Center of Business and Economy, meeting of lawmakers and representatives of pharmaceutical companies will be held, that is conducted by the initiative of faction "Christian-Democrats". Discussion will concern the bill initiated in Parliament- about the pharmaceutical activity, that has already been protested by the large pharmaceutical companies. The project regulates the issue of pharmaceutical production advertising in a new manner, as well as registration process, recognition regime, system of permissions and some other issues. Regarding the mentioned, government has asked for additional time and the discussion procedures have been postponed. By the statement of Parliamentary Secretary of the government Gia Khuroshvili, working with experts is been conducted at this stage.

Today, Parliament will approve the candidatures of 4 members of National Communications Commission and new ambassadors. There is some information, spread concerning the possible decision of the Parliament that, members of the National Communications Commission will become Sophio Britanchuk, Karlo Kvitaishvili, Akaki Sikharulidze and Irakli Moseshvili. At the sitting, the issue of termination Anzor Erkomaishvili"s deputy authority will be discussed- he is a majoritarian of Ozurgeti, though has now taken the post of children"s folklore centre leader, that is incompatible with the authority of deputy.

Tskhinvali will be visited by chairman of Migration, Refugees and Coomodation Commission of European Council Parliamentary Asembly Corien Yonker. He will meet with representatives of de facto government, human rights defender David Sanakoev, representatives of non-governmental organizations and international committee of the Red Cross. Possibly, Yonker will meet population as well. European Council Parliamentary Asembly condemned recognition of Apkhazia and the so called South Ossetia"s independence by Russia at the Winter Session. The assembly will discuss the mentioned issue, presumably at Spring Session.

US Second Deputy Secretary of State for Eurasia Mathew Bryza came to Tbilisi. He will hold meetings with the President of Georgia Mikheil Saakashvili, Chairman of Parliament David Bakradze, representatives of the government, Parliamentary and Non-Parliamentary Opposition. Bryza will visit Catholicos Patriarch of All Georgia, His Holiness and Beatitude, Ilia II. The guest will sum up the meeting"s results at the press conference, planned at a hotel "Courtyard Marriot".  

Chairman of Parliament Temporal Committee for Restoration Territorial Entity Shota Malashkhia, advices Russia, instead of Tskhinvali restoration projects, to think about withdrawal its own army from these regions. He has made the mentioned statement while commenting on Eduard Kokoiti plan of the "Republic" restoration, that separatists have to introduce to the official Moscow today- "Russia has a little time to come to its senses and declare invalid the document about recognition the independence of Georgia"s conflict regions, as nobody will forgive the ethnic cleansing in the 21st century, realized by it at these territories ". Owing to the ceasing of finance by official Moscow, restoration works in Tskhinvali region have been stopped, and presumably, will not be renewed until September.

Instead of Ministry of Justice, Financial and Property Declaration of officials will be passed directly to President- Parliamentary Committee for Juridical Issues prepared a bill, that considers unification of Information Bureau of officials" Financial and Property condition and Bureau of Public Service. The new department-Bureau of Public Service and Declarations will be subordinate to President.

Former director of Tbilisi 23rd public school, Nato Gabashvili was moved out of the school building by law-enforcement officers using a force- the director was released from the post by the Ministry of Education, though she had not been leaving the school, owing to what, involvment of law-enforcement officers became needed. Teachers state that, Gabashvili used to insult them phisically and orally, she had been threatening, hiding incidents, because of what they demanded her release from post. 

It is possible that, EU observing mission mandate will be continued in Georgia, states the mission leader Hans Yorg Huber. As he has said, OSCE and UN will, presumably, refuse to continue mandate for their observing missions in Georgia. "In a case if events develop this way, for the stabilization of sistuation, international participation will become necessary", considers Huber. He has pointed out that, as opposite from Georgia, "working with the Russian side is hard".

Oppositionist deputies- Gia Tsagareishvili and Roman Marsagishvili- made the decision of leaving the Amnesty Committee after the "accusation" of Penitentiary, Probation and Juridical Aid minister Dimitri Shashkin. Their position is shared by chairman of Anticrisis Council Gia Tortladze, as well. According to his statement, Parliamentary Opposition was involved only in the process of amnesty, within the framework of which, prisons left individuals tried for light crimes.

By the notification of Foreign Affairs Ministry of Georgia, 14 Georgians, detained for an attempt to illegally cross the Egypt-Israel frontier, have been released. Six women and eight men had been in Sueci prison for several days. They had left for Stambul via air trip, from where, they will return to the homeland by bus. By the statement of Foreign Body, unlike other citizens of Georgia, they have been lucky, as instead of punishment, they were deported.

Signing parties of "Behaviour code", while working on elective legislation, they agreed on common rules of behaviour- they will take part in the process of improving the law honestly, without prior terms; with the aim of reaching consensus, all the discussions will be constructive, besides- media will not be permitted to any of sitting of the working group. The parties have to represent position only in a case if it is the official position of the party, but not of a separate participant; they have to care about consistency of their representatives in working groups representation- name one representative and one  substitute. The document had been open for wishers to sign it during two weeks. "Leiborists" signed a separate copy of the code, though several days later, they refused to sign it and collaborate. The "Behaviour code" was signed by the following parties: "National Movement", "National- Democratic Party", "Industrials", "Democratic Party of Georgia", "Georgian Dasi", "Christian-Democrats", "We ourselves".

Concerning the refusal from Georgian citizenship, Apkhazian separatists produced an ultimatum to Gali region population. Georgian side expresses concern regarding the mentioned. According to the statement of Sergi Kapanadze, director of Department of Foreign Affairs Minsitry International Organizations Relations, the government is systematically raising the issue concerning the suppression facts over Georgian citizens- the subject is discussed constantly with the EU, UN and OSCE observing misssions. He expressed the hope that, after the international organizations involvment, the facts like that will not take place any more. 

In village Saberio shootings were heard all night long. By the information in hand, the confrontation happened between Russians and Chechens. As local population informs, Russians started to shoot after the asked Chechens to take feeding products out of villages.

Students will realise payment of travelling by municipal transport by means of "visa-electron" cards. By the statement of Tbilisi Mayor Gigi Ugulava, "students will receive the cards for free in service centres of "Bank of Georgia". Student concerned have to present his/her identity card, and the card of a desired design will be produced in a one day period. Price of the preferential tariff comprises 0.20 gel. Replenishment of deposit with the desired sum, will be available in metro stations". By the statement of Irakli Gilauri, General Director of "Bank of Georgia", the bank will display 20 winner students according to their activity, in every three months, and will reward them with 100 Gel grant during three months.

Chairman of Apkhazian Autonomous Republic Supreme Council, Temur Mjavia leaves the post- as he has stated, "central authority did not have any collaborative contact with the legitimate government of Apkhazia". Mjavia refuses the information spread about his moving to Nino Burjanadze political party. According to his interpretation, he plans an active work in politics not with the Burjanadze team, but by means of his own political party"s activity- "I have my own political party "Georgia and Diaspora", that I have founded in December 2007. I am going to act politically exactly with this very party".

In Brussels, in the format of "collaboration with new friends group", meeting of European Union member States" ministers is held, that will be attended by the Foreign Affairs Minister of Georgia Grigol Vashadze. At the meeting, together with number of issues, discussion will concern the topic of collaboration of Georgia with European and Euro-Atlantic structures. Vashadze will hold meetings with representatives of Belgium and Luxemburg Executive Governments.

In Brussels, Foreign Affairs ministers of Georgia and Great Britain will discuss Georgia"s relationships with Russia and the European Union. Grigol Vashadze and David Millibend will discuss about Russian-Georgian after-war situation in Georgia, current political processes and the country"s integration into Euro- Atlantic space. Georgian minister will meet with Eurocommissar for Foreign Relations and European Neighbouring Policy Benita Fererro-Waldner, and then- Belgian colleague.
 

Defended territories of Imerian caverns affiliated with "association of caverns of the world". According to the notification of Ministry of Environment Protection and Natural Resources Agency of Defended Territories, affiliation of complex of Imerian caverns with the assocation, will assits to receive a technical aid in the issues of the caverns management and defense. As the result of the organization"s membership, Imerian caverns defended territories will be released from the annual membership tax during the one year. There are about 20 countries of the world, affiliated with the association.

President of Georgia Mikheil Saakashvili, attended the process of agricultural tillage in Sartichala. The President listened the information about passing the spring works privately from Minister of Agriculture Bakur Kvezereli. As Saakashvili has stated, even with the background of economic crisis, Georgia has to manage to avoid derangement of the agriculture, as it has happened in other counties of the Europe- "in the terms of economic difficulty, tillage of more ground means that, products for city population will cheapen; and in villages, there will be less problems with unemployment".

By the statement of Parliament Vice-Speaker, Gigi Tsereteli, together with experts and the field specialists, several working type meetings have been held regarding the antinarcotic package; agreement has been reached- Parliament to return to its discussion by all means. The bill considerably changes the country"s narco policy- it has liberal approach to narco-addicts; list, dozes etc. of narcotic substances are defined in a new way.

All the historical monuments, damaged during the Russian-Georgian war will be subject of monitoring- European Council has started to realize the pilot project in Shida Kartli. By the end of the first stage, on the basis of the respective conclusion, process of searching finance sources, for the monuments restoration, will be commenced. Representatives of European Council, specialists, USA ambassador to Georgia John Teft, minister of Culture, Monuments Protection and Sport Nikoloz Rurua, and State minister for Reintegration Temur Iakobishvili had been visiting Nikozi. By the statement of Iakobishvili, evaluation of the loss has to be made. As  John Teft has declared, the war has brought a great loss to the country- "thanks God- elesiastics did not suffer during the attack. I had been given a possibility to see the damaged religious, cultural and historical sights. I am here, together with my Euroepan colleagues, and we try to figure out, what can we do for these regions.

In "Courtyard Marriot" Hotel, project presentation, that considers the unification of Scientific-Educational Computer Networks of Caucasus countries with Scientific Network of Europe, will be held. Within the framework of the EC project "Black Sea Intercommunication", infrastructure, that will realise the mentioned, have been established. About 150 000 researchers and students will use network resources of the highest standard, Caucasian scientist will collaborate with European colleagues. The project will get together national scientific-educational networks of Armenia, Azerbaijan and Georgia, where academic network of 15 cities and more than 45 universities are united. At the ceremony of "Black Sea Intercommunication Infrastructure"opening, European, regional initiatives and NATO scientific program "Virtual Silk Road" project will be presented. 

In village Koda, international organization "Institute of War & Peace Reporting", held a meeting with IDPs, on the issue of "situation of refugees-ways of improving the social background". Participants of the meeting were representatives of local self-government, school director, IDP teachers, representatives of non-governmental organizations and Ministty of Refugees and Accomodation. They talked about the service, humanitarian aid and problems accumulated in regard to IDPs conditions of life during the last several months.

In village Ruispiri, Telavi region, process of gasification has started. The village of thousand households have never had the natural gas until now. Till the end of the year, each family of the village will receive natural gas. The works are finanaced by company "Wissol". Together with the "Wissol" management, Kakheti Governor, George Ghviniashvili, visited one of those families, that received the natural air first.

Humanitarian and social situation created in Tskhinvali is perturbing, states the leader of European Council Committee on Migration and Refugees Korin Yonker. Representatives of de facto government told them that, they will permit return of refugees in a case of fulfilment the terms. European Council Parliamentary Assembly will discuss Yonker"s report, about situation in Tskhinvali, in Strasburg, on 29 April.

Group of NATO experts visited Krtsanisi Training Centre and, together with infrustructure, introduced with teoretical and practical directions of military officials trainings. They met leaders of the united headquarter; saw the National Academy of Defense, where they took an interest in course of the training program. The experts will present recommendations to Georgian colleagues, that will give a possibility to lead the training process of Georgian side in accordance with NATO standards.

Georgian militaries finished passing the winter mining preparation course- 13 course leaver instructors, were handed diplomas certifying the successful completions of the course in Sachkhere Mining Training School. The ceremony was attended by Minister of Defense David Sikharulidze, Deputy Head of Armed Forces United Headquarters Department of Education, Colonel Alexandre Kekelia and Military Attache of France to Georgia, Colonel Daniel Shambon. Within the framework of training, instructors passed the training in a technique of moving with skis in mountainous regions; mastered gettin over the line of obstacles at a mountain and a rock, specificity of surviving people stuck under avalanche, technical slip.

Minister of Foreign Affairs of Georgia, Grigol Vashadze, received a letter from Minister of Foreign and European Affairs of France Bernar Kushner, that represents the view of France, about Internatioanl Organizations activity role and significance in Georgia; position of France about unconditional support of Georgia"s sovereignty and territorial entity is emphasized once again. French side expresses concern for the hard situation in Apkhazian and Tskhinvali regions. Kushner hopes that, in a neares future, within the framework of Geneva international discussions, practical realization of 18 February 2009 decision about prevention incident and react mechanism, will be started.

Tbilisi Mayor, Gigi Ugulava, Mtatsminda Majoritarian deputy Archil Gegenava and representative of local municipality of old Tbilisi David Avaliani, saw the rehabilitation works passing at Arsena Street. As Ugulava has stated, changing the roofs and water-pipe systems of 200 houses is planned in this year. The program will expand even more, and the City Hall will try to settle the problems in a nearest period.

De facto minister of Foreign Affairs of Akhazia Sergey Shamba, comes out with the initiative to restore Chuburkhinji mutual meetins- he has made the statement while meeting with the UN specail representative Joseph Stephanidis. As Shamba has interpreted, such a decision was caused by the necessity of discussions on the issues of security in the region.

Georgian side excludes the possibility of restoraion Chuburkhinji negotiations and states that, the format has been expired. "Chuburkhinji negotiations will not be restored. This was a format, that we used when Russians were still called peacekeepers. Now, the issue of Chuburkhinji negotiations is not a subject of a serious discussion any more", stated Temur Iakobishvili. According to his interpretation, Georgian side is ready to discuss other format of negotiations, concerning working out mechanisms of following relationships and talk about problems, in which international organizations will be involved. Iakobishvili positively evaluates the readiness of separatists about EU representatives participation in the negotiations.

Ministry of Foreign Affairs of Russia, will find out why in Russian passports, given out in Apkhazia, "Georgia" is witten to be the place of birth- Sergey Lavrov and Gregory Karasin gave this promise to Sergey Shamba. They discussed the mentioned issues at the meeting held in Moscow. "Regarding this issue, we gave a note of Ministry of Foreign Affairs and presented copies of passports to the management of Foreign Affairs Ministry of Russia. They promised that, they will clear up a situation and get the respective measures", stated Shamba.  As he has stated, the only way of solving the problem is to change the passports, that were given out. 
 

Chairman of Georgian Parliament, David Bakradze, made a commentary about the information published in "Herald Trubune", according to which, members of "Republican" and"Democratic" parties of the USA advice President Barak Obama, to refuse the support to Georgia and Ukraine, in affiliation to NATO. As Bakraze has pointed out, such a recommendation was prepared by the group, consisting only of several former Officials - "naturally, they have a right to have their own opinion. Exactly because there are diverse groups and considerations, America is an open, democratic society. The main and determining is the policy of America"s administration. We have heard policy and position of the aministaration quite distinctly, as from the President, as from Vice-Speaker and State Secretary, that, USA will continue to support Georgia in a full scale".

As the result of "tightenin belts" policy, at this stage, Georgian government managed to amass 12 million Gel, stated Prime-Minister Nika Gilauri, at the government sitting. Mikheil Saakashvili, heading the sitting, personally interested with the amount of the sum, amassed as the result of decreasing administrative expenses. He instructed government to "tighten belts even more". President instructed all the ministers to "somehow bring " investments as well - "one of our main tasks it to search for investments. We have a minor economy and it can not create working places itself. "Searching for foreign capital does not concern Prime-Minister, or Leader of Ministry of Finance alone, this is the task for all bodies". As he has interpreted, bringing serious investments can be made in Environment Protection and Education spheres. According to Saakashvili prognosis, investment of milliard dollars is needed to prevent failure in economy. "In past months, I have travelled to many countries and, badly or well, I got a promise  to be given out the donation of several million dollars. That is very good. We all have to work on flowing in foreign capital, within the framework of our respective spheres", stated Saakashvili.  

President of Georgia listened to the information from government members, about situation in existing in their sphere.

By the statement of Georgian Parliament chairman, David Bakradze, with the effort of the group, working on the election law, following elections will be held with high standards. He has made the mentioned statement at the meeting with Georgian sportsmen and olimpic chempions. According to Bakradze, Georgia needs more democratic, well organized election code.

At the board sitting of Ministry of Defense, President of Russian Federation, Dimitri Medvedev, stated that, Russian armed forces need modernizing, and that the large-scale re-armation will start from 2011- "The analysis of the world military-political situation shows that, there is still a serious conflict potential in number of regions, local crisises, dangers of terrorism. Attempts of NATO military infrastructure expanding, by Russian frontiers, do not cease". He has also evaluated the actions of Russian army in August, Tskhinvali region, and noted that, this was a serious exam for Russian armed forces-"Russian army and peacekeepers proved that, they can protect national interests and human lives of our State".

Regarding the mentioned statement, Minister of Defense of Georgia, David Sikharulidze declared that, "the issue of defensive capacity of other countries, is outside Georgia"s discussion sphere, though when the defensive capacity  turns to agression, this becomes dangerous not only for Georgia, whose territories are occupied, but - the whole region and Europe in general".  

De facto President Sergey Baghapsh excludes Apkhazia"s coming into the Russian Federation- "Apkhazia is not going to come neither into the Russian Federation, nor in a membershop of any of the other State. We build an independent, lawful, democratic State and do not intend to digress from this road, at any cost". He stated this to the Vice-President of International Crisis Group Alain Delatroz and Director of Caucasus Department Lorens Shitsom. At the meeting, Baghapsh touched the issue of EU observers and blamed the monitors in tendentiousness. As he has said, Sukhumi is against the EU observers, and comes out with the suggestion to maintain UN mission - "EU countries refuse to give out visas to Apkhazian citizens, that is impermissible, though similar practice has been used by many European embassies for a long time". De facto President excludes any negotiations with "Saakashvili authority".

Chairman of Temporal Parliamentary Committee for Restoration Territorial Entity, Shota Malashkhia responds to the statement of Baghapsh and states that, integration of Apkhazia and the so called South Ossetia in the political and economic space of Georgia, will start more faster, than there is an idea about it- "separatists" opinion about the ostentatious independence is exaggerated. Their independence has only been recognized by Russia and Nicaragua, in exchange for what, Sukhumi and Tskhinvali offered Moscow territories, for deploying military bases. This is unacceptable for international law. Moreover, integration of these territories to our political and economic space, will start faster, than any of us can imagine".

For imporpovement the process of armed forces training, NATO military experts group came to Georgia for the first time. The mentioned group visited Krtsanisi training centre and, together with infrastructure, introduced with theoretical and practical directions of military servants training. They met leaders of united headquarters; saw the National Academy of Defense, where they became interested in passing the training program. In the Ministry of Defense, conclusive meeting was held- with the First Deputy Minister Vladimer Chachibaia, Deputy Minister George Muchaidze and Deputy Head of armed forces united headquarters, general of brigade David Nairashvili. The experts will present recommendations to Georgian colleagues, that will enable Georgian side to conduct the training process in accordance with NATO standards.

The money given out by Russia for the so called South Ossetia, will be strictly controlled- de facto government will have to present the detailed report about expenditure. Financial issues will be controlled by Ministry of Finance representatives of the both sides. By the statement of de facto Finance Minister, Pukhaev, the "Republic"will receive the sum from April.

On 9 April, Government will not repeat the 7 November mistake, though, it will maximally protect citizens" safety; the list of arrangements to be realized by the government is defined by law, and will protect rights of each citizen, meetings and demonstrations held by them; Government will act within the framework of law, people acting is a meeting and its organizers, should act in the same way as well, stated chairman of Committee on Defense and Security of Parliament Givi Targamadze.

Targamadze talks about rechecking the information of respective services, concerning the possible collaboration of number of political forces with Russia. As he has said, all the existing information will, certainly, be announced as soon as it is proved-  "All this, is only the subject of observations yet".

President of Georgia saw designer Tata Vardanashvili"s shoe factory, employing people, that, according to State Program, passed the additional training course, 3 years ago. A it has appeared, the program has been adventitious", stated President. As he has said, the factory, within the framework of State Program "Cheap Credit", received 1 399 999 Gel. Tata Vardanashvili is going to open a factory in Kutaisi as well, where 199 people will be employed. The average wage of the factory consists of 299 Gel.

EU Special Representative, Peter Semnebi met members of de facto government- the main issue of the talk at negotiations passing in a closed regime, was the region"s militarization and bringing in humanitarian cargo. As Semnebi has interpreted, in spite of different opinion on the issues of recognition Apkhazia"s indepdendence, collaboration with the self-recognized government continues. De facto President refused the EU offer concerning rehabilitation of schools and bringing in humanitarian goods in the region.

President of Georgia, Mikheil Saakashvili will take part in forum-"European Public Party", planned in Brussels. He will come out with speech, and talk about Russian-Georgian war results and situation existing in the country. Saakashvili will meet American congressmen as well, and will attend conference on 21 March, the main issue of which will be post-war Georgia. Together with President, Defense Council Secretary, Minister of State for Reintegration, and the First Lady Sandra Roulovs will leave for Brussels.

Concerning the information spread, about taking "Nabuko" project out of the priorities by EU, Minister of Energy of Georgia, Alexandre Khetaguri states that, gas, transported via "Nabuko" pipeline, will enable East and Central Europe to have an alternative source of energy. "Europe has experienced on itself the result of "Gasprom" actions; following from this, creating alternative sources is the priority". As the Minister has said, in April, meetings in Prague and Sofia will be held, where final decision will be made concerning the mentioned issue.

Parliament Chairman, David Bakradze, met students of Ilia Chavchavadze State University. He talked to them about economic situation in the country, safety and internal policy. Bakradze named Russia as the factor of conflict complication. According to his evaluation, the only positive event is that, Russia"s peace forces was called its name- occuping army. By the statement of the Parliament Chairman, after the August War, there was not a single action directed against Ossetians- "phobias is not our characteristic and we have to use this for a direct dialogue". He had interpreted that, Government wants to have a good relations with Russia, and it is not possible the Government to be interested in having bad relations. Bakradze touched the issue of economic crisis as well, and stated that, today, maintaining economic stability, means maintaining the State"s bases. Regarding internal policy, the Parliament Chairman wished to talk about it beyong the closed door.

Tbilisi Mayor, Gigi Ugulava, saw a factory "Georgian Bakers" producing sweeties, the winner in the project- "Start Business with the help of Tbilisi City Hall"; he also met people employeed there. "The City Hall tries to assist development of minor and averge businesses, that determines creating of working places, and stable business environment"- is interpreted in Tbilisi Government.

On 23 March, Minister of Foreign Affairs of OSCE active chairman country-Greece, Dora Bakoianis comes to Georgia. She will raise the initiative of prolongation OSCE mission mandate in Georgia. According to the last decision, the mandate will be continued for four months- at OSCE Permanent Council sitting, held on 12 February, Russia has consented to presence of OSCE observers in Georgia, until 30 June 2009.

In Brussels, President of Georgia, Mikheil Saakashvili, will meet Commissioner for Foreign Affairs and External Relations and European Neighbourhood Policy Benita Ferrero-Waldner, and then- American congressmen. The sides will discuss issues of Georgian-USA and Russian-Georgian relationships, integration of Georgia to NATO. Mikheil Saakashvili will attent an official supper; at the forum planned for tomorrow, he will come out with speech, and talk about results of  Georgian-Russian war and situation, existing in Georgia.

Already 6 thousand people are involved in the cheap insurance program, states Minister or Labour, Health and Social Security Sandro Kvitaishvili, listened by Parliament Health Commiittee, today. Concerning the speed of passing the program, the Minister has noted that, the delay in regions and villages, is caused by the lack of information. "The main thing is, the population to understand that, this is the chance of inividual insurance, not given to them earlier", stated Kvitaishvili. Member of the Majority, George Godabrelidze came out with initiative- deputies will conduct agitation to the population

Prime-Minister of Georgia, Nika Gilauri, met IDP living in Tserovani and saw the construction of two large factories. "I am surprised with the speed of building two big factories. One factory produces sweeties, the second- paper, and the local population will be employed in this factories. Part of them are already employed at the construction works", stated the Prime. As Gilauri has said, 2 new schools will be built in Tserovani, where locals will work.

Four political parties- "Liberty", "Traditionalists Union", "Party of the Future" and "Women Party"- have united under the name "Alliance for Freedom". Leaders of the parties declare that, the main aim of the alliance is to establish parliamentary republic.

At an open auction, "Georgian Glass and Mineral Water Company" (GG&MW) became the owner of the 25 year term general licence for "Borjomi" extracting-bottling. The company will pay 8 000 000(eight million USD) in Gel, until 25 December. GG&MW appeared to be the only company that has submitted an official application on participation in the auction, as the company that owns perforator equipment. In a case of other company, it would have to find additional resources, accordingly, winning of GG&MW was quite logical.

Parliament Chairman of Georgia, David Bakradze, opened ultra-modern surgical department in Chachava Clinic. According to Bakradze, "the clinic has an environment that will enable patients to receive medical aid in accordance with standards existing in the world, with the help of local and foreign specialists. This is the innovation in the space of Georgian medicine, that is approved and supported by Georgian government". According to evaluation of the clinic leadership, prices will be charged taking into consideration the level of living in Georgia.

On 24 March, the world celebrates an International Day for the Fight against Tuberculosis. By the information of National Center for Disease Control and Public Health of Georgia, in 2008, two- year campaign against tuberculosis has been commenced.

In the Ministry of Finance, business forum will be created- Minister of Finance, Kakha Baindurashvili introduced the mentioned initiative to representatives of business association. According to his interpretation, the aim of creation the forum, is coordination between the government and business sector, in order the country to be able to come out of global economic crisis, with the least losses, and the speed of economic growth to be continued.

Minister of Agriculture, Bakur Kvezereli visited factory "Azote" in Rustavi, regarding termination of the program for distribution manuring to peasants. The ministry bought 47 000 tons of manuring from the factory, for which, 25 million Gel had been given out from state budget- 940 thousand families were given the manuring for free.

For preparing terroristic attack and revolution, Malkhaz Gvelukashvili and Lasha Chkhenkeli have been charged yesterday. Tbilisi City Court will discuss the issue of their restriction clause. The Court"s term for the verdict expires on today evening. Chkhenkeli uses the right of silence, Gvelukashvili has already given the explanatory testimony. What concerns the members of Nino Burjanadze party, they are accused in the illegal buying- keepin of weapon, that is considered the restriction of freedom for three years.

Chairman of Georgian Parliament, David Bakradze, responds to the events developed in recent days, in Georgia, from the USA- "Government is ready to consider some debatable problems, in order, the needed environment for starting the dialogue to be created. We are ready not for rhetorical negotiations, but for the dialogue, that will be followed by taking specific spets. This, exactly, is the best solution to the existing situation".

Georgian delegation, headed by David Bakradze, is holding meetings with representatives of the USA President Administration. Members of the delegation have already met Security Advisor to Vice President Joe Buyden, as well as -Republican and Democrat congressmen, senators.

Public and Civil registers will use each other"s electronic bases. Presentation of the respective agreement was held in Tbilisi Registering Service of National Agency of Public Register.

Sukhumi will be visited by UN, EU and OSCE special representatives, Geneva negotiations Co-Chairmen- Yohan Verbeke, Pier Moreli and Kharlampos Christopolus. The guests will be hosted by de facto Foreign Affairs Minister Sergey Shamba. At the meeting, they will discuss about the following round of Geneva consultations- according to Shamba"s statement, defining the format is important, as Apkhazian side will participate only in the rank of equal in rights side.

Chairman of Apkhazian Government Malkhaz Akishbaia demands from de facto government fulfilment of the agreement that has been reached at Geneva Internatioanl Negotiations. Akishbaia emphasises the necessity of Geneva negotiations and calls the separatists" claim concerning the format changing- unreasonable. Chairman of Apkhazian government hopes that, UN, OSCE and EU chairmen meetings  concerning the following round of Geneva negotiations, planned in Sukhumi, will end resultatively and separatists will fulfil the agreement received in the last round.

At the territory controlled by Georgian side, automobile of Ministry of Iternal Affairs exploded on a bomb while patrolling by Dvani, Kareli region. Four special order-officials were severely wounded- Otar Khitariani, David Peikrishvili, Avtandil Megrelishvili, Levan Taniashvili, however Badri Jioshvili died in hospital. Vano Davitashvili, the head police officer of Tighvi department and Zurab Durglishvili, the officer of the same department,  had come for their help at the place of an accident, though the second bomb activated and both of them were wounded as well. They were moved to Gori hospital.

Ministry of Foreign Affairs of Georgia expresses concern about the following terroristic attack directed against police officers and points out that all the responsibility is imposed to Russsia only, that realises complete control over occupied territories of Georgia.

Head of the EU observing mission in Georgia Hans Yorg Huber evaluates the happened as a rude violation of Sarkozi-Medvedev peace agreement- "we are concerned about the happened. Aggressors did not even determine as who the victims could be, anyone could have passed the site of an occurrence. And the most terrible action is that, targets of the second explosion have been people come for helping the wounded". Representatives of the mission hope that the fact will be fully investigated. Monitorig group declares that in order to avoid similar incidents, it is significant that mechanism for prevention incidents, approved at the final round of Geneva negotiations, to be activeted as soon as possible.

Parliamentary delegation, headed by Parliament Chairman David Bakradze, will hold meetings in Denmark and Finland. Bakradze will leave for Europe form the USA. In Denmark, Georgian delegation will raise the issue of activating the EU monitoring mission in Georgia. By the statement of faction "Powerful Georgia" leader Gia Tortladze, Georgian side claims for the EU activation, in order monitors to enter Apkhazia and Tskhinvali region as soon as possible. At the meetings, the sides will talk about current reforms in Georgia and discuss the issues of passing the arrangements planned in the direction of Georgia"s integration to Eurostructures, including free trade and simplification of viza regime.

Minister of Foreign Affairs of Georgia Grigol Vashadze will visit Netehrlands and take part in UN member States Foreign Affairs Ministers summit- "Afghanistan conference -2009". Within the framework of the visit, Vashadze will meet the Minister of Foreign Affairs of Canada -Lorence Canon.

NATO Secretary General Yaap de Hoop Scheffer is assured that Georgia and Ukraine will be affiliated in the alliance. He declared this in an interview given to CNN, though he has not specified the date of the mentioned countres" affiliation in the NorthAtlantic alliance. Scheffer has noted once more that, "NATO has fundamental dispute with Russia, concerning the recognition of Apkhazia and the so called South Ossetia"s independence and dislocation of Russian armed forces in these regions".

Georgia will be visited by Deputy Chairman of United Commettee of USA Armed Forces Leaders-General James Kartrait. The guest will be received by President Mikheil Saakashvili, Prime-Minister Nika Gilauri and Minsiter of Defense David Sikharulidze. At the meeting the issues of mutual collaboration will be discussed. USA, within the framework of Georgian-American chertier of strategic collaboration, took responsibility of training Georgian army; at this stage, working out the specific plan for the training is passing. By the information of Ministry of Defense, the General will see the first infantry brigade in Gori, tank battalion and artillerybrigade.

"Georgia"s enemy, the occupant does everything in order Georgia not to move onward and, respectively, terms for deoccupation not to be created,- stated President of Georgia at the meeting regions" governors and the heads of regional administration- due to effective work of Georgian legislative bodies, their plans of internal disturbances and destabilisation have been seriously disrupted. Their respond was the attack on the police officers. Unfortunately, one of the policemen was deceased, and several wounded. They won"t leave us alone, and we do not have to cherish the illusion about it". As Mikheil Saakashvili has said, despite the provocations, the development, advance and building hss to be continued with an accelerated rate

In Strasburg, within the framework of NATO Jubilee Summit, Secretary General of the alliance Yaap de Hoop Scheffer will meet young adults. The summit will be opened in BadenBaden, tomorrow, with an official dinner- the main topic for the discussion will be Afghanistan and peace operation, that has to be realised by the NorthAtlantic alliance; despite that Russia will not attent the summit, NATO-Russian relationships will also be considered. Georgian side will not attent the summit as well, for only the alliance member countries are invited. For Scheffer, it will be the last summit, as his authority expires on 1 June. Denmark Prime-Minsiter, Anders Rasmusen, is named as the most realistic candidates for the post of NATO Secretary General . 

In London, the main sitting of "The Great Twenty" summit is held- leaders of the world 20 leading countries try to reach an agreement concerning the methods of fight against global financial crisis. They discuss the ways by which it will be possible to improve the world economy. The Presidents will present their anticrisis plans. President of France may not sign communique of "The Great Twenty" and leave the summit as a sign of protest, if his anticrisis plan will not be shared- Nikola Sarkozi affirms that, the communique project "is not advantageous neither for Paris, nor for Berlin".
